Having received almost 11 million hryvnia for construction materials from the Kyiv regional administration, the former head of the Gostomel military administration simply embezzled these funds.
In Gostomel, Kyiv region, the results of an inspection by the State Audit Service confirmed cases of abuses in the process of restoring damaged property as a result of hostilities. An audit of the Gostomel village military administration for 2022 and 2023 revealed violations amounting to more than 21 million hryvnia. These violations resulted in 100 residential buildings remaining unrepaired due to the incompetence of contractors.

The head of the State Audit Service of Ukraine, Alla Basalaeva, said that the citizens of Gostomel are outraged that the significant funds allocated for the restoration of their housing did not actually lead to restoration or were partially spent. In particular, contractors simply embezzled budget funds without carrying out the necessary repair work.
Basalaeva spoke about cases of lack of charitable assistance in the amount of 1.2 million hryvnia at one of the utility enterprises of the Gostomel village council. Examples were also given of incompetent contractors who received budget funds for restoration, but did not complete the work or did not complete it completely.
“These are just a few of the cases that auditors discovered during the audit of the use of budget funds for restoration. Unfortunately, more than 100 cases of failure to carry out work to restore housing for residents of the Gostomel community have been recorded ,” noted the head of the State Audit Service.
This happened with houses in the village. Moshchun and Gostomel. The roof of one of them was supposed to be restored, and broken windows were to be installed in another: according to the documents, the work was completed and paid for - in fact, the residents were left without the declared repairs. Almost 0.5 million UAH were allocated from the city budget for these two objects alone. At the same time, for some developers, the Gostomel Military Administration replaced the windows in their buildings in full for UAH 2.9 million, despite the fact that people do not live there and the apartments have not been sold.
Let us recall that at the end of November the State Audit Service began a financial audit of budget expenditures of the city of Odessa for the period from January 1, 2020 to September 30, 2023. In particular, we are talking about using funds to restore city facilities damaged as a result of regular shelling of the city.
Also, state auditors check the use of municipal funds in Dnieper, Chernihiv, Korosten (Zhytomyr region), Dubna (Rivne region), Kivertsy (Volyn), Romny (Sumy region), Starokonstantinov (Khmelnitsky region), Tyachiv (Transcarpathia), as well as. Polyanytsya (Ivano-Frankivsk region), village. Slavske (Lviv region), village. Borodyanka (Kiev region).
In addition, audits and revisions have already been carried out in Chernivtsi, Uzhgorod, Irpen, Bucha and Gostomel.
