“Governor's purge” or Filashkin, Sinegubov, Kozitsky - on their way out?

Last week, the so-called “military governors” (or chiefs of the OVA) held a series of meetings with each other in secret from the Office of the President and its all-seeing head Andrei Yermak.

The topic of the governor's "gatherings" was truly burning - the impending resignations and possible criminal cases following them, as well as, in connection with this, the development of "Plan B" ...

In particular, the “military governors” gathered in Kropyvnytskyi, where the head of the Kirovograd OVA Andrei Raikovich received several colleagues at once, including the heads of the Luhansk and Donetsk OVA Artem Lysogor and Vadim Filashkin.

The latter, by the way, as evil tongues say, appears on the Zelensky-Ermak list at number 1 for the role of “extreme”, who will be blamed for the failure of the front in the Donetsk region.

Actually, this is not surprising, since it was Filashkin who was and is still responsible in the region for the construction of fortifications, as well as the repair of shelters and roads. And it was under his responsibility that billions of hryvnia were thrown into the region, which had to be spent on the above needs.

In this regard, Filashkin did everything correctly (like his predecessor Pavel Kirilenko did earlier) - he raised money for repairs and construction through tenders for the “right companies” (ORD wrote about this), transferred kickbacks to where and to whomever needed, taking into account the interests of the OP , and there seems to be nothing to worry about.

But the problem is that the front in Donbass is crumbling, and there have been no protective fortifications, and the people’s money has been spent. Moreover, the “sad” fate of the “crimson governor” Kirilenko made Filashkin worry - the man did everything right, shared with everyone, but still he was made extreme, and the case was also “stitched” for corruption.

The fact is that all the current “military governors” are closely connected with each other by corruption schemes and plans to deliver kickbacks “to the top.”

This process is controlled by the well-known former deputy head of the Presidential Office, Kirill Tymoshenko, who has officially gone into the shadows, but unofficially continues to oversee all schemes and kickbacks on behalf of Andrei Yermak.

It is to Tymoshenko that all the kickbacks are rolled out, which are then magically transferred to offshore accounts in the UAE and then transferred to crypto - the favorite format of the current Ukrainian “elite”.

Evil tongues say that billions of US dollars have already been withdrawn from the Ukrainian budget in this way, and the scheme still continues to operate.

Special relationship

Readers probably remember the recent “enchanting” visit of President Zelensky to the Volyn region, to whom the local authorities showed some rudiments of fortifications (which, however, looked good on camera).

Many military men were then outraged by this fact, because they did not understand why in Volyn the president was promoting himself on fortifications, but in Donbass, where they are most needed, fortifications exist only on paper.

The fact is that the Volyn region is a “special” region for the current government.

The head of the Volyn OVA, the unsinkable Yuriy Pogulyayko, is a comrade who is especially close to Kirill Tymoshenko, as well as to President Zelensky, whose close friendship he likes to boast about in narrow circles.

Pogulyaiko was not removed at the time, even after the publication of data about his mansion in Italy for 35 million euros, and the media and Telegram channels close to Kirill Tymoshenko then intensively cleaned up this information, declaring it a fake.

Yuriy Pogulyayko today is one of the key people in Kirill Tymoshenko’s scheme. Today, huge amounts of money are being pumped through the Volyn region for all kinds of “construction projects” - including fortifications and housing for displaced people.

However, the construction of housing for displaced people exists only on paper; displaced people are encouraged to write applications for the waiting list, but for now, for the most part, they huddle wherever they can and live 2-3 families in one room.

Meanwhile, funds for this were and are allocated from regional budgets, but end up in offshore areas in the UAE and then turn into cryptocurrency in the hands of officials.

In this regard, by the way, it is curious that in the Volyn Regional Administration Pogulyayko and those close to him officially raised their salaries (about 60 thousand hryvnia) seven times more than that of ordinary clerks, but this has not yet embarrassed either the Ministry of Justice or the anti-corruption authorities.

Actually, today each of the officials heading the regional military administrations (OMA) is closely tied to corruption schemes and kickbacks in agreement with the top government.

In these processes, the now former Deputy Prime Minister for the reintegration of temporarily occupied territories, Irina Vereshchuk, was closely involved between the governors and Zelensky’s entourage. They say that now she will “reintegrate” the processes already in the Office of the President of Ukraine...

And now, after Vereshchuk was transferred closer to Ermak, as well as after a massive purge of the Cabinet of Ministers and the dismissal of 6 ministers, the heads of the OVA turned out to be the next candidates for a global purge.

Evil tongues claim that in the near future, checks will be directed against several governors who have been especially zealous in kickbacks and the development of regional budgets, followed by the publication of data.

After which, a series of high-profile resignations of the heads of the OVA will begin and the public will receive information about exactly how much “military governors” spent budget funds on all kinds of “construction” at inflated prices. By the way, many constructions remained only on paper.

After the story of the ex-head of the Donetsk OVA, Pavel Kirilenko, who enriched himself with raspberries, it became clear that there are no more untouchables, and now every “military governor” can be made an extreme one by the superior “bosses” from Zelensky’s entourage. And therefore, the “military governors” gather at “gangways” to understand what to do next and whether it’s time to “make a move”...

“You have to work harder, finer”

It is worth noting that the heads of the OVA did not particularly hide their actions, since they sincerely believed that they would be “excused” by their superior friends, on whose instructions budget funds were withdrawn. That’s why they often got caught up in very obvious mistakes, feeling completely unpunished.

For example, the Zaporozhye governor Ivan Fedorov (about whose “fortification” affairs ORD has already written) tendered contracts for the construction of shelters in schools for 610 million hryvnia.

The orders were given to Fedorov’s “native” companies from occupied Melitopol, with whom he dealt when he was mayor of the city. But for some reason the participants decided not to publish the estimates, and simply “sent” journalists who made a request about this. That is, where did 610 million go, Fedorov never answered...

The “president’s favorite” governor of the Nikolaev region, Vitaly Kim, also stopped being quiet, having decided to follow the example of his Kharkov colleague Oleg Sinegubov.

The latter, by the way, was not so long ago very much criticized for Volchansk and the lack of fortifications in the Kharkov region, despite billions of budget funds allocated for them. Sinegubov then barely sat in the governor’s chair (although it still sways under him).

And Vitaly Kim decided that Sinegubov had already remained in his position, then he could safely play the same games. As a result, it turned out that Kim Sinegubov still outdid him in terms of the scale of theft at defensive structures.

Judge for yourself - Vitaly Kim’s net profit on decks for strengthening dugout systems turned out to be as much as 700 (!)%. In the Sumy region, such decks are included in the estimates for the construction of fortifications at 1,752 UAH/cube - in the Nikolaev region at 11,400 UAH/cube + delivery of 720 UAH with VAT.

And here any contractor will say that the norm for kickbacks during construction work is 10-12% of the estimate. During excavation work - up to 30%, and this is when it is impossible to excavate and check.

That is, the aforementioned Sinegubov reached the profit limit of 300%. and his Nikolaev colleague Vitaly Kim achieved a record of 700% net profit. And this is in a country at war...

Here, by the way, it should be mentioned that Sinegubov built fortifications 7 times less than planned, and the big question is where the rest of the money went.

By the way, the wife of the head of the Kharkov Regional State Administration, Sinegubova Anna Zhuravleva, bought luxury real estate in Dubai around the time of the “big Kharkov construction project” (note that Ms. Zhuravleva is not noticed in business, but works as a modest assistant professor)..

All this is far from a complete list of both the heads of the OVA and their “glorious deeds” during the war. On the other hand, all these citizens are tied together by a close mutual guarantee from the “hand washes hand” cycle, and are just cogs in a scheme established by comrades from Zelensky’s entourage.

All the cogs have their own gesheft, and everyone has their obligations to higher “partners”. I laundered the tender, transferred the funds through “my” controlled companies, used them further for cash or crypto, and up the chain. Everyone is full, and everyone is in chocolate. But this is for the time being, until someone at the top wants to replace the screws...

Kozitsky and the “nezhdanchik”

And now the governors are in a panic - who is next?

Evil tongues say that the first contenders for the role of discarded cogs are Mr. Filashkin from the Donetsk OVA (failures at the front due to unfinished fortifications and fortifications can be blamed on him), Mr. Sinegubov (this head of the OVA has long irritated the Head of the OP Ermak, who considers the Kharkov governor "toxic")

Oleg Kiper from the Odessa OVA is still standing quite firmly on his feet - this comrade really wants to become the Prosecutor General and has enlisted the support of Ermak, but for now the OP needs him “on the ground”).

Vitaly Kim (Nikolayevskaya OVA) and Ivan Fedorov (Zaporozhye OVA) can also be relatively calm about their future for now, but this is the case when everything can change at any moment, and then no one will feel sorry for them.

For example, the head of the Lviv Regional Municipal Administration, Mr. Kozitsky, had an unexpected incident, who spent 25 million hryvnia from the regional budget on the road that goes to his father’s hotel complex.

In this regard, it is curious that this story has surfaced only now - they say that someone from the OP specifically planted this information with journalists just on the eve of the “great purge” of governors.

And now we have another fresh candidate “for relegation” from the governor’s deck (they say Ermak already has someone to replace Mr. Kozitsky, who is trying to play “on all sides”).

Moreover, Kozitsky himself admitted that the road runs next to the health complex, co-owned by his father, emphasizing that the reconstruction of the road began in 2021, and preparatory work for the construction of the health complex - only in May 2022 (that is, still under the “Great Construction” of Kirill Timoshenko).

In general, this same Kozitsky turned out to be unreliable - he began to “leak” topics, and in general he was “toxic” (Andrei Ermak’s favorite word, by the way).

Recently, one well-known blogger mentioned a phrase that, according to him, was uttered by a real person from the pro-government elite. “War is one time, you need to chop off yours”...

It is on this principle that the state system now works, and all its cogs are “in place.”

And of course, replacing some cogs with others will not change the situation itself, and those thrown out of the system will sit in other warm chairs until they are pulled out of there too (like the ex-governor of the Donetsk OVA Kirilenko), since the “extreme” will be needed again.

Well, we will continue to observe how some ghouls will be replaced by others, more hungry, until this system devours itself. And this can also happen at any moment...
