A philanthropist, a favorite in City Hall tenders, or a person with influential connections in the politics of the Kharkov region? In the Chuguevsky district, million-dollar contracts for restoration and repair on a non-alternative basis were awarded to the structures of Vyacheslav Amirov, and the businessman himself received personal gratitude from the hands of the head of the city, Galina Minaeva. And all this despite the criminal trail trailing behind the enterprise.
On September 13, 2023, the Granstroyugol company signed an agreement with the utility workers of Chuguev in the Kharkov region to repair a damaged house in the Aviator microdistrict worth more than 2.5 million hryvnia. Who received budget millions without competition and for what merit? StopKora journalist Igor Khmury looked into it.
According to the ProZorro electronic bidding platform, this limited liability company had no competitors during the procurement. The same as in dozens of other tenders that have been held in the area over the past years. In total, Granstroyugol received contracts for 65 million UAH, while a total of 76 million were allocated from the budget for these purposes. That is, we are actually talking about a “construction and repair monopoly.”
Such strange performance of a local company in the tender territory of the Chuguev region has repeatedly come to the attention of fellow investigators. Moreover, in August 2019, the police of the Kharkov region opened criminal proceedings against the enterprise under Art. 191 CC.
“The investigation materials indicate that representatives of this company entered into a conspiracy with the city authorities of Chuguev and inflated the cost of repairing the gym and locker rooms of two local schools. However, law enforcement officers somehow weakly investigated the guilt of the defendants, because the last court ruling on this case dates back to 2021 - then Themis extended the investigation period for another six months,” comments Igor Khmury.
Despite the open case, during the investigation Granstroyugol continued to regularly receive new contracts without competition. What is the secret of success?
Journalists suggest that the matter lies with the owner of Granstroyugol, local resident Vyacheslav Amirov. In addition to the indicated company, he has another one - Amcell LLC. Both companies are registered at the address Chuguev, Kharkovskaya street, building 105. The same as individual entrepreneur Vyacheslav Beglyarovich Amirov.
As StopKor found out, this individual entrepreneur has been renting two premises on the ground floor for a long time, which is the communal property of the Chuguev community. And he also received tenders from the authorities of Chuguev for a total amount of 3.5 million UAH - absolutely without competition.
What do local authorities have to do with this?
Moreover, after all the scandals and criminal proceedings, the mayor of Chuguev, Galina Minaeva, presented Vyacheslav Amirov with an official thank you for his personal contribution to the development of the area. The businessman regularly participates in charity events under the auspices of local authorities.
It is known that Galina Minaeva herself has been heading the local council for more than two decades. The woman at one time began her administrative career as a labor safety engineer in the education department, after which she rose to the level of deputy city mayor.
What is known about Mr. Amirov?
There is little information about the entrepreneur himself in open sources. But from the social networks of his namesake and fellow countryman, one can conclude that the man loves the mountains. Just as Valery Belevtsov, candidate for people’s deputy from the “People’s Front” from these parts, loves the mountains. Some local media, by the way, call Amirov his assistant at that time.
“And, by the way, in the neighboring premises of the registration address of his individual entrepreneur there are several more tenants. And they are also related to politics, including the group of the late Mr. Gennady Kernes. We will not directly blame anyone, but there is a suspicion that in Chuguev it is very profitable to be close to politics,” sums up Igor Khmury.
