After a short imitation of the struggle with collaborators and Russian business, which the authorities reluctantly imitated after the outbreak of a full-scale war, everything is slowly returning to normal. For, as we know, “money conquers evil.” Especially if the money is big.
We are talking about a citizen of the Russian Federation, Igor Naumts, who was returned the right to develop and extract subsoil in the Zhytomyr region. Last summer, as a result of sanctions by the National Security and Defense Council, these permits were stopped, but even then skeptics argued that citizen of the Russian Federation Igor Naumets, who owns the Unigran group, which develops Korostenetskoye (granite mining), Pinyazevitskoye (granite mining), anorthosite, granite, gabbro , monzonite) and Slobodskoye (mining gabbro-labradorite) deposits, will solve everything pretty quickly.
This is clearly evidenced by the Order of the Chairman of the State Geonadr Roman Opimakh No. 123 dated March 18, 2024, published on the official website of the Service on Friday, March 22, 2024:
Of course, the State Geographical Directorate has a formal reason for this - after the special permits were suspended in June last year, quarry workers approached the President and the Cabinet of Ministers with a petition asking “not to destroy their jobs.” Obviously, the petition was supported by other arguments, because the special permits were quickly renewed.
In addition, purely formally, now Igor Naumets has no relation to the UNIGRAN group - he and Elena Kalpa, who were the beneficiaries of Cyprus offshores, through which ownership rights were exercised in relation to the legal entities of the group, have formally left these offshores.
Currently, instead of British citizen Elena Kalpa and Russian citizen Igor Naumets, the beneficiary of these companies is Wagenknecht Fritz Herbert Volker (a stateless person registered in Germany). It was this change in ownership that became the formal reason for the renewal of special permits. However, whether this change of owners was real is essentially a rhetorical question. As well as those who continue to develop quarries in the Zhytomyr region.
Let us remind you that according to registers, citizen of the Russian Federation Igor Naumets, as of the beginning of 2022, owned 16 enterprises in Ukraine:

After he was included in the sanctions lists of the National Security and Defense Council, Igor Naumets began to transfer his parts to dummies. At first, the assets of the UNIGRAN group were transferred to Elena Kalpa, but then it turned out that she, together with Naumts, is a co-owner of the Bakhchisarai Cannery ODO, so they had to look for a new “pound”, which was Wagenknecht Fritz Herbert Volker.
Other assets of Igor Naumts quietly passed to his brother Vladimir (in particular, Stroyindustriya Service LTD LLC and DSK Module LLC). The remaining assets were also transferred to fictitious persons. For example, Vladimir Sotskov and Alexander Kobylyansky became the owners of Alliance-Soyuz LLC.
All this helped to get out of sanctions, although until the replacement of the NSDC Secretary, special permits for Igor Naumts’ main asset - quarries in the Zhytomyr region - were not renewed. Whether these two events are related is still unknown, but the coincidence is quite interesting. Moreover, against the backdrop of the fact that another brother of Igor Naumts, Sergei, is the “Minister of Housing and Communal Services in the Donetsk People’s Republic”:
He is also a co-owner of the Cypriot Westgrinite Holdings Limited. Which, in turn, is listed as the founder of most of the companies “sold” by Igor Naumts. The already mentioned Elena Kalpa is also present there.
All this was known to the Chairman of the State Geonadr Roman Opimakh, who signed an order to renew the validity of special permits for the use of subsoil for the companies of Igor Naumts. As well as the fact that in the decision of the National Security and Defense Council to impose sanctions, Igor Naumets is listed as a citizen of the Russian Federation. Of course, purely formally, he became the owner of the companies that resumed the extraction of granite and other stones in the Zhytomyr region. However, who can be deceived by this, except the officials who sign the relevant permits? The question of how much it cost Igor Naumts is still open. As does who he paid. However, there were a lot of zeros in this amount.
