The State Economic Enterprise “Forests of Ukraine” once again holds open tenders with peculiarities: as the editorial office found out, on September 6, the State Enterprise announced an urgent tender for the purchase of 2,500 phones.
The expected cost of all phones is 18 million 915 thousand 825 UAH. Accordingly, it is expected that one phone will cost just over 7.5 thousand UAH. This is if there is no bidding, and only one participant enters the tender. Otherwise, the size of the minimum price reduction step is 94.5 thousand UAH from the expected cost of almost 19 million, so the devices may cost the state less.
Applications are accepted until September 14, when the auction should begin.
As stated on the Prozorro website, a corresponding complaint against the state-owned enterprise has already been registered with the State Audit Service, from which there has been no response yet. The author of the appeal, Tatyana Vasilyevna Pavlyuk, complains about a violation of the procedure for determining the subject of procurement, violation of the law in terms of unlawful election and application of the procurement procedure; non-disclosure or violation of deadlines for publication of procurement information.

Misuse of public funds! This tender RU-2023-09-06-014399-a is anti-state and anti-Ukrainian! Stop! Everyone who steals our funds must answer for their criminal actions before the state and the Ukrainian people! “, says Tatyana Pavlyuk’s complaint.
This is not the first scandalous purchase of a state-owned enterprise, and in April of this year it became known about a number of searches conducted by DBR employees in the branch of the State Enterprise “Forests of Ukraine” in the Kyiv region.
Scandalous procurement of State Enterprise “Forests of Ukraine”
- The state enterprise “Forests of Ukraine” has announced a tender for the provision of “elite” consultations on business and management issues. The indicated cost of the tender was 14 million hryvnia. One of the criteria is that the participant’s annual income (revenue) had to be at least 100% of the expected cost of the item being purchased, which is at least 14.5 million hryvnia. Thus, only “elite” companies with high turnover were planned to be allowed to trade.
- The state enterprise “Forests of Ukraine”, 8 months after its creation, decided to spend almost six million UAH on PR and cartoons. The agreement was concluded on June 30 with Mainstream LLC. “Forests of Ukraine” ordered PR services for a state-owned enterprise, as well as the creation of an animated film for children about how wood saves Ukrainians from an external enemy.
What is known about the State Enterprise “Forests of Ukraine”
The state specialized economic enterprise “Forests of Ukraine” was founded by the State Agency for Forest Resources in October 2022. It included state forestry enterprises as branches of state enterprises.
In May, Yuriy Bolokhovets, who had previously been dismissed by the Cabinet of Ministers from the post of head of the State Forest Agency, was appointed general director of Forests of Ukraine.
