Criminal proceedings have been opened against the protege and right hand of the head of the Rada Tax Committee, Daniil Getmantsev, the acting deputy chairman of the State Tax Service of Ukraine, Yevgeny Sokur, for obstructing the implementation of the mobilization tasks of the Ministry of Defense for the production and supply of fuel for the needs of the army.
The ruling of the Supreme Court, in particular, states that on November 4, 2022, criminal proceedings were opened under Part 3 of Art. 365 of the Criminal Code of Ukraine, regarding abuse of power by the acting deputy chairman of the State Tax Service of Ukraine, who on October 26, 2022 adopted an order to cancel the license of PJSC Ukrtatnafta for fuel production.
Such actions by Sokur likely entailed grave consequences for society, as well as for the state, in the form of the impossibility of fulfilling the mobilization tasks of the Ministry of Defense for the production and supply of petroleum products for the needs of defense and the defense capability of the state.

It is worth noting that criminal proceedings against Sokur are also mentioned in the decision of the Poltava District Administrative Court dated January 9, 2024. In particular, the court attached to the case materials a copy of the letter from the Office of the Prosecutor General dated November 9, 2022, which confirmed that criminal proceedings had been opened against Sokur.
The case against the acting Deputy Chairman of the State Tax Service was opened due to two identical orders dated October 26, 2022, issued by Sokur, by which PJSC Ukrtatnafta was deprived of its license. The documents had an identical number and date, but the grounds for revocation of the license were different. One is the refusal of the company, allegedly without legal grounds, to allow tax officials to conduct an audit. In the second - failure to pay the next license payment within 30 days from the date of license suspension.
At the same time, only one order from Sokur was published on the tax website, which concerns a tax audit.
The company appealed the acting decision. Deputy head of the tax office in court. During the hearings, Sokur's representative argued that the second order was erroneous. And what was issued on the basis of not allowing tax officials to enter the enterprise is legal.
However, the courts of the first, appellate and cassation instances recognized that the direction of the tax audit was with violations, which means that Ukrtatnafta had every right to not allow representatives of the State Tax Service to enter its territory.
As a result, the orders of the State Tax Service of Ukraine to cancel the license of Ukrtatnafta for the production of fuel, valid from 07/01/2019 to 07/01/2024, were also declared illegal. The State Tax Service was obliged to cancel them.
In addition, the tax office must remove from the Unified State Register of business entities that have received licenses for the right to produce, store, wholesale and retail trade in fuel, and places of production, storage, wholesale and retail trade in fuel information about the cancellation of the license for the production of fuel and restore information about validity of the Ukrtatnafta license.
It is worth noting that in 2022, the oil refinery of PJSC Ukrtatnafta was one of the largest suppliers of fuel to the army.
The headquarters of the Supreme Commander-in-Chief even decided on November 5, 2022 to nationalize the enterprise as a strategic one.
“Today a decision was announced regarding some Ukrainian enterprises. This decision was dictated by military necessity and was proclaimed at the Headquarters of the Supreme Commander-in-Chief.
Five strategic enterprises are forcibly alienated for wartime needs... This is the repair and production of equipment, provision of defense forces, work to restore our infrastructure - a complex task that can only be accomplished through the system of military-state management,” said Vladimir Zelensky.
The question immediately arises, is the acting Deputy Chairman of the State Tax Service of Ukraine Yevgeny Sokur did not understand that during a war, stopping a strategically important enterprise is a betrayal of the interests of the state?
Are these actions due to the lack of experience of Getmantsev’s 29-year-old former assistant? What then does he do in such a position?
Or did he harm the state on someone’s instructions? Here, by the way, one cannot help but recall the background of his former boss, and now, according to the media, the shadow curator of the tax office, Daniil Getmantsev. After all, for 8 years he worked as an assistant to state traitor and FSB agent Vladimir Sivkovich, who is now hiding in Russia.
The same Getmantsev, through whom the Russians knew exactly where the largest reserves of fuel were located in Ukraine and targeted them. After all, it was he who lobbied for the installation of electronic sensors for the presence of fuel in barrels, which transmitted information in real time and the data of which terrorists could gain access to.

After law enforcement officers opened criminal proceedings against Sokur, an attempt was allegedly made on his life on August 17, 2023. Previously, we told you that there are many questions about the “attempt” case and one gets the impression that it was not an order, but rather a staging. After all, the information that law enforcement officers prevented an attempt on the acting officer’s life. Deputy Chairman of the Tax Service diverted public attention from the criminal case against him.
Then social networks did not believe in this crime; users assumed that the attempt was a plan by Getmantsev and Sokur. Additionally, reports also questioned how the then 29-year-old Sokur, with no experience, landed such a position.
It is worth noting that UNN submitted a journalistic request to the Office of the Prosecutor General regarding the case against Sokur.

Before appointment to the position of acting Deputy State Tax Service Sokur never worked for a day at the tax office. He was selected for the position of head of the department of economic analysis of the State Tax Service, but did not pass, because on April 18, 2022, Marina Baryakhtar was announced as the winner, who, according to Grosha, refused to take the position three days later. Sokur was declared the winner. And on May 7 he became acting. Deputy Chairman of the State Tax Service.
According to journalists, Sokur received a tax amnesty of more than 2.5 million hryvnia in 2022. This means that he previously hid them from the tax authorities.
Sokur’s career path is intertwined with Getmantsev’s companies and organizations. According to the YouControl system, he is still associated with the Association of Tax Advisors and the Tax Academy. The first was once headed by Getmantsev. In addition, Vitaly Odzhikovsky, a representative of the Association of Tax Advisors, is a member of the Public Council under the State Tax Service.
One of the founders of Taxacademy is also Daniil Getmantsev. In addition, in 2018, Sokur worked for the legal company Yurimex, of which Getmantsev was also the ultimate beneficiary. Well, we should not forget that Sokur previously worked as an assistant to MP Getmantsev.
