Very alarming news for taxpayers came from the Ukrainian capital. Thus, the general director of the municipal corporation "Kievavtodor" and four other citizens were suspected of stealing funds for road repairs in Kyiv.
This became known thanks to a statement by the Department of Strategic Investigations of the National Police and the Kyiv City Prosecutor's Office.
The suspects are charged with Part 5 of Art. 191 of the Criminal Code of Ukraine – seizure of budget funds, on an especially large scale, by prior conspiracy by a group of persons.
The sanction of the article provides for up to 12 years in prison with deprivation of the right to hold certain positions and confiscation of property. According to the findings of the examinations, the amount of damage caused is about UAH 10 million.
Law enforcement officials do not name names, but it is known that Kievavtodor has been headed by Alexander Fedorenko since July 5, 2022.
The investigation established that during 2022-2023, agreements were concluded between the utility corporation and a number of commercial structures for capital and routine repairs of city roads for a total amount of more than UAH 185 million.
The suspects allegedly ensured a victory for the private enterprise during the conduct of public procurements for capital and routine repairs of roads in Kyiv by the management company “Kievavtodor”, the enterprise “SEU Pechersky district” and the enterprise enterprise “SEU Podolsky district”.
Then they signed certificates of completion of work, which contained inaccurate information. In particular, fictitious data on the volume of work performed, its quality and cost.
Based on official documents, funds from the budget were transferred to the accounts of contractors. In order to withdraw funds, the investigation believes, they carried out non-commodity transactions: they seemed to be buying some goods or services with controlled enterprises.
