The SBI opened a case against the head of NEURC Tarasyuk

It was opened due to illegal travel abroad during the war

The State Bureau of Investigation commented on information about the illegal departure of the head of NEURC Valery Tarasyuk abroad in the summer of 2023.

From the Bureau's response to the request for access to public information, it is clear that a pre-trial investigation is ongoing on this issue.

Being in the status of a member of NEURC, Valery Tarasyuk, by order of NEURC, was sent to Athens (Greece) from June 4 to 11 to participate in the 28th Athens Electric Power Forum of the Energy Community. The event was held on June 7-8.

“This was reported to the regime-secret department of the National Regulatory Commission for Energy and Regulatory Affairs.

At the same time, by another order of the National Energy and Regulatory Commission, Tarasyuk was granted leave for 9 calendar days - from June 8 to June 16.

Thus, Tarasyuk V.V. in violation of clause 214 of the Rules for crossing the state border of Ukraine by citizens of Ukraine, approved by Resolution of the Cabinet of Ministers of Ukraine dated January 27, 1995 No. 57, as a member of a state collegial body, during the period June 12-17, 2023, he was outside Ukraine not for the purpose of a business trip.” - former people's deputy Igor Mosiychuk informed.

He also clarified that Tarasyuk did not inform the secret department of NEURK about the change in the period of stay abroad, thereby violating the requirements of paragraph 696 “The procedure for organizing and ensuring the regime of secrecy in state bodies, local governments, enterprises, institutions and organizations”, approved by Resolution of the Cabinet of Ministers dated December 18, 2013 No. 939″.

The State Bureau of Investigation, responding to a request about whether the information was verified and what response measures were taken, informed that this was a criminal proceeding. And since we are talking about “pre-trial investigation data,” they are not yet subject to disclosure.

“The Criminal Procedure Code of Ukraine and the Civil Procedure Code of Ukraine regulate special procedures for participants in the relevant processes to access information created during the pre-trial (judicial) investigation.

It also informs that the State Bureau of Investigation, by order of June 29, 2021 No. 373, approved the List of information constituting official information (...). Clause 5.1 of the List determines that information on planning, organization, results of operational investigative activities and pre-trial investigations relates to official information in the State Bureau of Investigation.

Consequently, the provisions of the Law do not apply to access to information or documents created during the pre-trial investigation,” the SBI reported.
