Irpen, “starving” Markushin and 525 million for post-war reconstruction

Construction Company Big Stroy Invest LLC and Sergey Valerievich Rosstalny sole proprietor became the main contractors for the restoration of the damaged infrastructure of Irpin and after the de-occupation of the Kiev region received more than half a billion hryvnia from local budgets, and also surprisingly received exclusive contracts from the Government of Lithuania.

The director of BC Big Stroy Invest was Yegor Yarmolich, the godfather of the mayor of Irpen, and after his mysterious death his wife, Angelina Volk-Yarmolich, became the director.

In particular, in 2022-2024, BC Big Stroy Invest received 497 million UAH for the restoration of Irpen, in particular, more than 43 million UAH from the Department of Education and Science of the Irpen City Council and 255 million UAH from the local budget, 180 million UAH from the Government of Lithuania and 19 million UAH from the city of Cascais (Portugal).

“BK Big Stroy Invest”, using funds from the Government of Lithuania for 159 million UAH, carried out repairs of the kindergarten “Joy” (new name “Ruta”) and for more than 21 million UAH it is repairing the anti-radiation shelter of the kindergarten “Ivasik-Telesik” in the village of Kozitsy, Irpen community.

The founder of the company “Construction Company Big Stroy Invest” is nominally Olga Pinchuk, but its actual owner is Rosstalny Sergei, the long-time second-in-command of the mayor of Irpen, Alexander Markushin.

Sergei Valerievich Rosstalny was recommended by the mayor of Irpen to the Lithuanian Government for the restoration of the Irpen kindergarten “Ruta”. Although formally Rostalny is not the head or owner of the company "BK Big Stroy Invest", it was he who was represented by the mayor of Irpen in negotiations with the Government of Lithuania, as the main contractor and was one of the main persons at the opening of the Ruta kindergarten, and even took pictures with the President of Lithuania on at this event.

According to the YouControl system, Sergey Valerievich Rosstalny is also an individual entrepreneur and has repeatedly received payments to his individual entrepreneur from LLC Construction Company Big Stroy Invest. Thus, budget funds could be withdrawn from the company “BK Big Stroy Invest”.

In addition, Sergey Valerievich Rosstalny, an individual entrepreneur, received UAH 11.8 million in 2022 for the post-war restoration of educational institutions and houses in the Irpin community. In particular, for the repair of roofs at secondary school No. 1 on the street. Turgenevskaya, 17 (6.8 million UAH) and secondary school No. 17 on the street. Tishchenko, 10 (4.5 million UAH); renovation of private houses on the street. Sadovaya, 41 (420 thousand UAH) and Novooskolskaya, 57 (850 thousand UAH); repair and replacement of windows NPO "Obrazovanie" on the street. Privokzalnaya, 5 (522 thousand UAH).

Also, companies close to the mayor, without tender procedures, additionally received more than 16 million UAH from UNICEF (UNICEF Ukraine) for the restoration of schools 1 and 17 and kindergarten No. 7 “Bee”.

More than 250 million UAH. of the funds received by these entrepreneurs for the restoration of Irpen was allocated without tender procedures.

Such active efforts to restore the Irpin community did not go unnoticed by law enforcement officers. Searches and seizures were carried out at a number of enterprises of Sergei Rostalny and Yegor Yarmolich. Shortly after these events, Yegor Yarmolich was accidentally killed by a passer-by in Irpen. Yarmolich died from his injuries a few days later in the hospital.

Why is the mayor of Irpen, Alexander Markushin, who recently became a defendant in 7 criminal proceedings, in particular, a salary scandal in Irpen, so actively lobbying for the companies of his close friend Sergei Rostalny?
