What condition can Kievexpertiza director Mikhail Khoroshevsky be hiding?

Journalists investigated what the head of the Kyivexpertiza enterprise, Mikhail Khoroshevsky, owns, declares and does not show to the public.

Mikhail Khoroshevsky, the long-term director of the capital's municipal enterprise Kievexpertiza, came to the attention of StopCor investigators due to recent searches that took place in the utility company entrusted to him. As it became known, officials and contractors are suspected of large-scale embezzlement of budget funds in restoration tenders. The luxurious condition of the “utility worker” also attracts attention.

So, what does Mikhail Khoroshevsky declare and - most importantly - what assets does not show in official documents? And what does the head of the Department of Financial Audit of the Kyiv City State Administration Oksana Koltik have to do with his financial affairs?

As StopCor learned, Mikhail Georgievich lives in a modern cottage in Vyshgorod near Kiev, located on two adjacent plots of almost 20 acres. In 2016, this property was given to him by his mother, Vera Egorovna.

It is noteworthy that Mrs. Vera herself legalized this property in an interesting way - through the court, in 2011.

And in 2015, Khoroshevsky’s mother and several other neighbors filed another lawsuit. They didn’t like that the Vyshgorod authorities designed a new plot, the owner of which cut down bushes and trees and exposed a panorama of the cemetery. They say that the view of the cemetery causes them (we quote): “spiritual discomfort and has a significant impact on health and mood.” However, the disgruntled neighbors lost all their cases.

The film crew visited the family “nest” where Khoroshevsky lives.

The journalists did not find the official himself: there was only a gardener on the estate. However, the Stopkorovites managed to record what was happening behind the fence of the luxurious courtyard.

“We saw a speedboat on a carriage, which was not in the declaration. Now this costs about 25 thousand dollars. Also parked near the house was a red Mustang convertible, also undeclared by Khoroshevsky,” says Igor Khmury.

Reporters checked the car's license plates. As it turned out, the convertible was also registered to the official’s mother under a gift agreement. Moreover, the foreign car was re-registered just the other day – on May 10th.

What else is known about the members of the Khoroshevsky family?

According to open sources, Vera Egorovna moved to the capital from Lugansk. In 2000, she founded a company in Lugansk with an authorized capital of only 10 hryvnia. But a year later the company was rewritten. In another Lugansk company, which moved to Kyiv in 2017, Vera Egorovna has less than 1% of the authorized share, and the company itself is in a state of liquidation.

According to the registers of property rights, a number of real estate properties are registered in the name of the pensioner. The pensioner received the last two objects - an apartment of 68 square meters and a parking space - under a purchase and sale agreement literally a year ago, that is, at the very height of the war.

At the address of the new acquisition there is a fresh elite residential complex “Dok-32”, built on Rybolovny Island in the Obolonsky district of Kyiv. Apartments of similar size here are priced at an average of 100 thousand dollars, depending on the view from the window and condition.

Representatives of StopCor found Mr. Khoroshevsky under the walls of “Kievexpertiza” and asked a number of questions about his mother’s property and searches at his enterprise.

In general, the official turned out to be taciturn.

“We have searches very often. I haven’t been to the interrogations yet, so I can’t even explain it to you. Everything I use is reflected in the declaration. A friend of mine asked for a boat for the period of martial law. In order not to pay for parking, he asked for a boat to park there. I don't use it, never have. How much does it cost?

As for the red Mustang, the official assures: this is supposedly the sister’s car. Although StopCor got hold of documentary evidence that had already been transferred to my mother. By the way, there is no mother or sister in Mikhail Khoroshevsky’s declarations.

The official himself has repeatedly come to the attention of investigative journalists due to inconsistencies in declarations.

Yes, our colleagues had previously “caught” him in a Volvo, which was registered to one of the companies. And only after the publicity did Avivka appear in Khoroshevsky’s declaration.

In addition, notes Igor Khmury, the Khoroshevsky couple had an interesting “nomadic” apartment in Kyiv with an area of ​​119 square meters. Formally, after the divorce, they even sued for her.

Interestingly, Khoroshevsky does not have it in his declaration for 2022. Just like the declaration for 2023. But between them, he provided information about significant changes, in which he indicated income from the sale of real estate of more than 4 million hryvnia. The property was purchased by Mrs. Irina Viktorovna Tishchenko. According to the registers, the full namesake actually purchased an apartment with an area of ​​119 square meters on the street in February of this year. Jordanian.

Based on these facts, StopKor is already preparing an appeal to the NAPC.

But let’s return to the “scheme” with tenders exposed by law enforcement officers.

It should be noted that the anonymous insider with whom the editors spoke considers Khoroshevsky to be more of an operational executor of the announced “equipment.” But he still calls the head of the Finaudit Department of the Kyiv City State Administration Oksana Koltik as the curator.

Oksana Tarasovna has been in her position for eight and a half years. She is the daughter of a Lviv businessman and politician, and even before finishing her first higher education she was already included in the Deposit Guarantee Fund. At the age of 25, she came under the wing of Gennady Plis to the same Audit Department of the Kyiv City State Administration, where she quickly became the first deputy, and then headed the reformed body.

Since the beginning of the declaration in 2015, Ms. Koltik’s annual salary has regularly increased by approximately 100 thousand hryvnia. The last rise was already during the war - Oksana Tarasovna received more than 800 thousand in a year.
