How did the family of chief police officer Malin Sergei Danilyuk enrich themselves by 14 million?

Apartments in a prestigious residential complex in the regional center, expensive foreign cars and their own business - close relatives of Malin’s chief police officer, Sergei Danilyuk, can boast of such wealth, the total cost of which can be estimated at approximately 14 million UAH.

But the law enforcement officer himself, according to the declaration, is “naked as a falcon.” Although at work he uses a chair for... 70 thousand. So what does the chief of police of a small town in the Zhytomyr region declare and what can he hide?

The details of the property status and biography of the head of the Malinsk police Sergei Danilyuk were carefully examined by the editorial journalists...

The head of the Malinsk police, Sergei Danilyuk, at least according to the declaration, leads a rather modest lifestyle. Almost the only expensive thing he can boast of is an office chair worth almost 70 thousand hryvnia.

But his relatives, judging by the available information, are quite wealthy people. At the same time, the “white streak” in Mr. Danilyuk’s family, by a strange coincidence, began in 2020, as soon as Sergei Viktorovich headed the police department in the city of Chudnov, Zhytomyr region. It was from that time that his loved ones suddenly began to earn more. The policeman's mother, mother-in-law and sister-in-law are supposedly successful businesswomen. Each has a sole proprietorship with KVED for food trade. True, the wife’s sister also has a KVED for the provision of real estate for rent, and the mother’s sole proprietorship has been completely terminated. Although, according to locals, her business is still afloat.

What condition are we talking about?

According to open sources, a year after her son received a new position, Danilyuk’s retired mother purchased an apartment in Zhitomir. Another year later - a BMW X5 2016 (although the chief of the Malinsky police himself uses it). And already in 2023, Danilyuk’s mother, together with his mother-in-law, bought a plot of land in Zhitomir, on which they quickly began to build. Currently, the construction of the facility is already at the final stage. As an extract from the Register of Construction Activities shows, the relatives of the Malinsky “cop” spent more than 2 million hryvnia.

And next to the new building itself, StopCor journalists noticed a car belonging to the sister of Danilyuk’s wife, Vera Tsapun. It is noteworthy that after 2020, the woman bought two apartments at once in a premium residential complex in Zhitomir. By the way, Danilyuk’s wife also had real estate there, but it was later sold. And besides this car, a 2018 Hyundai CONA is registered to Ms. Tsapun. Danilyuk’s sister-in-law acquired all this between 2021 and 2023.

“It is worth noting that, first of all, the woman actually owned seven real estate properties, two of which, according to data from the Real Estate Register, she probably sold. But these were very small plots of land, the sale of which would not buy two apartments in one of the best residential complexes in Zhitomir, which are now sold here for an average of three million hryvnia. Considering that the land that the woman sold is several times cheaper at market prices,” comments Maria Vinnichenko.

And what does Mr. Danilyuk himself declare?

According to the information provided by the NAPC, during the entire period of his service in law enforcement agencies, the man actually did not own anything. His wife bought and sold apartments. But this is not so easy to track in a man’s declarations. Although our hero, as a law enforcement officer, knows for sure: both that this is a violation and that there is punishment for it.

“Any actions that have the financial equivalent of one hundred living wages or more must be reflected as significant changes. A person has 10 days to make these changes. declarations. Or if she enters them incorrectly, then this is equivalent to entering deliberately false information into the declaration, for which three types of liability are provided depending on the amount that the person declared biasedly,” notes lawyer, managing partner of the law firm “Prikhodko and Partners” Andrey Prikhodko .

It is precisely because Danilyuk systematically does not publish declarations about significant changes in his property status that confusion arises with his family’s income. After all, for example, in 2019, his wife sold property, for which she received 1.2 million UAH. And the journalists couldn’t figure out what she sold. And Danilyuk himself could not explain this.

“I will not comment on my declaration now. Everything is listed there. Everything there is transparent and clear. I don’t even remember (whether the family sold anything - ed.),” he said in response to a question from StopCor.

Trying to find an explanation for the origin of the sudden income of relatives, reporters decided to talk to the women who had become rich.

It was not possible to find Danilyuk’s mother at home (or the media simply did not open the door). However, journalists saw the car that the woman bought in 2022. They could also compare her house with the new one that she and her mother-in-law are building. But they met with mother-in-law Valentina Vargalyuk. The only pity is that the meeting did not last long: the woman literally pushed the film crew out.

At the same time, Sergei’s work biography contains many scandalous stories.

However, most locals do not want to talk about this on camera. Maybe they are afraid of something?

As StopCor learned, back in Chudnov, Danilyuk’s hometown, where he was the chief of police, a private entrepreneur, Vitaly Lysy, who, according to our sources, often conflicted with him, went missing. Insiders associate the disappearance of the man, who has not yet been found, with Danilyuk, the journalist notes. By the way, after this incident he was transferred to head the police in Malin.

Residents of Malin agreed to talk about some high-profile stories on condition of anonymity.

“Such arbitrariness has never happened before. Basically, the forest is being chopped up by patrol policemen. When they stop minors without a helmet, they give them 200 UAH and move on. And you tell them: guys, the cars are driving with wood, all without tags - you can make money normally. Do you know what our task is? Our task is to catch them, and the chief of police is already putting money in his pocket. So, he says, we don’t stick our nose in there. This has come. He drives a BMW for himself. Our police themselves say that they are simply “lawless,” says local resident Mikhail.

The recent episode when the police, in particular Mr. Danilyuk, blocked the lawyer’s car also caused a lot of resonance. The lawyer says that this lasted six hours straight and explains the reason for these actions simply: the agricultural company whose interests he represents did not want to pay an unofficial tribute to law enforcement officers. In order to take revenge, they seem to have seized the farmers’ equipment.

“It’s no secret that the head of the local district police department promises all the business of the Malinsky district. Unofficially, the management of our agricultural company received offers to “get acquainted,” which was nothing more than simply payment for the unhindered passage of our agricultural equipment during production processes. Our leadership refused to cooperate in this way, since they are not taking any illegal or illegal actions,” comments lawyer Dmitry Korniychuk.

At the same time, the Main Police Department in the Zhytomyr region told StopCor: there was no blocking.

And the police were allegedly present to ensure public safety during investigative actions by employees of the SBU and the prosecutor's office as part of criminal proceedings, but did not take direct part.

Why does the video from the scene indicate otherwise? After all, the footage shows: all the cars present are blocking the exit of the lawyer’s car, and the police car is blocking its rear part.

“We were just present, standing on the sidelines. In order to ensure public order during investigative actions. Investigative actions were carried out by employees of the prosecutor's office, as well as the Security Service. That’s it,” said Sergei Danilyuk.

The local prosecutor’s office was unable to explain the behavior of Danilyuk’s subordinates.

Although, according to legal experts, the so-called “handing over of suspicion” to the lawyer was carried out in a completely non-procedural manner.

“If this happens to a lawyer, then lawyers are protected by Chapter 73 of the criminal procedural law. This is a special subject and in relation to a lawyer it is a special procedure. Accordingly, the suspicion must be signed by an authorized person no lower than the level of regional prosecutor or deputy prosecutor general. At the time of such detention and presentation of suspicion, there must be a representative of the National Bar Association, ensuring the protection of the rights of lawyers,” emphasizes Andrey Prikhodko.

Representatives of the National Bar Association were not present at the place where the car was blocked, or, as the chief of police claims, at the place where public security was ensured, and it is unknown who signed the suspicion for the lawyer.

And there are many such dubious stories around the Malinsky police department under the leadership of Mr. Danilyuk. Locals talk more about sawmills and forests.

“Patrol officers catch trucks without tags. They even drove around with tags a little before, one car - yes, the other - yes. And now everyone drives without tags. The patrolmen just catch them - stop. It’s as if they take you to the police, and the chief of police takes money for it, very good money. Even these people who drive say this. They say we are not afraid to travel. Let them stop. What do we need? We are drivers. The money ends up there,” says Malina resident Eduard.

However, when reviewing Danilyuk's declaration, it does not appear that this person has additional income.

After our story aired, the Zhytomyr State Police Department reported that this chair is the property of Danilyuk and is using it in accordance with the submitted report. But Danilyuk’s scandalous chair was removed from the local “honor board” and a new one was installed - the same as that of other police department employees.

“If a chair costs 60 thousand, then it cannot be included in the declaration. But my personal opinion, as a lawyer and a conscientious person: an official who earns 40 thousand hryvnia a month cannot afford to buy a chair for 60. Because logic is lost. Disproportion between income and expenses. That is, a person should live for a whole month on these 40 thousand. Buy groceries, refuel your vehicle, get dressed, etc. And she actually spends one and a half of her salary on the purchase of one chair. This, it seems to me, already indicates that the person has additional income,” notes Andrey Prikhodko.

Despite the replacement of the photo on the board, the chair itself still stands in Danilyuk’s office and indicates the discrepancy between expenses and income. Although there remains a possibility that it was given to him: for example, by his mother or mother-in-law. So the Stopkorovites came to NAPC to convey an appeal and initiate a check on the living standards of the head of the Malinsky police department, Sergei Danilyuk.

Our editors also sent an appeal to the Ministry of Internal Affairs so that they conduct an internal audit. We are still waiting for the results.

Let us remind you that the head of the Main Directorate of the National Police in the Zhytomyr region, Oleg Trachuk, also repeatedly became the hero of our materials because of his condition. After the publication of the declarations, it became known about his “vehicle fleet” worth half a million dollars. At the same time, one private company also transferred the trucks to his family.
