The girlfriend of the ex-head of the Regional State Administration threatened NABU detectives with a criminal case

A fitness trainer from Dnepr raised her voice after a search of her apartment

Former co-owner of Budinvest Engineering LLC, fitness trainer and girlfriend of the former head of the Dnepropetrovsk Regional State Administration Reznichenko, Yana Khlanta, sought to open criminal proceedings against detectives of the National Anti-Corruption Bureau. The “Commander in Chief” became aware of this during monitoring of the court registry.

Starting in April of this year, Khlanta’s lawyer sent complaints to the Kirovsky District Court of Dnepropetrovsk and the Dneprovsky Court of Appeal with a demand to oblige the territorial department of the State Bureau of Investigation in Poltava to register criminal proceedings on the fact of “Violation of the inviolability of the home” (Part 2 of Article 162 of the Criminal Code).

According to the complainant, two NABU detectives conducted an illegal search in Yana Khlanta’s apartment. By these actions, law enforcement officers allegedly violated her right to the inviolability of her home and caused property damage.

From a letter from the SBI located in Poltava, it became known: indeed, Khlanta’s lawyer asked to open a case against NABU detectives. However, this was not done, since the essence of the statement of crime essentially boiled down to disagreement with the decisions and actions carried out by NABU detectives while investigating the case of embezzlement of budget money for repairs of roads in the Dnepropetrovsk region at the height of the war. We are talking about 2022, when the lion's share of the funds was received by Budinvest Engineering LLC, co-owned by Yana Khlanta.

Both Themises refused to satisfy the complaint of Hlanta's lawyer. The reason is that the complainant asked the investigating judge to accept her statement about the criminal offense committed, enter information on it into the register and begin a pre-trial investigation. The issues raised do not fall within the competence of the judges, the decision of the Dnieper Court of Appeal states.

As you know, in the fall of 2022, the information space was blown up by high-profile journalistic investigations, which ultimately cost the long-term leader of the Dnepropetrovsk region, Valentin Reznichenko, his job. Journalists found out: since the beginning of a full-scale war, the Dnieper company Stroyinvest Engineering has earned UAH 1.5 billion from road repairs. There were very interesting threads leading to the successful company. According to the Youcontrol analytical system, from May 2021 to November 2022, the co-owner of the company was Dnieper resident Yana Khlanta. This citizen turned out to be a powerlifting coach and the girlfriend of the then head of the region, Valentin Reznichenko. Khlanta and Reznichenko traveled abroad together a lot. In addition, Khlanta traveled in Reznichenko’s car and received a salary from his company.

Ms. Khlanta disappeared from the co-ownership of Budinvest Engineering LLC simultaneously with the opening of criminal proceedings by the NABU under articles of money laundering, embezzlement of property and abuse of official position. After Khlanta left Budinvest Engineering LLC, the owner of the company remained Dnieper resident Pavel Chukhno, manager and partner of Dnieper businessmen brothers Vladimir and Leonid Dubinsky. The United States has officially put the Dubinsky brothers on the wanted list on suspicion of financial fraud.

According to the pre-trial investigation, starting in March 2022, the then heads of the military administration Valentin Reznichenko and the regional department of housing, communal services and construction Andrei Kolomoets rapidly increased funding for local roads. And access to this “feeding trough” was given to Stroyinvest Engineering, which is close to the government. During March-September 2022, the company received UAH 1.35 billion from the budget, which amounted to 65% of the funding provided for the operational maintenance of local roads in the Dnipropetrovsk region for the entire 2022. Budinvest Engineering LLC transferred the funds received to related enterprises with signs of fictitiousness. The investigation suggested that dubious companies are probably run by people associated with the Dnepropetrovsk Regional State Administration.

Law enforcement officers, through the courts, seized the gadgets and computer of the spouses Pavel and Elena Chukhnov. By the way, the wife of the owner of Stroyinvest Engineering LLC, Elena Chukhno, before the activation of the NABU “road” case, appeared as a co-owner of Tsarichansky Asphalt Concrete Plant LLC, Krinichansky Asphalt Concrete Plant LLC, through which, according to law enforcement officers, budget money was also withdrawn.

Also in this case, two iPhones of the odious curator of “Big Construction” Yuri Golik, who was a freelance adviser to the ex-head of the Dnepropetrovsk Regional State Administration Valentin Reznichenko, were arrested. The arrest took place in early May 2023. As journalists from Bihus.info found out, NABU detectives managed to resuscitate some of the information from Yuriy Golik’s IPhone (mainly photos from the phone cache). Exactly the information that was identified confirmed: the ideologist of “Big Construction” was well acquainted with the progress of the criminal case on road repair in the Dnepropetrovsk region, in the materials of which his name is mentioned.

After NABU got into Golik’s phones, it turned out that unknown persons from the building of the anti-corruption department “leaked” information to the curator of “Big Construction” about how the investigation into the road repair case was progressing. This became the reason for the registration of a new criminal proceeding on the facts of disclosure of data from the pre-trial investigation and operational investigative activities.

On May 24, NABU Director Semyon Krivonos suspended his first deputy Gizo Uglava from his official duties “to ensure an objective pre-trial investigation launched into a possible information leak.” The head will not have influence on a number of divisions of the anti-corruption agency until the end of July.
