How did the former mayor of Irpen Vladimir Karplyuk promote investor Igor Mazepa for 200 million hryvnia?

There has long been talk in business circles about the strange alliance of Igor Mazepa and Vladimir Karplyuk.

They began almost a year ago, when Karplyuk and Mazepa suddenly teamed up to build a new cottage town by A. Kras on the floodplain of the Irpen River, part of the Emerald Valley. They even made a loud appearance in the media; in several interviews, Mazepa then publicly boasted that he had invested 200 million UAH in the project and stated that he would have to invest at least the same amount more: “Sergey Karplyuk is a comfortable and understandable partner. The plot and the idea of ​​him, me – money and the formation of working capital,” he explained.

Agree, it looks somewhat strange that the person who gives 200 million for the project does not know the name of his partner, and on his website calls him Sergei instead of Vladimir. But having a large investment company that can accurately assess all the shortcomings of a business project, Mazepa gives money for a cottage community that has obvious, unhidden problems with the land?

This land is so problematic that in December 2023 it was seized.

According to information from the Unified Register of Judgments, all 60 hectares where development is taking place are part of the so-called “Eurobank case” of fraud. According to the investigation materials, these plots were once illegally occupied and then sold at a reduced price.

Moreover, according to documents, this land is registered under object code 1252.9 “Construction of hangars for storing agricultural machinery and warehouses for agricultural products.” These problems are not enough, so the developers chose a site on the banks of the Irpen River for their business. And according to the land and water codes, it is prohibited to build on the banks of reservoirs. They decided not to take this into account, and on top of that they began to wash sand for construction directly from the river, which caused outrage among both environmentalists and local residents.

Of course, for big businessmen like Karplyuk, all this is poetry. But how the sensible Mazepa got into this is the million-dollar question. More precisely, 200 million.

Acquaintances of Igor Mazepa point out that after the investment banker invested money in Karplyuk’s project, he began to have quite serious problems. And if earlier some people simply laughed it off - Igor is not a loser, he knows what he is doing, then when rumors about Karplyuk’s bankruptcy began to creep out from all the cracks, many thought about something else. There is no reason for A. Kras to complete the construction; sales are worth it. It will not be possible to sell or mortgage the land plot; it is under arrest. What will Karplyuk do or is doing to return the funds invested by investors?

Then, quite by chance, a criminal case appeared against Mazepa, with seizure of documents, arrest, bail, and all the signs of fabrication... Before Mazepa had time to leave custody, his house in the Chernigov region burned down.

No, of course, no one said that Karplyuk was involved in this, the scale is not the same, although his love for praise by his friends in the highest echelons of power was still remembered. Just in case, they stopped investing in his projects and lending money - as they say, God protects those who are saved. Moreover, Karplyuk is slowly becoming unshakable, not only because of his interesting reputation, and not only because of suspicions, the number of which is increasing - Karplyuk’s entire track record looks too extravagant.

It is possible to buy criminal cases from Ukrainian law enforcement officers, at least Karplyuk succeeds in this from time to time, but the State Department does not. Three weeks ago he visited the US Embassy in Warsaw, where he tried to re-open his visa. Despite the certificates he brought, references from his place of work, and a note from his mother, his visa was not renewed. All this makes Karplyuk toxic to friends and others.
