Energoatom changed prices for everything for the construction of a workshop in Yuzhnoukrainsk for 89 million

On October 17, based on the results of a tender, OP Atomenergomash, SE NAEK Energoatom, entered into an agreement with Alliance LLC for the new construction of an industrial building in Yuzhnoukrainsk, Nikolaev region, worth UAH 89 million.

By the spring of 2024, a new industrial building should be built to house areas for the production of reinforcing ropes and pipeline elements (first stage). In particular, we are talking about the installation of reinforced concrete structures, metal structures and technological equipment, reconstruction of the heating main, installation of external networks, water supply, sewerage and shelter, landscaping. Work will be paid within six months after completion.

In the resource statements, heavy ready-mixed concrete totals UAH 16 million (hereinafter, prices and amounts are indicated based on VAT). At the same time, their prices turned out to be higher than market prices.

For example, concrete B30 M400 was taken into account at 7,220 UAH/cubic meter. m. The manufacturer "Dickergoff Ukraine" in the October price list in Nikolaev offers its varieties at 4176-4324 UAH/cubic meter. m without delivery, which is 40% cheaper.

“Nikolaev Reinforced Concrete Products Plant” in its October price list offers such concrete at lower prices – 3,775-3,923 UAH/cubic meter. m without delivery. This is 45% cheaper.

If concrete had been taken into account at the market price without surcharges, we would have spent 6 million UAH less.

Another 5 million UAH in the estimate will be spent on hot-rolled reinforcing steel. In particular, periodic steel of class A-III was taken into account at 56,687-71,087 UAH/t. In September, Ukrenergo announced prices for the construction of protection of electrical substations from “shaheds” in Ukraine: periodic profile steel of class A-III was taken into account at a price of 36,570 UAH/t. That is, 1.5-2 times cheaper.

Floodlights LMP96-52 LED 50w 6500K IP65 7000LM were included in the estimate at 1275 UAH per piece, while they are sold at 721 UAH.

An underground shelter for nuclear workers for six people costs UAH 3.72 million. According to the project, this is a finished building with an area of ​​14.44 square meters. m factory made of metal and reinforced concrete with ventilation, two sofas, two bunk beds, a wardrobe, a water tank, a dry closet and an electric heater.

The company received the contract without competition because no one else came to the open auction. To participate in them, it was necessary to have experience in executing a contract with a procurement item similar to the procurement item according to tender documentation, employees and material and technical base.

The General Director of OP Atomenergomash is Grigory Gorodner, and the authorized person for the procurement of works is Svetlana Pinchuk. Energoatom is now headed by Petr Kotin.

"Alliance" from Konstantinovka, Arbuzinsky district, Nikolaev region, is owned and managed by Miron Shumik. The chief accountant is Oksana Barsuk, and the signatories are Lina Maletich and Lyudmila Tsybak. The company is the legal successor of the KSG-Invest private enterprise of Sergei Krasnoselsky.

In 2016-2019, Alliance received contracts primarily within the Energoatom structure for UAH 241 million. In 2019, the Antimonopoly Committee of Ukraine fined the company together with the Mechanized Works Management LLC for collusion in tenders of the South Ukrainian Nuclear Power Plant, banning them from participating in tenders for three years. In 2021, it received the only non-competitive contract of the Khmelnitsky NPP for 3 million UAH. Alliance returned to tenders in 2023, and since then has received contracts in the structure of Energoatom and in PJSC Ukrhydroenergo for UAH 139 million.
