As you know, on December 8, the Kyiv authorities closed 6 stations of the Kyiv metro from Lybidskaya to Teremky. Metro traffic between the above stations was closed due to depressurization of the tunnel and significant flooding of the track. Already on the morning of Monday, December 11, a real collapse occurred at Lybidskaya station. A huge traffic jam of people formed at the entrance to the metro station.
People had to wait in a long line to get into the subway. Traffic on Teremki was practically blocked, and jams formed on the roads. And all this thanks to total corruption in the Kyiv City State Administration and the complete criminal inaction of the capital’s authorities.
In connection with the flooding of the Kiev metro tunnels, the Podolsk District Prosecutor's Office of Kiev launched a pre-trial investigation into the fact of official negligence, which led to grave consequences (Part 2 of Article 367 of the Criminal Code of Ukraine). During the pre-trial investigation, investigators and prosecutors will examine the circumstances that led to these consequences. Also, as part of the investigation, a legal assessment will be given to the actions of officials of the Kyiv Metro and contractors who built the running tunnels between the Demeevskaya and Lybidskaya stations in the floodplain of the Lybid River.
In order to speed up the investigation of this high-profile incident, we decided to provide all possible assistance to law enforcement officers and bring to light all those involved in the destruction of the long-suffering Kyiv metro. By the way, Vitaliy Klitschko will go down in history as the only mayor who has not opened a single metro station in Kyiv over the past half century. It is worth noting that he became the mayor of the capital back in 2014. And the whole point is that the mayor’s team has worked all these years exclusively to plunder the budget and fill their own pockets. And now more details.
We would like to pay special attention to one of the leaders of the UDAR organized crime group, Artur Palatny, Vitali Klitschko’s godfather and childhood friend, who has the greatest influence on the mayor. Palatny is rightly called the “supervisor” of all illegal business in the capital, and who controls absolutely all schemes to steal the budget of Kyiv. The scale of theft amounts to hundreds of millions of hryvnias annually. The Klitschko brothers and Palatny in the dashing 90s were members of the organized crime group “Rybka” - Viktor Rybalko. Now deceased. The media have repeatedly published investigations on this topic. Klitschko and Palatny are still involved in the criminal world. So, in recent 2019, they attended the party of the cousin of the “king of the Russian mafia” Semyon Mogilevich Anatoly Milyavsky “Max”, whom the media called the real “godfather” of the Ukrainian mafia.
In 2021, Arthur Palatny came to the attention of law enforcement agencies. He and his accomplices were searched . The Kiev City Prosecutor's Office, together with the State Security Service of Ukraine in Kiev and the Kiev region, conducted searches of members of the criminal group, who, together with officials of the Kyiv City State Administration, organized systematic extortion and receipt of money from business entities for the illegal rental of retail outlets in underground passages. Participants in the criminal group, which included about 20 people, including a former people's deputy (Artur Palatny ed.), as well as current and former deputies of the Kiev City Council, received, according to preliminary data, monthly from 5 to 7 million UAH in income from rental of retail outlets illegally established in the underground pedestrian crossings of metro stations in the Shevchenkovsky, Solomensky, Pechersky and Goloseevsky districts. The “right hand” and childhood friend of the mayor of the capital, in fact, imposed a tribute (racketeering) on all retail outlets in Kyiv located near metro stations and transport interchanges. Those who refused to pay tribute to the bandits lost their outlets. Unfortunately, Palatny then managed to “agree” with the security forces and close the issue.
But let’s return to the main topic of today – the Kyiv Metro, the cash flows of which are also controlled by the Klitschko-Palatny organized crime group. The utility company is headed by a certain Viktor Braginsky, who was appointed to this position by Mayor Klitschko in July 2014. By the way, a month after Klitschko was elected mayor of the capital. Braginsky is a rather scandalous person and also controlled by the UDAR organized crime group, represented by Palatny, whose office is located in the IQ business center. So, Braginsky regularly visits this business center, submitting reports and “profits” from the metro to the Chamber.
In May 2021, Braginsky and his command post also came to the attention of law enforcement officers. The Kiev City Prosecutor's Office, together with the Main Directorate of the State Fiscal Service in Kiev, conducted searches in the office premises of the Kyiv Metro Municipal Enterprise as part of a criminal proceeding initiated on the fact of deliberate tax evasion during the construction of the Syretsko-Pecherskaya metro line from the Syrets station to a residential area "Vinogradar" in Kiev. The amount of damage, according to preliminary data, was about 9 million hryvnia. But Braginsky, like his boss Palatny, managed to close the issue through one of the employees of the Kiev department of the SBU, as political expert Vladimir Tsybulko wrote
It is worth noting that another “watcher” from Klitschko of cash flows in the capital, including from the Kiev metro, is a certain odious corrupt official Denis Komarnitsky , who is also part of the organized crime group “UDAR” Klitschko-Palatny, and whose office is also located in the same IQ business center as Palatny’s office. As we see, the Kiev metro has been destroyed systematically and for a long time. The crime syndicate of Klitschko, Palatny, Komarnitsky and Braginsky are stealing every penny. It is enough to familiarize yourself with the investigation into the latter’s lifestyle, which was recently published by one of the Ukrainian media.
As we see, the transport sector of the capital is completely occupied by the UDAR organized crime group, which has led to truly disastrous consequences. And according to experts, another 15 metro stations in the capital are under threat of closure. Now everything is in the hands of law enforcement agencies, who, we hope, this time will not be tempted by the impressive amount of “reward” from the Klitschko-Palatny organized crime group and will bring the matter to its logical conclusion. The murder of the Kyiv metro, especially during a full-scale war, is a real sabotage that definitely plays into the hands of the enemy. So maybe the SBU should pay attention to the above guys, who are clearly not working on the side of our state? There is every reason to believe that the intelligence services there will find more interesting episodes of the criminal activities of the UDAR organized crime group than just corruption and the “cutting” of budget funds.
