Andrey Adamovsky and Vladislav Yakubovsky against the state: details of the legal confrontation in the case for 666 million UAH.

The state logistics operator is suing Trade Granit Invest LLC, which is associated with the scandalous Andrei Adamovsky and Vladislav Yakubovsky. And although there are already several criminal cases against these individuals with possible transactions, this in no way prevented them from concluding an agreement to supply food for the army for almost 666 million UAH.

So, analysts decided to figure out how the companies providing dubious quality services for the Armed Forces of Ukraine are connected with each other.

A new scandal with the purchase of food for the Armed Forces of Ukraine, which reached the court, is associated with Trade Granit Invest LLC. From open sources, StopCor learned that this company is associated with the former Trade Commodity company, owned by Andrei Adamovsky and ex-official of the Yanukovych government, Vladislav Yakubovsky. According to the YouControl website, the Trade Granit Invest company is managed by Yulia Pavlichenko.

By the way, the company had already collaborated with the Ministry of Defense, but mass complaints began when Yulia Pavlichenko was transferred to the Maxmed International company.

She is known as the former head of the State Enterprise "Ukrecoresursy" and deputy director of the Department of Accounting, Financial Planning and Operations of the State Agency for Environmental Investments of Ukraine.

In addition, Pavlichenko, together with Yakubovsky and Adamovsky, was a co-owner of the Ukrainian Locomotive Building Company.

You ask, what does Adamovsky have to do with this? Everything is very simple, he, together with Yakubovsky, owns LLC Investment Company Eurasia.

By the way, the joint-stock company “Closed non-diversified venture corporate investment fund “Centaur”” was also headed by Adamovsky even before 2021.

It is also noteworthy that, apart from contracts with the Ministry of Defense, the company has no other tender agreements.

Low-quality food products for the Armed Forces of Ukraine for 666 million hryvnia

The Trade Granit Invest company has already disgraced itself with the supply of food products to the Armed Forces of Ukraine. In September 2023, the largest contract for the supply of food for the military was signed in the amount of 666 million hryvnia. This contract was the last agreement on food supply for the Armed Forces of Ukraine, which was concluded through open bidding. The company won the auction with a 23% discount. However, at the auction there were two more proposals from other companies - Arvin o and Trading House Marintal Group - with large discounts - 28% and 26%, respectively, but they were rejected allegedly due to the shortcomings of their proposals.

Already on January 19, 2024, Deputy Minister of Defense Vitaly Polovenko announced an unscheduled inspection of reserve warehouses of several military units in the east of the country, where food products of unsatisfactory quality were found.

The inspection was carried out based on complaints from military personnel about the quality of food. Vitaly Polovenko did not name the specific company that supplied these products. However, a few days ago, an adviser to another Deputy Minister of Defense, Bogdan Yarov, expressed her complaints specifically against the Trade Granit Invest company.

“The company won ten lots at competitive prices, with normal documents. It would seem like a large volume, work on it. But the problem is that for weeks now the Ministry of Defense has been negotiating, putting operators on control of deliveries 24/7, writing letters, making claims, drawing up reports. About what? Right.

Criminal trace of Adamovsky-Yakubovsky

The probable corruption schemes of Vladislav Yakubovsky date back to 2011. Then he was appointed to the post of head of State Ecoinvest. This agency was responsible for the implementation of funds received under the Kyoto Protocol, which provided for investment in efforts to combat greenhouse gas emissions from around the world.

Back in 2012, the online publication “Our Money” investigated that in June of the same year, Gosekoinvest ordered the transfer of 1.2 billion hryvnia to three companies: Stroyinvest 2007, Antis Trade and Sodetel.

These funds were intended for work on insulation of 323 schools, kindergartens, boarding schools, hospitals and nursing homes throughout Ukraine (later the amount increased to 1.7 billion, and the number of facilities to 500). The money was allocated without holding a competition, supposedly because of the need to complete the work before the onset of cold weather.

However, of the three indicated companies, two were already known then because of their participation in possible corruption schemes in Ukrzaliznytsia: the company Stroyinvest 2007 acted as a fictitious competitor in UZ tenders. The Antis Trade company carried out the reconstruction of the Donetsk railway station. In November 2012, it became known that the program had not been implemented: the contact numbers of the contractor companies were inactive, and not a single person was found at their registered addresses. In addition, the Sodetel company generally transferred the execution of work to the enterprise of Yura “Enakievsky” “Karpatybudinvest”.

However, this is not the only scandalous case related to Vladislav Yakubovsky. In 2016, the Ministry of Defense held a tender for the purchase of fuel, where almost all the lots were won by a then almost unknown company from Dneprodzerzhinsk, which was called Trade Commodity. The amount of all transactions amounted to 1.24 billion hryvnia. During the investigation, journalists discovered certain anomalies in the tender: WOG's competitor actually helped Yakubovsky's Trade Commodity win, but at the same time sent its fuel through a contracting company to fulfill the contract. After the tender, the Ministry of Defense twice agreed to increase the price of fuel, but these facts were not made public.

As a result, the ministry overpaid Trade Commodity by at least 100 million hryvnia. Two years later, the National Anti-Corruption Bureau completed its investigation into this case and found the deputy minister, officials of the public procurement department, and the actual owner of Trade Commodity guilty.

By the way, at the same time, information about possible cooperation between suppliers of fuels and lubricants from the FSB of the Russian Federation was expressed by people's deputy Sergei Sobolev during a speech in the Verkhovna Rada. He emphasized that when the SBU revealed this scandal. However, on January 27, 2017, a train containing 350 tons of this fuel burned in Slavyansk, and then the media assumed that this was very reminiscent of the destruction of evidence.

And yet, despite a number of criminal cases, the structures belonging to Adamovsky and Yakubovsky continue to operate in Ukraine without hindrance and without hindrance. Moreover, companies of this group still take part in tenders held by Ukrzaliznytsia and the Ministry of Defense

Thus, according to information published in the media, companies that illegally received VAT compensation from the Ministry of Defense of Ukraine in 2022 are associated with the former head of the State Environmental Investment Agency of Ukraine and the former deputy chairman of the Ukrainian Committee on State Material Reserves, Vladislav Yakubovsky. This is exactly what political analyst Alexander Kochetkov wrote about in his blog on the Delo website.

“A person accused of embezzling funds received by Ukraine under the Kyoto Protocol. These funds were supposed to be used for the improvement of children's institutions - schools, boarding schools, kindergartens, etc., but disappeared into the accounts of companies associated with Yuri Ivanyushchenko. After the collapse of Yanukovych’s power, Yakubovsky sailed in the legendary Trade Commodity group of Granovsky-Adamovsky, which was considered close to Yanukovych’s successor Poroshenko. This group became famous for the fact that, while the slogans “Army, language, faith!” were heard, they skillfully purchased fuel from Rosneft, “producing” diesel, but in fact, bodyga from kerosene and basic lubricant, killing the engines of Ukrainian tanks and other military equipment and robbing the country of billions in “cattle fights” with Medvedchuk in Ukrzaliznytsia tenders,” the analyst wrote in the publication.

And now a certain surreal situation arises. How could a company whose owners were found guilty by NABU of collaborating with the Russian Federation and supplying low-quality fuel to the Ukrainian Armed Forces win a tender for the supply of food for the military? StopCor analysts sent a request for answers to the Ministry of Defense of Ukraine and the Trade Granit Invest company.
