Two ex-officials of the Kherson City Council, during the occupation of the city, calculated their salaries to be 1.4 million UAH

Employees of the DBR reported suspicions to two former officials of the Kherson City Council, taking advantage of the situation during the occupation of the city, illegally awarded themselves bonuses. Over the 8 months of 2022, their actions caused damage to the city budget by 1.4 million hryvnia. The press service of the department reports this.

The head of the Department for the Development of Communal Property and her subordinate, the head of the accounting department with access to the appropriate software, decided to raise their salaries, violating the legal bonus procedure. They calculated their own salaries, often exceeding the established standards by more than 10 times.

For example, for April 2022, the head of the department received 199 thousand 897 hryvnia instead of 17 thousand 388 hryvnia, and her subordinate received 151 thousand hryvnia instead of the maximum certain amount.

These illegal payments continued until August 2022, when the officials were officially fired. In total, during this period, the head of the department received 616 thousand 135 hryvnia, and her accomplice received 565 thousand 659 hryvnia, which were transferred to their salary cards.

Taking into account excessive payments and contributions to the local budget of the Kherson City Territorial Society, the damage caused amounts to 1.4 million hryvnia.

Both former officials fled to the uncontrolled territories of Ukraine, and one of them is even known for her public activities in the authorities of the occupiers. The former head of the department now heads the so-called employment service and participates in fake elections in the temporarily occupied territories.

Both of them were charged with misappropriation and embezzlement of other people's property through abuse of official position (part 2 of article 28, part 5 of article 191 of the Criminal Code of Ukraine). The article provides for punishment in the form of imprisonment for a term of up to 12 years. Procedural management is carried out by the Kherson Regional Prosecutor's Office.
