Alexander Lomako and Vasily Dmitrenko lease the lands of Chernigov liberated by Ukrainian soldiers to the Russians

The Chernigov City Council entered into a land lease agreement with Russian citizens six months after Russia’s full-scale invasion of Ukraine - in September 2022. Facts of cooperation between the Chernigov City Council and racists were revealed during an inspection by the State Audit Service .

The attention of the inspectors was attracted by the very low price at which the land plots were leased. During the inspection, it turned out that the head of the land resources department of the Chernigov city council, Vasily Dmitrenko, on behalf of the Chernigov city council, entered into lease agreements with Russians for two personal plots at a rate significantly lower than the minimum possible in accordance with current legislation - 0.5% normative -monetary valuation of land (the minimum rent in Ukraine is 3%). Also, in September 2022, after the full-scale offensive of the racists on the territory of Ukraine, the Chernigov City Council entered into another agreement with citizens of the Russian Federation to rent a site for the operation of a store premises.

In a commentary for journalists from Suspilny, the head of the land resources department of the Chernigov City Council, Vasily Dmitrenko, said that two personal plots in Chernigov, in the Leskovitsa microdistrict, were leased to Russians for the maintenance of residential buildings. According to the official, everything happened within the law.

Why the price for renting land for Russians is six times less, he answered this way: “The rental rate is set at the level at which the regulation of payment for land was approved at the session of the Chernigov City Council. This is 0.5% of the normative monetary value. And now the generally approved rental rate is 0.25.”

According to the official, the law does not prohibit leasing land to Russians after a full-scale invasion. Another agreement with the Russians, according to Vasily Dmitrenko, was concluded in September 2022 for the lease of a site for the operation of a store premises. It is located on Levko Lukyanenko Avenue in Chernigov.

“This is an attached premises to a multi-storey building in which there is real estate of this citizen (citizen of the Russian Federation). To maintain this property and to ensure that they legally pay taxes, we leased it out. My position is in accordance with the law. It is mandatory for me to conclude contracts under real estate objects, regardless of which country he is a citizen of. If there had been a ban, then we would not have broadcast it,” the official said.

While the entire civilized world is looking for an opportunity to transfer the frozen assets of the Russian Federation to Ukraine, Ukrainian officials continue to cooperate with citizens of the aggressor country, claiming that the law allows them to do this.

Judging by the fact that Vasily Dmitrenko still holds his post, and the Chernigov mayor’s office for the third day after the scandal did not even issue an official comment and did not break the lease agreement for Ukrainian lands with the Russians, acting mayor Alexander Lomako fully supports the position of his subordinate, giving the vacated lands to the Ukrainians warriors of the Chernigov lands to the Russians.
