How the partner of state traitor Sivkovich is building up the “green zones” of Kyiv with high-rise buildings

The KSM-Group company, which is controlled by the Kopytyry family (father Nikolai Kopytyry and his sons Sergey and Arseny), joined the scandals with the capital’s development of parks and green areas.

A new scandal is brewing with the construction of residential buildings in the capital on land plots in the Akademgorodok area. We are talking about more than 6.9 hectares of land, which today is used by the structures of the National Academy of Sciences of Ukraine. The construction is carried out by the company “KSM-Group”, which has already repeatedly distinguished itself with scandals.

What is the essence of the problem?

The national police have already found out that companies belonging to the KSM-Group are carrying out residential development, despite the fact that the General Plan of Kyiv prohibits this. After all, the intended purpose of these land plots does not include housing construction and the developers do not have the appropriate permits from DIAM.

In addition, in 2021, the Kyiv City State Administration allowed only the reconstruction of non-residential buildings (without high-rise housing) to be designed in this location, but the developers were able to obtain a decision in the courts to make significant changes to the relevant urban planning conditions and restrictions. The capital's prosecutor's office previously disagreed with this and noted that the Department of Urban Planning and Architecture of the Kyiv City State Administration provided a poor line of defense in this trial.

Back on December 6, 2023, the Svyatoshinsky Department of the National Police of the capital opened criminal proceedings under No. 12023100080004539 regarding illegal construction on the street. Vasily Stepanchenko, 5 and blvd. Academician Vernadsky, 36-B, and this is the Svyatoshinsky district of Kyiv, on lands that are used by the structures of the National Academy of Sciences.

As the news agency KievVlast reports, on October 4, 2022, the District Administrative Court of Kyiv (case No. 640/11755/22) satisfied the demands of Yug-Project LLC and ordered the Department of Urban Planning and Architecture of the Kyiv City State Administration to adjust certain paragraphs of the Urban Planning Conditions and restrictions of the BFC on Avenue. Academician Glushkova, 65 (Goloseevsky district of the capital) That is, this decision allowed the design of construction of structures more than 100 meters high at the specified address.

In addition, Yug-Project LLC plans to develop another site owned by the Institute of Zoology named after. I.I. Schmalhausen on the right of permanent use. What is this LLC “Yug-Project” and who owns it?

And this system classifies Yug-Project LLC as a member of the KSM-Group group, which unites dozens of companies engaged in the design and construction of residential areas, infrastructure facilities, bridges, roads, etc. The key persons of this group are the brothers Sergei and Arseniy Kopistira, their father Nikolai Kopistira, Elena and Tatyana Chernenko and Natalya Vozna.

That is, “KSM-Group” is almost a family business. After all, the main players are the Kopistira family and the two Chernenko twin sisters, who, according to media reports, are Kopistira’s cousins.

According to open sources, Arseniy Kopistyra is the son-in-law of Mikhail Verbensky, a police colonel general, the current head of the State Research Institute of the Ministry of Internal Affairs of Ukraine, an exker of the Main Staff of the Ministry of Internal Affairs (in 2005-2007 and 2014-2015) and an ex-member of the Central Election Commission in 2018 year).

But, perhaps, Sergei Kopistira has a more interesting track record. According to the portal for “Our Money”, he was an assistant to People’s Deputy of the 5th convocation of the Verkhovna Rada Yuri Karakay (elected from the Party of Regions).

Also on November 21, 2023, Sergei Kopistira received suspicion from NABU and SAPO of attempting to bribe the Deputy Prime Minister for the Reconstruction of Ukraine - Minister of Development of Communities, Territories and Infrastructure, Alexander Kubrakov. According to SAPO prosecutor Elena Drobotova, during August-November 2023, Kopistira, in collusion with the director of the state enterprise Ukrkommunobsluzhivaniya, Alla Suchon, in the interests of his own company, Citigazservis LLC, proposed to provide unlawful benefits to Kubrakov. The unlawful benefit should be 2% of the area of ​​the residential complex, which in the future will be built on land in the Podolsky district of Kyiv at 43 Tiraspolskaya Street. That is, the approximate size of the unlawful benefit in the form of real estate should be from 4200 to 4900 square meters.

The Anti-Corruption Center reported on November 24, 2023 that Sergei Kopistyri, in addition to a large number of companies that may be controlled by Kopistyri, also owns 3 houses, 2 land plots, 3 non-residential premises, a Mercedes-Benz S560 4matic limousine 2019 and . and Mitsubishi L200 2012

In addition, together with his wife, he owns 8 more non-residential premises, 2 garden houses, 4 land plots and 2 apartments in Kyiv.

Construction business with a sanctioned smell

Kopistyry’s business is known not only for construction and courts, but also for its connection with Alexander Sivkovich. For those who are unfamiliar with this character, it is worth knowing that this is the son of the former Deputy Secretary of the National Security and Defense Council of Ukraine Vladimir Sivkovich, who is hiding in Russia and working for the FSB.

To avoid justice in 2014 for attempting to forcefully disperse the Maidan, Sivkovich went to Moscow, where he began organizing massive information sabotage against the state security of Ukraine. This is one of the priority tasks that Sivkovich carried out at the direction of personnel officers of the 9th Directorate of the Operational Information Department of the 5th Service of the FSB,” notes the Security Service of Ukraine.

Vladimir Sivkovich himself is now under sanctions imposed by the President of Ukraine Vladimir Zelensky.

So how are Alexander Sivkovich and Kopistyry connected? Even very simple. On his Facebook page, Vladimir Bondarenko says that Mr. Sivkovich is the owner of GLOBAL PROPERTY 24 LLC, which is a partner of GIDROING-BUD LLC, open sources also speak about this. And now “GIDROING-STROY” is again part of the “KSM-Group”.

Usually today GLOBAL PROPERTY 24 LLC has a different owner, but the registers also remember the previous founder.

As we can see, due to the lack of clearly established boundaries of environmental protection zones, companies such as KSM-Group allow themselves, through the courts, to change individual points of urban planning conditions and restrictions, building up parks and green areas of the capital with high-rise buildings.
