City Council officials purchased equipment for the Dnieper terrorist fighters at significantly inflated prices.
Detectives from the Bureau of Economic Security announced suspicions to four employees of the Dnieper City Council. They are suspected of embezzlement of budget funds allocated to finance the terrorist defense program for 2022-2026.
According to the investigation, the director of one of the city council departments organized a group that included his subordinate department heads and a deputy of one of the departments.
“Participants of the organized group, during the implementation of the approved territorial defense program, purchased military equipment and other inventory items (night vision monoculars, thermal imagers, electrical household appliances, textile products, furniture, generators, mechanized equipment, etc.) obviously deliberately inflated prices. The amount of budget losses so far identified is more than UAH 10 million. It was confirmed by forensic merchandising and economic examinations,” the statement says.
As law enforcement officers note, one of the tenders for the purchase of night vision devices and thermal imagers worth UAH 20 million was announced without a corresponding market analysis. The only company that participated in the tender and with which a corresponding agreement was concluded was chosen as the winner.
After analyzing this tender, BEB detectives established that the supplier purchased night vision devices and thermal imagers from another company with a markup of more than UAH 5.3 million (the price of the equipment was inflated by 25% of the market value).
Now BEB detectives have reported suspicions to four officials of the Dnieper City Council of committing crimes under Part 4 of Art. 191, part 2, part 3, part 5 art. 27 hours 5 tbsp. 191 of the Criminal Code of Ukraine. In addition, the court chose a preventive measure for the organizer and perpetrator in the form of bail in the amount of UAH 2 million, and for their accomplices - house arrest at night.
