The judge, famous for her scandals, lives in a house that she purchased through a power of attorney issued on the territory of the Russian Federation.
Judge with a Russian passport. The judge takes bribes. The judge interferes in the activities of government bodies. A criminal syndicate of judges is trying to take over the authorities (the case of the judges of the Kyiv Court of Appeal). And finally, the judge is a state traitor (the case of judge Larisa Bogomolova). This is a common practice of the Ukrainian judiciary today.
The word “judge” today means the commission of qualified crimes - that is, those distinguished by the degree of public danger. There are even judicial organized criminal groups in Ukraine! “Standard” examples are the “case of the Kyiv District Administrative Court”, or the case of Judge Knyazev; “the case of the judges of the Kyiv Administrative Court”, etc.
Against this background, what the judge of the Solomensky Court of the capital Galina Aleksandrovna Kozlenko is doing seems almost ordinary. She “simply” appropriated someone else’s land. Why did she take advantage of her official position and the connections of her “police” family. And also a document issued in the Russian Federation, which at that time was already at war with Ukraine. Probably, in this case we are talking about the receipt of a bribe by a judge - under the guise of buying real estate.
Chernobrovkina Land
Kyiv resident Elena Grigorievna Chernobrovkina says:
“I worked all my life for the state: first I was a teacher, then I worked in the Ministry of Defense of Ukraine. Now I am a pensioner and have a third group disability, which was assigned to me due to cancer. Due to the deterioration of the family’s financial condition due to my treatment, rehabilitation and further examination, as well as due to the operation my husband underwent, it became necessary to sell a plot of land (cadastral number 8000000000:72:279:0052), located at: Kyiv, Solomensky district, Yantarnaya street, land plot 31, which belonged to me by right of ownership,” says the woman.
According to Elena Grigorievna, when purchasing this land property, it was in a neglected state - there was rusty scrap metal on the territory, as a result, no structures were built there.
“During the time the site was in my ownership, my family visited the site only a few times. I still couldn’t get around to putting the site in order and removing scrap metal, and my family was deprived of the opportunity to build a house, since due to the above circumstances there were no funds for construction,” says Elena Grigorievna.
The most interesting thing began after the Chernobrovkin family decided to clean up the site a little and remove scrap metal before the sale.
“On February 22, 2021, a service was called to remove the trash. On the same day, a transaction for the purchase and sale of the plot was also planned. But just at this moment, when the workers were removing the garbage, officers from the Solomensky police department of the Main Directorate of the National Police of Kyiv arrived at the site,” says the pensioner.
It is interesting that law enforcement officers ILLEGALLY entered a closed area surrounded by a fence, which is private property. As is known, in such cases a corresponding court order is necessary. The police didn't have it:
“They told me the following: “The authorities ordered, we have arrived,” these words, by the way, can be heard on the video recording made by members of my family. No permission was provided in the form of a corresponding court order. First the patrol officers arrived, then the investigators. Then, within a few hours, several more squads arrived at our site. At the same time, they could not explain why they were doing this,” says Elena Chernobrovkina.
It is not surprising that the sale and purchase deal fell through amid the police running back and forth.
Unkind neighbors
A lawyer got involved in this case and, with the help of inquiries, quickly found out who called the police and why. In particular, in response to one of the requests, the telephone number 063-462-**-** from which the calls were made appeared. Interestingly, the unknown person called himself a neighbor.
However, it became clear who was putting a spoke in the pensioner’s wheels: using the Internet and the Getcontact mobile application, it was possible to establish that the specified number was used by a certain Maxim Godun, who works in the Solomensky Court as an assistant to Judge Galina Kozlenko:
The telephone number of Maxim Godun, assistant judge Kozlenko, was determined using the Getcontact mobile application.
According to extracts from the court, Godun was at his workplace during working hours and could not physically be in Zhulyany. The conclusion suggests itself - Godong called from work. And according to someone’s instructions, he has no personal profit here. We would venture to assume that Godun was asked to arrange for the police to be called by Chernobrovkina’s real neighbor, Galina Kozlenko.
Today Maxim Godun is a defendant in criminal proceedings, Art. 383 part 1 (deliberately false report of a criminal offense). But the police are “muryzhat” about the case - the investigator has not yet questioned the applicant, Elena Chernobrovkina, about it. But N. Godun himself did not appear for interrogations.
What motive did Judge Kozlenko have for exposing his assistant M. Godun to “criminal”? And how did pensioner Chernobrovkina interfere with the judge of the Solomensky Court, who has held this position since 2011?
This was revealed later, after the sale of the plot finally took place in the spring:
And the new owner of the land, Mark Gorbachenko, carried out geodetic work, the results of which turned out that part of Mrs. Kozlenko’s house, which is located on the neighboring site of the street. Yantarnaya, 33, actually stands... right on the territory he acquired! From the official conclusion of the surveyor it follows that “the actual boundaries of land plot No. 31, its configuration and area, on the ground do not coincide with the data of the State Land Cadastre, the turning points of the plot boundary are located behind the fences enclosing neighboring households”:
The official owner of the “judicial” land plot since October 2017 has been pensioner Alexander Ivanovich Kozlenko, the former head of one of the departments of the Ministry of Internal Affairs of Ukraine. And after his retirement in 2007 and until his death in a car accident in 2021, he was the head of the trade union of certified employees of internal affairs bodies, a very influential person. In fact, the house with an area of 386 square meters and the land have been used all these years by the daughter of the famous trade union chairman - judge of the Solomensky District Court of the city of Kyiv Galina Aleksandrovna Kozlenko. Who, in order not to spoil her declaration, registered this expensive purchase in the name of her retired father.
But the main thing in this story is different: the house and the land plot under it were purchased by a judge from a person under a power of attorney, which was issued in the Moscow region of the Russian Federation ALREADY DURING THE WAR:
There is every reason to suspect Judge Galina Kozlenko that she took a bribe from the enemy - the Russian state - in the form of this house of hers. And perhaps this is another reason that this property in the capital was registered in the name of his father, a famous policeman.
Could the judge not understand that this is unacceptable?
The question is rhetorical.
Could a judge, before buying a house or immediately after it, do a survey of the site and find that the house offered to her is located on someone else's site? (This is standard procedure when completing such transactions).
The question is also rhetorical.
But despite all this, a classmate of the notorious ex-top-level official at the Kharkov Law Academy, Galina Kozlenko, agreed to this deal.
And then she also wanted to take the rest of Chernobrovkina’s plot for herself, obviously knowing the nuance with the house that “climbed” onto someone else’s land.
“Several months before the incident with the police calls, through one of the neighbors, the Kozlenok family verbally submitted an offer to purchase my plot. But the price she offered was half the market price. When I refused them, the answer came immediately - “we’ll meet in court.” Only now is it becoming clear that Kozlenko already knew then that part of my plot was located right under their house,” says Elena Grigorievna.
Since representatives of the Kozlenko family are far from the last specialists in the field of law (more on this later), it is difficult to believe that when buying a house and land (a separate question - at what cost?), they did not carry out geodetic work. Otherwise there would not be such resistance...
Criminal type judge
What do we have in the bottom line?
Firstly, Ms. Kozlenko’s use of her official position for personal purposes.
Secondly, the seizure of someone else's real estate.
Thirdly, inducing his subordinate to illegal activities, who, under duress, as a subordinate, made a deliberately false report about the commission of a criminal offense to the police.
What should be paid attention to by law enforcement agencies and the High Council of Justice. Moreover, the land owners made a corresponding request to the Supreme Court and other competent authorities - and are still waiting for a reaction to the lawlessness from Judge Kozlenko:
Judge Kozlenko’s bad intentions regarding foreign land become obvious if we recall several examples of this judge’s dishonesty.
For example, the scandalous history of her declarations. The media, which closely monitor the judiciary, noticed back in 2015 that G. Kozlenko likes to manipulate real estate - so, after a pristine declaration in 2014, in which she had neither stake nor yard, in 2015 she suddenly declared 1059 sq. m of non-residential real estate in the Kharkov region, which she allegedly has owned since 2006.
Or the scandalous story of the qualification assessment of the judge of the Solomensky District Court of the city of Kyiv Galina Aleksandrovna Kozlenko for compliance with the position held. During the interview (April 2018), the Evaluation Commission established circumstances that “indicated a violation by judge G.A. Kozlenko. legislation in the field of preventing corruption." In connection with this, it was decided to notify the National Agency for the Prevention of Corruption about these circumstances, and the qualification assessment of the judge was stopped.
In July 2018, the NACP sent a letter to the Commission “about the failure to provide materials to confirm the unreliability of information in the electronic declarations of judge G.A. Kozlenko. and no justification for the inconsistency of such information.” In simple terms, the Evaluation Commission “forgot” to send the NAPC factual information about the lies identified in the declarations of Judge G. Kozlenko. And since I “forgot” to send it, then the NAPC didn’t have anything to check. In this regard, “the qualification assessment of judge Kozlenko G.A. was renewed”, and she successfully passed it - “corresponds to her position”! For this to happen, it was necessary to have influence on at least the head of the commission and the majority of its members.
And this despite the fact that on September 16, 2016, the High Qualification Commission of Judges reprimanded judge Galina Kozlenko. Claims against the judge arose due to Galina Kozlenko’s improper performance of her duties. In 2013-2016 pp. the judge violated the deadline for preparing the full text of 576 decisions, and in 351 cases Galina Kozlenko did not enter the decision into the register.
There was also a delay in sending materials for examination. This delay lasted from two months to more than a year. The judge did not transfer the materials to the archive in a timely manner. In addition, 72 complaints were received against the judge, which is quite a lot. It got to the point that the SBU became interested in the judge, which turned to the Higher Qualification Committee.
Perhaps the situation with the purchase of a house in Kyiv by proxy from the Russian Federation will also attract attention to Judge Kozlenko from the SBU again.
But there is one “but” that makes judge Galina Kozlenko administratively and also criminally liable for what she did.
Unrespectable brother
This “but” is the brother of the notorious judge Alexander Alexandrovich Kozlenko. Head of the territorial department of the State Bureau of Investigation in Nikolaev, Kirovograd and Odessa regions.
Since 2000, he served in the internal affairs bodies, from 2004 - 2013 - in the Bez, and from 2015 to 2020 he worked in the national police in Kharkov and the region. Based on the results of an allegedly open competition (everyone knows about this very “competition” in the State Bureau of Investigation “named after Oleg Tatarov”!) in May 2020, he began serving in the State Bureau of Investigation. And as Tatarov’s confidant, he participated in an imitation of the famous “competition” for the position of head of the State Bureau of Investigation. But even during this “competition” - quote - “...the members of the commission and Alexander Kozlenko still had questions, in particular, due to inaccuracies in the declaration and the purchase of a car below market value” (source). As a result, Alexander Kozlenko did not pass the integrity test. But this did not stop him from continuing to serve in leadership positions in the State Bureau of Investigation!
Back in 2017, when judge Galina Kozlenko bought a house in Kyiv on someone else’s land for next to nothing under a power of attorney from the Russian Federation, her brother, then police lieutenant colonel Alexander Kozlenko, declared 176,642 hryvnia in income. The income consisted of his salary (136,642 hryvnia) and income from the sale of movable property (40 thousand hryvnia). The Kozlenko family had no “cash assets” that year.

Mercedes-Benz ML 350 and Lexus LX 470, the price of which is not specified. Both SUVs belong to Alexander Kozlenko.
Also, Kozlenko had an unfinished “outbuilding” in Bezlyudovka. The area of the structure has not yet been specified.

It is not without reason that at the end of 2017, the local publication included A. Kozlenko in the TOP 13 richest police officers in Kharkov.
It will be interesting to examine the declarations of brother and sister Kozlenko for the year 2023. Which we will definitely do.
PS When the article was being prepared, it became known that on November 8, the High Council of Justice filed a complaint against the speaker against the actions of Judge Galina Kozlenko. Therefore, consideration of this case can be expected in the coming weeks.
In addition, in recent days, the High Council of Justice has received two more complaints against judge G. Kozlenko - from other citizens who suffered from her arbitrariness. And as of January 6, 2024, 25 (twenty-five!) complaints against judge G. Kozlenko are awaiting consideration by the Supreme Court.
We are confident that the available information about the crimes of Judge G. Kozlenko is sufficient for her dismissal.
