There are fortifications, but no salaries: the “amber baron” Panechko collects tribute from contractors

There is information that fortifications on the border with Belarus and the Volyn region are 99% complete. However, there is a very unpleasant fact - some contractors cannot pay their workers. And all because they are forced to pay “tribute” to the so-called curator Yuri Panchenko.

A representative of one of the companies that is engaged in the construction of defensive structures spoke about this.

According to him, entrepreneurs are preparing an appeal to NABU and other law enforcement agencies.

LLC “Lutskavtodor-Service”, PE “Elitstroy-1”, LLC “XXI Century - Plus”, LLC “Volynbudtekh”, LLC “VRBUD”, LLC “Volynskobud”, LLC “Beton Brook Service”, LLC “Beton Brook Service” , DSK Derekh LLC, Kortakoz LLC, RBP Trans-Most LLC, EDB LLC received contracts for the construction of defense lines worth more than 1 billion UAH, of which Panechko took almost 100 million UAH.

Yuri Panechko became an influential figure during the amber rush. His land management company “Terrazem” arranged land allotments for amber mining. Subsequently, in Volyn, Yura took control of the State Geocadstre and the registration service. Became a deputy of the Rava-Russian City Council from “Batkivshchyna”.

The hectares around the Shatsk Lakes, through Terrazem LLC, became the property of police leaders and other “clients” of Panechko. The investigation continues into his transactions with land on Lake Svityaz, which were allegedly provided to ATO participants.

Subsequently, Panechko extended his influence to the Local Highway Service. Already during the war, Yura began to “work” with contracts for the construction of defensive lines.

The Department of Infrastructure of the Volyn Regional State Administration is headed by his fellow villager Stepan Bilan from the village of Rechki, Lviv region. It is he who forms the conditions of tenders that allow us to determine the desired winner.

The head of the Department of Ecology is Panechko’s niece Lesya Gerasimchuk. In the past, he was a leading specialist in the Volyn geocadastre and deputy head of the Highway Service in the Volyn region. Permits from the Department of Ecology are issued only after payment of an unofficial “tariff”.

The Department of Architecture is headed by Vasily Vasilenko, a defendant in numerous criminal proceedings for the illegal withdrawal of land from state ownership.

Vasilenko is tied to land management organizations controlled by Panechko (ZAPADZEMLEPROEKT LLC, ZAPADZEMLEPROEKT LLC, ZAPADZEMLEPROEKT+ LLC, AZIMUD PLUS LLC, TERRAZEM LLC). Land planning documentation of other developers is blocked and not approved.

The OVA leadership is trying to get rid of Panechko, but he has powerful connections in law enforcement agencies. However, the security forces finally understand that Yura is becoming too toxic, provoking conflicts and disgracing the entire power team that works in the region.
