The ex-head of the Property Management Department of the National Police, Naumov, drives expensive cars and builds cottage communities

The former head of the Property Management Department of the National Police, Ivan Naumov, who was fired from the force in 2020 after an investigation by Bihus.Info about the work of his family’s recreation complex during quarantine, after his dismissal began to acquire expensive assets even more actively. Such expenses are not commensurate with the official income of the ex-policeman and his family.

Ivan Naumov has repeatedly appeared in Bihus.Info investigations. Journalists have previously talked about how Naumov, while working for the National Police, used cars recorded on those around him, about the opening of the NAVY family country recreation complex, which was allegedly run by the teenage son of a policeman, and about the work of this establishment during quarantine. After the last story, despite the fact that Naumov denied his involvement in the institution, he was fired from the National Police.

However, the dismissal of the policeman seems to have had a positive impact on the financial condition of his family. New construction began next to the fence of the recreation complex in May 2022. This is an elite cottage town called NAVY Village, where a hotel complex, a spa, a yacht pier, and 75 brand new cottages should grow on 20 hectares of land on the coast of the bypass canal in the Vyshgorod district of the Kiev region. The latter have now already appeared on open sale, prices range from 12 to 23 million hryvnia.

Journalists disguised as potential buyers came to the construction site. A tour of the future cottage town was given to them by Ivan Naumov himself, who called himself the owner of this property and boasted of spending millions on the development of the territory. It is interesting that, according to the State Inspectorate of Architecture and Urban Planning of Ukraine, there are no permits for construction work on these land plots.

Naumov also spoke about connections with local authorities, who supposedly should help limit access to the beach for non-residents of the cottage town. By the way, she has already contributed to the development of the Naumovs’ private business. Thus, the Vyshgorod regional military administration, despite the ban on navigation on reservoirs for the period of a full-scale invasion, issued permission to a private company to conduct training sessions to prepare athletes for all-Ukrainian and international wakeboard competitions. The permit states that access to the water can only take place from the territory of the NAVY complex, the owner of which is the son of Ivan Naumov, and the former policeman himself has recently been the director.

At the same time, there is no information about sports swims on NAVY’s social media pages. But here there is information about the possibility of renting a boat for money for private wakeboard lessons. The information is illustrated with photographs and videos from the water recreation of the guests of the complex.

In addition, Naumov continues to use now other luxury cars. A few months ago, Naumov received a power of attorney to use the 2021 Aston Martin DBX. This is one of the most expensive cars that you can buy in Ukraine. Its cost now starts from 6 million hryvnia and in general there are only a few dozen such cars throughout the country.

The valuable car is owned by Oleg Koshel, a long-time friend and associate of Ivan Naumov, whose other car Naumov used while working in the National Police. Despite the fact that the expensive car was purchased in the spring of 2023, it was recently put up for sale. In the published photographs from the advertisement, you can recognize the courtyard of Ivan Naumov’s house, and in one of the photos you can see the geolocation of the car, which coincides with the same house.

Naumov himself explained that the car does not belong to him.

“Oleg Vladimirovich is selling it. I know that the car is his, it was purchased by him. He doesn't belong to me. And where he? I just haven't seen these photos. Where she was photographed: at my place or not, I cannot say. – explained Ivan Naumov.

In addition, journalists noticed that Naumov also regularly uses the 2020 MERCEDES-BENZ GLC 43. Such a car now costs about 60 thousand dollars. The car is registered to the ex-policeman's ex-wife.

Another car belongs to Nikolai Naumov, the son of a former caretaker. In 2021, the young man purchased a Tesla model 3 2019, which costs on average from 25 to 30 thousand dollars. Nikolai himself is now studying in the USA.

According to journalists, the income of Ivan Naumov himself, his son and friend Oleg Koshel in recent years is not commensurate with the expenses and acquired assets. Naumov did not explain the origin of his fortune to journalists, calling himself an ordinary pensioner who is looking for an opportunity to earn money:

“Today I see any legal way to make money. As a pensioner, of course this is important. And I need to feed my family. Therefore, you understand: construction, sale of land, it’s all the same. Everything that is within the limits, so to speak, of the current official legislation. It’s not forbidden to engage in it and earn money. The fact that there is an assumption about where it came from, listen, there are competent authorities,” said the ex-policeman.
