How the “office” Pankush milked the border guard Marushchak

For a year and a half, the SBU officer, fulfilling his official duties, was engaged in his immediate business - documenting the illegal activities of the State Border Guard Service employee, head of the Solomonovo border service department, S.V. Marushchak.

And so, at some point, the SBU officer decided that enough materials had been collected, but instead of taking the case to court, he decided to make a little money from it.

He offered the object of surveillance to buy his silence for a sum that was ridiculous compared to his criminal income.

As the case materials show:

“During the meeting Marushchak A.S. and Pankusha S.V. 01/04/2024 in the period from 16:37:52 to 17:02:56, the latter reported to A.S. Marushchak. that he was subject to audio and video monitoring in his car for a year and a half.

During communication, Pankush S.V. also reported that Marushchak A.S. systematically derives unlawful benefits of at least 40-50 thousand dollars. USA monthly, part of which is transferred monthly to the senior management of the State National Security Service during trips to the Kyiv region at the place of residence of the senior management of the State National Security Service. In addition, Pankush S.V. reported that he has records of the personal life of Marushchak A.S. with other women and threatened to show these recordings to A.S. Marushchak’s wife, in support of which he showed video files. It is known in advance that the amount of the “kickback” was very “heavy” for the border guard - $5,000, but apparently it took into account separate payments for the non-publicity of materials about the intimate life of the border guard.

The business scheme worked, and everything would have been fine if the whole deal had not been documented by NABU detectives.

According to the latter, as of April 18, 2024, Marushchak A.S. sent Pankush virtual assets worth 357,040 USDT, which is approximately 357,380 US dollars. What does Pankush S.V. have to do with it? continued to claim undue benefits in the amount of USD 58,000.

NABU detectives also revealed the fact that the case did not end with money.

Pankush expanded the boundaries of cooperation by providing border guards with orders regarding the passage of certain vehicles with contraband through the Tisa checkpoint.

What we have as a result:

1. Systemic violation by employees of the State Border Guard Service of their official duties at the Solomonovo border service department, bringing state traitors at least $50,000 in illegal benefits monthly.

2. Documented criminal activity of an employee of the State Border Guard Service, head of the border service department “Solomonovo” Marushchak S.V.

3. Affixed relations of a corrupt nature Marushchaka A.S. with Tsapyuk R.V., former head of the 94th border detachment (city of Chop) of the Western regional department of the State Border Guard Service.

4. The fact that part of the unlawful benefit received monthly by the senior management of the State Border Guard Service is transferred to the place of residence of the senior management of the State Border Guard Service, in the Kyiv region.

5. Documented criminal activity of SBU officer S.V. Pankusha.

And that is not all.

In fact, this whole matter puts an end to our entire leadership vertical of the State Border Guard Service, headed by S.V. Deineko, who turned the near-bottom service into his own profitable business.

About 120 checkpoints must generate about $6 million in improper benefits.

But these are pennies compared to the amounts brought in by smuggling, payments for which go into Deineko’s pockets not at all through checkpoints, but directly into accounts in offshore zones.
