The Chairman of the Vinnytsia TCC (former military man) Roman Poterlevich stopped appearing in the media and unofficial events, and his career was in great doubt. The SBI seized a brand new apartment, which was registered in the name of the father of the military commissar, and conducted a series of searches in the TCC itself.

Vinnitsa TCC and bribes after bribes
Over the course of several months, the State Bureau of Investigation (SBI) made two search visits to the Vinnytsia Regional Territorial Center for Recruitment and Social Support. First, because of a bribe of 10 thousand dollars, which a junior officer of the TCC demanded from a person liable for military service. It later turned out that the military registration and enlistment office had a well-functioning network - for 3.5-4 thousand dollars, those liable for military service received a pass abroad.
At the same time, for each Vinnytsia resident who was brought to a bribe-taker, the one who brought him was given a $400 “commission”. The extent of the scheme is unknown. But when we are talking about tens of thousands of people liable for military service, bribe takers in the TCC can receive millions of dollars.
The searches took place in the summer of 2023. Also at the end of August, the SBI, through the court, seized the apartment of Nikolai Poterlevich, the father of the head of the Vinnitsa TCC, Roman Poterlevich. The case is being investigated by the State Bureau of Investigation in Khmelnitsky, because local law enforcement officers may have connections with TCC officials.
Judging by the court registry, in January 2023, Poterlevich filed for divorce from his wife Natalya, and a month later, on February 20, the couple divorced. OBOZ.UA managed to obtain an extract from the Ministry of Justice of the rights to real estate. After the divorce, new real estate properties were not registered with the now ex-wife.
However, in January, a few weeks before the couple’s divorce, 64-year-old pensioner Nikolai Poterlevich, the father of the military commissar, became the owner of an apartment with an area of 69 square meters at the address Vinnytsia district, village. Agronomicheskoe, Molodezhnaya street, building 37, apartment 1. This is a new building in the suburbs of Vinnitsa. Judging by the advertisements, a square meter in this house costs about $740. That is, the market value of such an apartment is about 51 thousand dollars. The developer is Vladimir Khomenko.
Later, Khomenko hinted that the apartment was a bribe at the request of the head of the Vinnytsia OVA, Sergei Borzov. Khomenko has three minor children, so he is exempt from mobilization, but TCC representatives still tried to serve him with a summons. At first, Khomenko promised to give eight apartments from the complex to the families of the Armed Forces of Ukraine. As a result, 7 soldiers and one pensioner, the father of a military commissar, received housing.
The editors contacted the Vinnitsa TCC to find out what status Roman Poterlevich is now. He stopped giving interviews and comments to the media, and attending public events. Whether he will continue to head the TCC after the scandal and the SBI is a matter of time.
Who is Roman Poterlevich
Poterlevich has been working in the military for many years. In 2019, he was already deputy Vinnitsa regional military commissar. And before that he worked as a Barsky district military commissar (Vinnytsia region).
By the way, in the Barsky district, where a military man once worked, his father, as it became known from the register of rights to real estate, already being a pensioner, registered a number of land plots for himself. In May 2021, he received plots of 2.35 and 0.336 hectares. My father registered several more plots of land for himself in 2013.
However, Poterlevich did not get into big scandals during his service. The editors were unable to find details of the investigation into the SBI case No. 127/21765/23. But, as we learned, the military commissar is suspected of participating in bribery schemes, within the framework of which the State Bureau of Investigation has already carried out some arrests.
The “white ticket” cost 10 thousand dollars at the Vinnitsa military registration and enlistment office (there was a long line for it). For 3.5-4 thousand dollars, TCC helped people go abroad. They also collected money from those who received summonses. The most expensive thing was to avoid mobilization already with a “combat agenda” (for those who had already passed the military medical commission and turned out to be fit for military service). The price could reach up to 7 thousand dollars. The money was divided among all participants in the scheme.
