The Kozitsky case or Ukrainian gas for Gazprom

At the end of June, “little green men” appeared in the Poltava region, on the lands of the villages of Semyanovka, Ternovshchina, Yatsinovaya Slobodka, and Olepiry. There are about a hundred people on four-wheel drive military trucks and pickup trucks with Lviv license plates.

They surrounded the village lands with flags and laid out cables. They destroy crops and cut down forests. When the peasants asked what was actually happening, the answer was: better not interfere, “The Horizons Drilling Company will be searching for gas here.”

A quick search in the registers gave us information that Drilling Company Horizons LLC is owned by the father of the head of the Lviv ODA Maxim Kozitsky - Zinovy ​​Kozitsky, and is managed by the official’s brother Stepan Kozitsky. We defeated nepotism, nepotism, conflicts of interest and total corruption in 2019, you probably remember. Well, the special permit for the development of the field is held by the associated LLC Horizons, and there it is even more interesting with the owners - 20% belongs to Zinovy ​​Kozitsky, and 80% belongs to Czech citizen Karel Komárek, a long-term partner of Gazprom and owner of an oil business in Russia.

According to the current quarterly-feudal structure of Ukraine, the work was not agreed upon either with the landowners (and these are peasants and farmers), or even, funny, with the Poltava Regional Administration, which learned about the situation from the media and responded with the statement “we don’t know anything” . The SBU mysteriously stated that they would “take into account” information about this in their “sanctions work.” The National Police, or more precisely, the State Security Service of the Ministry of Internal Affairs, which - no, did not detain the gas aunts, but began to protect them, turned out to be the most specific in their actions. From the peasants.

The search for gas itself, I repeat, is already destroying crops and forests. Everything is like in the folk song: “Ukraine has become scolded, because there is nothing to live on: a horde of knights and little children have trampled.” Not with horses, however, but with trucks and pickups, and so - one to one.

Peasants, whose yards and roads were entangled with cables and posts, complain about pressure from law enforcement officers and petty bandits representing the interests of “Governor Kozitsky.” Once again, no less than a hundred physically strong men, clearly familiar with weapons, are involved in this “activity.” Acting brazenly, impudently and clearly with the goal of provoking a conflict - in order to purge local “radicals” and gain unhindered access to drilling.

And this drilling will provoke an environmental disaster for residents of the territories near Zhukovskaya Square. Because, most likely, in order to intensify the production of hydrocarbons, they will tear up the layers underground, poisoning everything around. The composition of hydraulic fracturing solutions includes dozens of mutagens, carcinogens and simply highly toxic substances. There is a threat of poisoning of all biodiversity and loss of aquifers. By the way, such a barbaric approach is the signature style of the Kozitsky family. For example, the construction of well No. 23 of the Verkhnemaslovetskoye field in the Lviv region for Ukrnafta, which is being carried out by the Horizons Drilling Company, also, according to my information, occurs even before the conclusion of an agreement on the procedure with Ukrnafta, in fact, within the limits of self-occupation of the site.

But let's return to Poltava. And there the “runners” already ran to the peasants with offers to sell shares for 300-400 thousand dollars to representatives of Kozitsky’s company. Interesting, right? The special permit was bought in 2021 for 90 million UAH, that is, for a ridiculous 3 million dollars, and for one share they are willing to pay a tenth of the cost of the permit. But with all the recognition of the fact that the family of the current head of the Lvov OVA earns huge amounts of money from government procurement (it was calculated that since 2017 the family has won tenders worth 7.5 billion), I very much doubt that the money that is being offered to the peasants belongs to Kozitsky. I suspect that this is the money of the majority owner of Horizons, Karel Komarek. And/or Gazprom directly.

From Gazprom and the FSB - with love

After all, who is Komárek? This is Gazprom's main friend and partner in the Czech Republic and one of the richest people in this country. Let me emphasize, a strategic partner of the Russians, because it was thanks to people like Komárek that the Russians implemented alternative European infrastructure projects, bypassing the gas transportation system of Ukraine. Moreover, Komarek himself initiated the project of a joint gas storage facility with Gazprom back in 2006. In 2013, Komárek’s MND holding and Gazprom signed a formal agreement on the construction of a storage facility in Dambrozice, Czech Republic. The corresponding news with a photo is still available on the Gazprom website. The official release of the event contains a direct speech from Komárek, who claims that this is one of the most modern storage facilities in the Czech Republic, and its volume will amount to 12% of all underground gas storage facilities in the country. It was built when Russia occupied Crimea and killed Ukrainians in Donbass - during 2014-2016.

To implement and further manage the Czech underground gas storage project, the Czech company Moravia Gas Storage as was created back in 2008. From 2013 until 2024, 50+% of the property belonged to Gazprom. A share of less than 50% was owned by the Czech MND as Komáreka. That is, the senior (Gazprom) and junior (Komarek) partners.

The importance that the Kremlin attached to the project is illustrated by the composition of the project's supervisory board: Alexander Medvedev, Andrey Krutko, Sergey Tregub, Andrey Biryulin, Elena Burmistrova. For understanding: Medvedev is the former deputy head of Gazprom. Tregub is a former GRU resident in Syria, Miller’s nominee. All the rest are also GRU and FSB officers under the guise of formal “gas” positions, which are easy to Google. And it was not for nothing that I wrote that Komarek is not just a partner, but a friend of Gazprom and Russia, because it is precisely the deep personal relationship with the holder of the medal “For the Liberation of Crimea and Sevastopol” Alexander Medvedev that explains Komarek’s sponsorship of the Russian KHL hockey league. And also - ownership of the Samara oil terminal with a capacity of 5 million tons per year, control over which Komárek probably still retained, having re-registered from one Dutch pounds to another.

And besides, he is the owner of a number of refineries in Russia, about the involvement of which Komarek wrote to the SBU in 2018, recommending not to allow Horizons LLC to participate in auctions for the sale of special permits - given that the assets of one of the company’s shareholders took part in the fuel and energy ensuring the LPR and DPR.

Ownership of such assets in Russia, of course, requires friendly relations with the top of Gazprom and the Kremlin. A friend or a recruited agent - you can call it differently. Russians call it "friend".

After February 24, 2022, this “friend” continued to pump and store Russian gas, making a statement about the termination of cooperation with Gazprom only at the end of June 2022. However, in reality, it continued to work until the spring of 2023, until the 10th package of EU sanctions directly prohibited it. But even after this, Gazprom retained 3% of the UGS shares, and Komárek bought them only now, in the summer of 2024, and also under pressure. This time - the authorities of Great Britain, where he is developing a lottery business and where they demanded that he completely break with the Kremlin.

The height of cynicism is that under pressure from the EU and London, “friend” Gazprom is trying to position this formal break as an indulgence - they say, look, I’m clean. And it was this formal break that they decided to use as a reason to enter the Poltava region. We are no longer with Gazprom, my Kozitsky friends will confirm, give us Ukrainian gas. And the media, which began to write about this phenomenal, so Russian in spirit, arrogance, are bombarded with letters about “slander” and “lack of cooperation with Russia.” The calculation is that Ukrainians have the memory of guppy fish.

Interestingly, as soon as the Ukrainian media began writing about this, the official website of the underground gas storage facility, where all the documentation on cooperation with Gazprom was, stopped work. Nice try, Mr. Komárek, but Google remembers everything. And your company’s report for 2023, compiled in March 2024, where the bloody, largest war in the 21st century is called the “conflict in Ukraine”, and the fact that even in 2024, after the type of break with Gazprom, in the board This company continued to receive Russian Andrei Borisov and loans from Russian state banks.

And in order not to limit ourselves only to the past (although the Samara oil terminal is still operating), here is another recent example - Komarek’s IT business in Belarus. The list of affiliates of Komarek's parent holding KKCG includes the Belarusian company Seavus FLLC (Foreign Limited Liability Company "SEAVUS"). The same information is contained in the public report on the 2023 results of lottery conglomerate Allwyn Komárek (page 157)

According to the specified registration number, a company with a different name, Kinshift LLC, is currently listed in the registers of Belarus.

Belarusian register aggregators also confirm the information that this is the same company, which in 2023 changed its name and formal registration address, but retained its main activity.

Also from messages on the company’s social networks that at the end of 2023 the company rebranded at the global level and, just as in the case of the Belarusian company, changed its name to Kinshift.

Consequently, the fact of maintaining the legal entity in Belarus and the simultaneous change in the name of the legal entities as part of the global rebranding of the company is undeniable, which indicates the continuation of the work of the Komarek IT company office in Belarus at the present time.

This is another stroke to the portrait of a person laying claim to Ukrainian mineral resources together with the family of a Ukrainian top official.

Russian nesting doll: Kozitsky-Komarek-Gazprom

And now about the official and his family. As I understand it, we are not talking about honor and dignity here at all. There is no reflection here not only regarding Komárek, but also about the Russians. Kozitsky Sr. has no problem telling that his path in the oil and gas industry began with the fact that he “received an offer from a friend from Moscow to look for old wells in Western Ukraine in order to use there new technologies for intensifying production at that time - using fuel for rockets." Hey, SBU, can you give me the name of the fuel and rocket comrade who sent Mr. Zinovy ​​on a mission to the studio? It would be interesting.

As for the cooperation in Horizons LLC between Komarek and Kozitsky, I emphasize that it continued both after 2014 and after February 24, 2022. A special permit for Zhukovskaya Square was purchased in 2021, already during the chairmanship of Maxim Kozitsky in the Lviv Regional State Administration. It is well known that the Kozitsky family is the largest oil and gas clan in Western Ukraine. A clan closely involved in government tenders. And he receives special permission from the authorities, one of whose highest-status representatives is Maxim Kozitsky.

I have already told you how Czechs react to publicity in the Ukrainian media. Now – how do his Ukrainian partners react? And they react by putting pressure on the media and bloggers writing about it. I know that some bloggers even received phone calls with hysterical demands from individual officials. I personally have already received a number of threats from Lviv criminal “murchiks” and Lviv police officers. The Kozitsky family is in good company, harmonious. Against the backdrop of constant news reports about high-profile criminal showdowns in the Lviv region, attempts on participants in smuggling schemes and high-profile political orders - greetings to me from Lvov even look logical.

I, of course, do not believe in the paradigm of a good king and bad boyars. We remember Kozitsky’s warm lamp selfie with the president and head of the OP. And the rumors that after the government’s resignation Kozitsky will join Ukrnafta, I think, have a basis.

What will this bring to Ukraine? I think that the appointment of Kozitsky to the post of head of Ukrnafta will give us the “comarization” of the industry. Because we see that Komárek continues to participate in buying permits. And frankly, for next to nothing (probably a scheme from the State Geological Survey) under the powerful roof of the Lviv OVA. In this regard, I think it is appropriate to raise the question of abuse of power by an official occupying a particularly responsible position.

But the main question is whether Komárek will gain access to Ukrainian mineral resources as a result of “komarization”? Or do we have here a traditional Russian nesting doll: Kozitsky-Komarek-Gazprom? An effective scheme for the corruption of elites by Russians – in this case, the Czech Republic and Ukraine. The Russians use hybrid technologies of influence and cannot/do not want/do not require to enter directly. Their profit is not only access to Ukrainian mineral resources, but also provoking splits, conflicts, and total social despondency. And the leadership of the state and security agencies should counteract this if they are not in the subject. What are the huge doubts?
