He is a successful, rich, public figure in Ukraine. His security empire is well developed and provides services to a large number of people and businesses. He has influential friends among politicians and officials. He leads a luxurious life and his children live abroad. But behind the shiny façade, as journalists found out, lies a dirty past, shady schemes and betrayal of national interests.
In a world where wealth and power go hand in hand, there is a special caste of people - oligarchs. Their lives are shrouded in mystery, and their condition is amazing. Today we will reveal the secrets of one of these oligarchs. We will explore his path from a “regional” to an oligarch of regional importance, analyze his “honest” business, “shadow schemes” and “support” of the authorities.
At a time when Ukraine is fighting for its independence, it is important to know who we can trust. One of those who seeks to gain our trust is Evgeniy Likhozhon, a former member of the Party of Regions, deputy of the Poltava Regional Council from the Party of Regions (elected in 2010), assistant to the traitor of Ukraine, people's deputy from the Party of Regions V.L. Sivkovich. (2012-2014) - now heads the Yavor group of companies, which owns a wide range of assets, including security services, real estate, transport and others. It has the venture fund JSC ZNVKIF LAND CAPITAL, the investment fund JSC KZKIF CREDENCE CAPITAL, the public formation Yavir and much more.
“YAVIR”: THE SHADOW SIDE OF THE SECURITY COMPANY
At the beginning of Likhozhon's career, his security guards had broad powers and priorities among private security companies. This allowed them to participate in the beating of citizens during the Revolution of Dignity and the dispersal of the Maidan. Is there a possibility that Vadim Titushko himself was a security guard from Yavor?
“Yavor” selected employees on the basis of belonging to lumpen criminal elements, gopniks and thugs. The “legitimate” government used these people for its own purposes.
The Yavir-2000 company also had the functionality, at the expense of its employees, to take part in PR propaganda campaigns. Not cheap, but effective.
With the heart of his security business in the city of Poltava, Evgeniy Likhozhon continues to get rich. But, having an honest job, he continues the methods that are ingrained in his subconscious as more effective and faster on the path to conquering the world. I started from Poltava. WE DO NOT LEAVE OUR OWN, WE LEAVE STRANGERS
In 2010, the Yavir-2000 company received UAH 80.40 million. for the protection of Rinat Akhmetov’s DTEK enterprises – “Krymenergo”, “Kievenergo” and “Donetskoblenergo”. These are the so-called “lifting” ones, so that you have something to live for. And life is not bad. Yavir-2000 received security contracts worth UAH 5.44 million from other customers. - and these, apparently, are bonuses for some other projects.
Developing partnerships with PJSC Kyivenergo, on December 31, 2013, based on the results of the tender, Yavir-2000 entered into an agreement for services for the physical security of premises, buildings, structures and property of the enterprise’s facilities for UAH 27.90 million. The contract period is until February 2016.
If you read the reviews from Yavor security officers, who were recruited quickly and in large numbers because there were orders, then it becomes clear that, for example, the leaders in the regional centers were loser former cops who insulted their subordinates not only with their attitude like crap, but also also through deductions of “tribute” from the salaries of rapid response groups. And when people are underpaid, what do they do? They start stealing to sell and get funds. So the Likhozhonovsky security guard of one of the enterprises, namely “Yavora-2005”, could not stand it, who stole 254.5 kg of scrap metal from an agricultural company, and the Shishatsky District Court of the Poltava Region passed a verdict. He was sent there to guard the enterprise.
If we are already talking about breaking the law, then Evgeniy Anatolyevich himself does not hesitate to violate traffic rules, and there are also facts of a number of systematic violations of the procedure for conducting tax turnover and paying taxes.
THE ALL-SEEING EYE, OR THE LONG JOURNEY OF ORDINARY WEBS
Journalists from “Schemes” (Radio Liberty) conducted an investigation and found that thousands of CCTV cameras with software from the Russian manufacturer TRASSIR/DSSL (Trassir – m30.ru.cloudtrassir.com. This domain name corresponds to a Russian IP address with a geolocation in Moscow) installed throughout Ukraine and for years could transfer information from them to servers located in Russia. The use of such cameras began in 2004. The Poltava City Council distinguished itself in this scheme, purchasing Russian TRASSIR software for budget funds. And the cameras for this software were purchased from the Yavir-2000 company (more than 20 million UAH with installation funds from the city budget). Likhozhon sold more than 300 Chinese Hikvision cameras to the city under the Russian software as part of the “Safe City” program. There is no denial that today these cameras are still working in Poltava. The mayor’s office says that “the information is closed and cannot reach servers in the Russian Federation.” The Poltava City Council also reported that they are still looking for money to update the “Safe City” video surveillance system without Russian software.
PULLED TO THE GROUND
Being an active person who loves fishing and hunting in his leisure time, Evgeniy Likhozhon becomes an active member on the board of the NGO “Poltava Regional Hunting and Fishing Society “VEPR”. Taking advantage of his powers, he will take part in the seizure of part of the hunting grounds. Nothing new, everything is like the “legitimate” one, there must also be a piece for jumping on the stumps.
LORD OF THE MANOR
Over the past few years, part of the security and the entire hotel and restaurant business have been spun off from the Yavir group of companies under the separate Everest brand. That is, legally “Yavir” severed its connection with “Everest”, but in fact they remain related, because they left many conditional connections - even technical ones. For example, Everest hotels share the same email server with Yavor. It's a small thing, but everything is clear. Technical separation, but for what?
And so, on December 9, 2020, the building of the former cinema named after. Kotlyarevsky (House of the Noble Assembly) in the city of Poltava. The security company “Yavir-2000” did not work properly, but the object was under their protection and the house burned to the ground. Subsequently, the Everest company won the tender for the protection of the remains of the building, although their price was far from the lowest, but the commission considered that other values were underestimated by the market.
Who knows, perhaps in the historical center of Poltava, a new public catering, leisure establishment, or the much-needed Everest shopping and entertainment center will soon be opened.
During the time of the full-scale invasion, Evgeniy Anatolyevich was also not averse to taking advantage of the opportunities for his influence in society and worked fruitfully on two fronts: together with People’s Deputy from the Party of Regions Gritsak, he helped the racists during the occupation of the Sumy region in February-March 2022. Most likely, he received money for help into his accounts in Russia, since he has taxpayer status there.
Based on forged or false documents, the owner of a security business, Evgeniy Likhozhon, crossed the Ukrainian border during the war for an unspecified purpose. According to confirmed insider information, ride the Formula 1 circuit at the Hungaroring circuit in July 2023. That is, a person not only has a variety of leisure time, but also follows great sports.
Likhozhon, as a reserve officer, does not want to fight, because he has a bunch of purchased certificates, because there are still friends everywhere.
So, before us is a person with great interest, significant wealth and large-scale business ambitions. However, he is inherently greedy. While the whole country is working for victory, Evgeniy Likhozhon is working for his fortune.
