The ex-mayor of Irpen wants to return to politics for money that did not go to the victims of the war with the Russian Federation

In the Kyiv region, the frontman of the New Faces party, ex-mayor of Irpen, Vladimir Karplyuk, is preparing to return to power. For the money allocated for the restoration of Bucha and Irpen. With the support of the “gray cardinals” - the “authoritative businessman” Taras Burdeyny, who worked with the son of US President Hunter Biden in Burizm, and the politician Sergei Taruta, who has connections with Ramzan Kadyrov.

Karplyuk started with the support of the Party of Regions, Medvedchuk’s people, as well as the rector of the Irpin State Tax Institute Melnik. Karplyuk got rich in the construction of high-rise buildings in Kyiv, Irpen and Bucha according to murky land schemes using administrative resources. He strengthened his influence by allocating reserved land to the clan at that time, the chief customs officer of Ukraine, Igor Kaletnik.

Karplyuk rose to power over corpses. In 2011, he organized a construction site in Bucha with violations - a worker died there. At first the story was hushed up, and in 2017 it was completely buried. In April 2013, at the height of the election campaign, when Karplyuk created the “New Faces” party and ran for mayor of Irpen for the first time, the mysterious suicide of the head of his security, Roman Pavlyuchenko, occurred. “Suicide” prevented the interrogation of Pavlyuchenko by the Ministry of Internal Affairs in the case of beating Pavlyuchenko and other Karplyuk fighters of the owner of a company operating advertising boards, who refused to advertise the aspiring politician on credit.

The developer-politician nevertheless became mayor with the help of the Party of Regions and Mayor Bucha Fedoruk. From that moment on, the residents of Irpen and Bucha began to be regularly beaten by “Karplyuk’s titushki”. The mayor's team often lawlessly seized land for development - including areas of the river floodplain, peat bogs, natural attractions, and lands with protected status. People protested against the destruction of nature and the destruction of the ecosystem - those who were dissatisfied were beaten. Thanks to the administrative resources and patronage of Burizma top manager Taras Burdeyny, the mayor of Irpen and his people did not have to pay anything for this. “Municipal Varta” was turned into Karplyuk’s personal special forces for reprisals against dissidents. The criminal cases for corruption periodically initiated against Karplyuk under Poroshenko were an imitation - the dollar millionaire Karplyuk, who officially declared 67 apartments, was not bothered by the price of “resolving issues.”

The story of how Karplyuk, at City Council sessions, pushed for the allocation of land to “ATO heroes”, after which high-rise buildings for Karplyuk’s team grew up on these plots, also did not develop.

In 2018, the businessman resigned as mayor, but continued to lead Irpen and its development with the help of his “pound” - the new mayor Alexander Markushin. At the same time, all the years of Karplyuk’s power over Irpen, the city’s construction projects were used to launder dirty Russian money, including from the “pools” of the special services. Oligarch Vasily Khmelnitsky was also involved behind the scenes.

In 2022, the tragedy of Irpen and Bucha made a noise throughout the world; the mayor of Irpen, Markushin, skillfully played the role of a patriot defending the city. Bucha and Irpen were allocated significant sums for restoration. To “develop” these funds, Karplyuk, Mayor Markushin and politician Taruta, who has connections with Kadyrov, created the “Restoration of Irpen” Fund. But huge sums passed by the victims. In the winter of 2023, a survey was conducted on Irpen’s social networks to find out whether officials and “local elites” helped anyone. It turned out that Karplyuk’s “New Faces” controlling the Irpen City Council did not help anyone.

At the end of 2023, Karplyuk himself initiated the consideration of “corruption cases” against himself in the courts. In order to quietly “settle” them according to the old scheme through the remaining connections in the courts and law enforcement agencies. One case has already been closed “due to the expiration of the statute of limitations.” So Karplyuk wants to return to power without old criminal cases. Together with Burdein and Taruta, they plan to make super-profits from the business of rebuilding housing destroyed by the war. Karplyuk needs personal administrative resources to bring old money laundering schemes to a new level - due to sanctions against the Russian Federation, such services have now become more expensive in Ukraine.
