In the spotlight

How the odious Olga Yurchenko led the “fight against corruption” in the Brovary Regional State Administration

Corruption scandals are not a hindrance to earnings? Deputy Chairman of the Brovary District Military Administration Olga Yurchenko in her declaration showed land plots worth more than 2 million US dollars.

In addition, the official was involved in a high-profile case back in 2010, being the chairman of the Litkovsky village council. But this did not prevent her from eventually heading the transparency department. So Stopkor journalists inquired about the official’s career growth and the property she acquired in government positions.

In April 2024, the Brovary district military administration came to the attention of many media, because its chairman, Vladimir Maibozhenko, while drunk at an intersection, hit four people. He was immediately taken into custody, and President Vladimir Zelensky dismissed him from office.

But it was not only this scandal with Maybozhenko that attracted the attention of the StopCor team to the management team of the Brovary RVA. After all, the most interesting and even “hidden” person in the administration turned out to be Deputy Chairman Olga Yurchenko.

Ask why “mysterious”? But because on the vast expanses of the Internet it is nowhere possible to find out about her biography or family... Even social networks are silent about this, although Olga has been not only an official for quite a long time, but also a deputy, first of the Brovary district. council, and now the Zazimsky village council of the 8th convocation for multi-member electoral district No. 3. For example, the Facebook page only reported that Olga Borisovna studied at the Letkovo school. And then - only work news and information.

From media materials about candidates for deputies to the Zazimsky village council, it becomes known only that Olga was born in the village of N. Desnov, Vyshgorod district, Kyiv region. In 2010-2015 she was the chairman of the Litkovsky village council. In 2017, Olga Borisovna became deputy head of the Brovary district state administration. According to YouControl, she works as the head of the service for children and family affairs of the Brovary district state administration.

And then he again holds the position of deputy chairman of the Brovary district state administration.

Declarations speak about land matters

However, the most interesting information on officials is not contained in social networks or even the media, but in the declarations of Mrs. Yurchenko and the presence of land plots on these documents. Back in 2018, Olga Borisovna declared six plots with a total area of 22,200 square meters in the village of Letki, Brovary district. All of them came into her possession from 2010 to 2015.

Let us remember that it was then that Olga held the position of deputy chairman of the Brovary district state administration and was a deputy of the Brovary district council.

But, strangely, in the declaration submitted already in March 2024, only four of the plots that appeared in the previous declaration remain. However, the following lands acquired in 2021-2022 are owned.

And this is neither more nor less, but six plots, their total area is 7,261 square meters. However, it is worth noting that Olga Borisovna 100% owns only one new plot, acquired in 2022. But others are only declared, but for some reason they do not indicate the owners themselves.

On the DOM.RIA website we see that the price per hundred square meters of land in the Brovary district, and in particular in the village of Litki, starts from 292 US dollars per hundred square meters.

Let's take the minimum market price and see that the official's declaration as a whole contains land worth more than 2 million US dollars. That is, being only in government positions, you can get good assets.

However, this is not the only “embarrassment” of Mrs. Yurchenko

This is not the first time Olga Borisovna has appeared in scandalous situations. Stopkor journalists have already written that back in 2010, while holding the position of village head of the Litkovsky Village Council, she allocated funds from the village budget for project documentation to the private enterprise “Vic-Plus”.

“Yurchenko, being on the premises of the Litkovsky Village Council, contrary to the established requirements of paragraphs. 4 clause 2.3. agreement No. 17 dated 08.19.2011, abusing her official position, acting deliberately, realizing that the design and estimate documentation was actually transferred to the village council emergency department not in full On 08.19.2011, she signed act No. 1 of acceptance and transfer of project documentation under agreement No. 17 dated 08/19/2011 and thereafter in accordance with the bank statement On August 22, 2011, on behalf of the Litkovsky Village Council, she transferred funds in the amount of UAH 86,073.75 to the account of the state of emergency,” the case materials stated then.

By the way, then Yurchenko was never held accountable for her probably dubious actions, but already in 2020 she became a deputy of the Zazimsky village council. And then her career went up again, because in September 2023 she was appointed deputy chairman of the Brovary Military Administration for Social Issues.

And the most interesting thing is that Olga also became the head of the “Transparency and Accountability” working group, as the Brovary district state administration itself reports on its Facebook page.

Therefore, the question arises - by what criterion are personnel selected to work in the Brovary Regional Military Administration. And the answer may not be very pleasant.

We, in turn, addressed these questions personally on social networks to Olga Yurchenko and sent an official request to the Brovary RVA. At present, Ms. Yurchenko has not given an answer, however, a letter has been received from the Brovary district military administration, which states that Olga Yurchenko underwent a special check from November 29, 2023 to March 22, 2024. So, the results of the audit showed that she meets the standards established by law to occupy the position of deputy head of administration.

But regarding her work in the Litkovsky village council, the Brovary district military administration has no information. According to the law, of course, the administration may not have to have such data, but still, a person in a position who has an increased risk of corruption with such a background looks strange.
