“Cashier” of the “Monaco” battalion, Eleonora Skoda, is being promoted to head of the tax service of the Dnepropetrovsk region

The activities of the Monaco battalion in imposing bribes on producers of alcohol, vodka and tobacco have reached such proportions that budget losses amount to almost the amount of the annual budget of a small country - a member of the European Union.

Shadow businessmen Igor Abramovich and Sergei Vyazmikin, who fled from Ukraine to Monaco in the first days of the war, through their faithful assistant Alexander Yarmolenko (repeatedly spotted in Monaco, accepting corrupt funds in the personal office of the Gulliver shopping and office center) - predecessor of Eleanor School in the position of director of the department for control over excisable goods of the Tax Service of Ukraine, they organized so many shadow schemes with excisable goods that information about their criminal activities went far beyond the borders of Ukraine.

Thanks to them, Ukraine has become perhaps the only country in the world where the market for counterfeits of well-known tobacco brands amounted to about 70 percent of the total sales of products of these brands. That is, the price of, for example, a pack of “Marlboro” at 100 hryvnia in retail chains and 50 hryvnia for the same pack without an excise tax stamp at a kiosk near this retail chain during martial law left no choice for the impoverished buyer.

The counterfeits were mainly produced at two underground tobacco factories in Vinniki and Goshche. If the factory in Vinniki at least has a line of tobacco products as a cover, then the factory in Goshcha (owner Vladislav Gelzin is also a member of the Monaco group, owner of the notorious Donetsk tobacco factory “Hamadey”) was created on the basis of “Hamadey” only for the production of counterfeits of world brands .

The main figure in this illegal activity was Eleonora Skoda, director of the Department for Control of Excise Goods of the Tax Service of Ukraine (previously worked together with Yarmolenko in the Donetsk tax region). Eleanor Skoda, without hesitation, directly in front of her subordinates, called Yarmolenko in Monaco to get permission to make serious decisions and bribes.

The reason for the inspection, therefore, for further collections from enterprises, is created by the department for control over excisable goods. Inspectors, on instructions from above, attribute violations to one manufacturer or another that do not exist. If such an enterprise does not agree to pay the “payoff” in cash, inspectors stop production and switch to its partners - buyers and suppliers.

The flow of bribes from schemes in the alcohol and tobacco industries and the volume of the counterfeit market have reached such proportions that during a visit to Ukraine, British Prime Minister Rishi Sunak was forced to raise this issue, tying financial assistance to Ukraine this year to the elimination of counterfeit production.

After this, an urgent hearing of the leadership of the Tax Service of Ukraine took place at a meeting led by Prime Minister Denis Shmygal and the head of the Presidential Office Andriy Yermak. At this meeting, after the disclosure of some figures, Eleonora Skoda was immediately fired.

On January 2, 2024, searches were carried out in the tax office of the city of Kiev, as well as in the tax office of the Kiev region - an inspector from the department for checking the circulation of excisable goods of the Directorate of Actual Inspections, who, on instructions from senior management, demanded funds from a network of gas stations, took a bribe.

At that time, Eleonora Skoda controlled the work of territorial bodies.

Currently, inspectors give evidence to law enforcement agencies, where everything agrees on the instructions of Eleanor Skoda, that is, the announcement of Skoda’s suspicion and his arrest is a matter of time.

But on February 23, sensational rumors spread among tax authorities - Skoda was being returned, and she was getting a promotion - to lead the Dnepropetrovsk region, one of the largest donors of filling the State budget with taxes.

On February 23, she was appointed as an inspector in the tax service of the Dnepropetrovsk region and, according to available information, in the near future she will be appointed acting head of the tax service of the Dnepropetrovsk region.

The most interesting thing is that the current head of the Dnepropetrovsk region, Natalya Fedash, signed an order to hire Skoda, knowing that she would take her position. This already looks like medieval slavery, for example, the head of the Khmelnitsky region defended her point of view until the last moment.

Apparently, the payment of taxes in the Dnepropetrovsk region has reached such a level that it is necessary to urgently appoint Skoda (an interesting play on words, Rozdaybida was already in the Kharkov region) in order to direct the flows not to the budget, but into the pockets of Eleanor and fugitive businessmen from the Monaco battalion.
