Galushchenko continues to destroy the energy industry

Energy Minister Galushchenko initiates the seizure of the archives of a strategically important enterprise in the energy industry, KIEP, which will paralyze the activities of the institute and lead to catastrophic consequences for Ukraine.

Two months ago, I wrote about Derkach’s initiative to expropriate the archives of KIEP and KHIEP - design and scientific institutions that allow Ukraine to independently provide engineering support for the operation of nuclear power plants and independently construct nuclear installations:

The criminal does not stop and continues to destroy the energy industry with the hands of his henchmen who lead it today - Energy Minister German Galushchenko and his subordinate minions.

The gang urgently needs to destroy all independent institutions in order to subjugate all resources and ensure a lifelong complex theft. To do this, they changed their strategy - they decided not to attack KIEP head-on, but to “eat the elephant in pieces.”

“Squeezing out” the archive is the first step in this story. The management of KIEP is resisting and is not going to hand over the archive just like that, so Galushchenko does this with the help of ordinary blackmail. He instructs his “subordinate” Suyarko (State Secretary of the Ministry of Energy) to make a list of the institute’s employees subject to reservation for sending it to the Ministry of Economy. And now he’s waving this list around like it’s candy that he wants to exchange for… an archive.

This is all despite the fact that a loud scandal recently arose regarding the illegal booking of Galushchenko’s advisers themselves:

But do you understand the baseness of the motive? Using martial law to simply steal is even worse than looting.

And this is all done taking into account that the Kiev Institute “Energoproekt” is defined as a strategic enterprise in the energy industry.

Here it should be understood that the “archive for the sake of the archive” of NNEGC Energoatom itself is not needed, since the first copy of the project documentation under the terms of the contracts is always provided to the Customer. That is, now the archive is fully formed and is located at the relevant nuclear power plants. Why are second copies needed there?

The main thing for Galushchenko is that after the forced transfer of the archive through blackmail, the work of the institute will be completely paralyzed. That is, all design work on the operation, modernization and new construction of nuclear power plants will be stopped. For example, today the institute is the general designer of the Nuclear Fuel Production Plant in Ukraine, the general designer of the Radioactive Waste Processing Complex, carries out design work on the current repairs of nuclear power plants, the construction of thermal power plants/CHPs, and the like.

The second step of the Derkachev gopniks is to lure away personnel. Galushchenko’s idea is that after blocking the work of the institute, its staff will be forced to resign from the enterprise, and he will “kindly” invite them to go to work at NNEGC Energoatom.

A certain Mitichkina, who works as one of the managers in the branch of the State Enterprise “Atomproektengineering” of NNEGC Energoatom, is really looking forward to this moment. In behind-the-scenes conversations, she spoke about this directly: “First, we’ll take the archive from them (KIEP), and then I’ll take all the designers with certificates and the chief engineers of the projects, and I’ll “design” for myself.” Its “design” became known from the disclosure of a corruption scheme for the procurement of design work. She, as the person responsible for the purchase from Energoatom, in addition to accompanying the “general Kachevsky corruption”, did not forget about herself and lobbied for the interests of her common-law husband (Nosovsky) in the amount of 24 million UAH. Then it was KIEP that did not allow these funds to be stolen - the institute provided the real price of such work and drew attention to the conflict of interest. Therefore, this tender of NNEGC Energoatom was forced to cancel. As you understand, Mitichkina is not delighted with such resistance, therefore, together with Kotin and Co., she will try to “rein in” the undesirables.

And finally, the last step. After the institute is left without staff, an archive, with huge penalties from NNEGC Energoatom for failure to fulfill contracts (which will be stopped precisely because of the lack of engineers and technical documentation), the issue of bankruptcy will be raised. Will the institute's buildings be forced to be handed over to whom? Of course, Energoatom.

Thus, German Galushchenko will first swallow and then destroy 100% of the designed capacity in the nuclear-industrial complex of Ukraine, to the delight of the aggressor, or rather, precisely at his request.

A striking example of what KIEP will turn into after expropriation is the notorious story of KIEP.

For more than a year now, this institute has been under the full control of the Ministry of Energy. During this time he practically does not work. Specialists have long been fired and scattered. The Kharkov Institute “Energoproekt” has not been involved in large projects for a long time; it only makes minor adjustments to the documentation that was developed before 2022.

The competence of the institute has been lost. Galushchenko has already instructed the head of KHIEP (Grechko) to transfer the remaining specialists of the institute to NNEGC Energoatom. He resolved the issue with this institute, and now he directed all his efforts to KIEP.

Another example is the Institute for Design of Uranium Mining Industry Facilities of the State Enterprise “UkrNIPRI Industrial Technologies”. It is subordinate to the Ministry of Energy and it is bankrupt. This institute was also unique and carried out engineering work directly related to the nuclear energy industry of Ukraine. Unfortunately, competences have been lost here too.

A similar fate awaits KIEP, because everything that Derkach’s gang reaches turns into ruins.

I would like to note that in the conditions of martial law and the latest disappointing shelling of Kharkov, from the state point of view, it is apparently not necessary to take away documents from the Kharkov Institute “Energoproekt”, but to organize the relocation of the institute and gradually restore its functionality.

As for preserving KIEP’s own archive, a productive idea is to transfer all documentation into digital form. This will allow for guaranteed security of documents in any scenario. As far as I know, this is exactly what the institute has been doing lately using donor funds.

Of course, after our victory, all Derkachev’s minions will receive appropriate sentences for such actions, but this, unfortunately, will not be able to restore the lost potential of design engineering in the nuclear-industrial complex of Ukraine.

Publicity and maximum publicity regarding the ultimate goal of these archival kleptomaniacs will help prevent them from committing lawlessness.
