The top management of the Main Investigation Department of the National Police, the head of the Kyiv region police, the cyber police inspector and in general more than ten NPU officials were involved in scientific activities with the deputy head of the Presidential Office Oleg Tatarov.
This is stated in the hromadske investigation.
Investigative journalists discovered a network of officials and top law enforcement officers who defended their dissertations under the scientific supervision of Oleg Tatarov. For some of them, Tatarov was a scientific supervisor during 2014-2020.
Despite his many years of career in the Ministry of Internal Affairs, after the victory of the Revolution of Dignity, Tatarov resigned “from the authorities” in 2014. Before his return to power, already in the Office of the President, he was engaged in active scientific work.
The absolute majority of the 50 people who defended themselves under the leadership or with the participation of Tatarov now occupy senior positions in key law enforcement agencies - the State Bureau of Investigation, NABU, BEB, the prosecutor's office and the courts.
However, the largest number of Tatarov’s scientists work in the Ministry of Internal Affairs, namely in the Main Investigation Department of the National Police, which deals with the most high-profile and politically motivated cases. This:

- Shumeiko Dmitry Aleksandrovich - head of the Main Directorate of the National Police in Kiev;
- Shumeiko Tatyana Anatolyevna - Main Directorate of the National Police of the Kyiv Region;
- Melnichenko Andrey Valerievich - deputy head of the investigative department of the Main Directorate for Police in the Dnepropetrovsk region;
- Shevchishen Artem Viktorovich - Deputy Head of the Main Investigation Department of the NPU;
- Karpenko Natalya Vasilievna - deputy head of the department of the Main Investigation Department of the NPU;
- Kovtun Alexander Viktorovich - head of the inquiry department of the Main Investigation Department of the NPU;
- Zagamula Vadim Viktorovich - senior investigator for particularly important cases of the Main Investigation Department of the NPU;
- Drozd Valentina Georgievna - chief specialist of the advisory and control department of the Department for Supporting the Activities of the Chairman of the National Police of Ukraine;
- Shulga Natalya Valerievna - chief inspector of the Cyber Police Department of the NPU;
- Bondyuk Andrey Fedorovich - head of the human resources department of the State Budgetary Inspectorate of Ukraine of the Ivano-Frankivsk region;
- Raschotnov Evgeniy Viktorovich - investigator of the Goloseevsky Police Department of the Main Directorate of the National Police in Kiev;
- Pharaoh Oksana Vasilievna - inspector of the juvenile prevention sector of the DRUP GUNP in the Dnepropetrovsk region.
“It is obvious that it is impossible to find evidence that Tatarov placed these people there. He, as the deputy head of the OP, has no personnel powers at all. But there is a de jure situation, and there is a de facto one.
It is no secret that Tatarov completely oversees the law enforcement bloc. I cannot believe that the Office of the President did not take any part in the formation of the leadership of these bodies. Having your own lawyers, having connections in the investigation, the prosecutor’s office, and the courts, you can close any cases on a turnkey basis,” Vadim Valko, a lawyer at the Anti-Corruption Center, sums up the list of Tatarov’s scientists.
