The deputy corps, despite the demands of the public, actually turned a blind eye to the fact that the owner of this building - the specified LLC - does not have a security agreement for it and is going to demolish this structure for the construction of a residential complex (LC) “Franklin Concept House”.
By the way, companies in the orbit of famous businessmen and politicians Andrei Vavrish and Dmitry Isaenko (in the collage to the right and to the left, respectively) are interested in this. Interestingly, last year the developers finally lost the lawsuits regarding this building - the servants of Themis confirmed that the capital authorities in 2020 legally recognized it as a cultural heritage site.
As it became known to KV, on February 8, 2024, the Kyiv City Council agreed on the transfer of a land plot on the street. Olesya Gonchara, 71 in Shevchenkovsky district for rent to Arix LLC.
The corresponding draft decision No. 08/231-1663/PR dated July 20, 2020, during a plenary meeting of the City Council, was adopted only on the third attempt: twice it did not receive the required number of votes from the deputy corps (56 and 60 for), after which it was nevertheless approved 63 votes. The subjects of this document were the Deputy Chairman of the Kyiv City State Administration (KCSA) Valentin Mondrievsky and the Department of Land Resources of the Kiev City State Administration.
We are talking about a plot of 0.05 hectares with cadastral number 8000000000:88:196:0004, which Arix LLC will lease for 10 years for operation and maintenance of a multifunctional complex (MFC). According to the decision adopted, the code for the Classification of Types of Purpose of Land (KVTsPO) of this site is “for the construction and maintenance of market infrastructure buildings (administrative buildings, office premises and other public buildings that are used for business and other activities related to making a profit) " According to its functional purpose, this site belongs to the territory of medium- and low-rise residential development.
As noted in the explanatory note to the approved draft decision, the above-mentioned CFK is a non-residential building with an area of 494.1 sq.m., owned by the same Arix LLC. We are talking about the Osip Rodina estate, which is an object of cultural heritage of the capital. At the same time, information about this is not indicated in the draft decision, because the document was prepared even before the building officially received protected status.
In particular, deputy Ksenia Semenova (Servant of the People faction) spoke out against the approval of this document during the plenary meeting of the Kyiv City Council. Her main argument was that the owner of the building did not enter into a security agreement with the Department for the Protection of Cultural Heritage of the Kyiv City State Administration, which would allow the destruction of this object in the future.
“In public communications, the developer declares that this estate will be demolished as a result of new construction. It’s not difficult to conclude a security agreement, isn’t it? Let the building owner do it. Otherwise, let’s not say that we are protecting cultural heritage and history during the war,” emphasized Ksenia Semenova.
However, despite the fact that the vote on this issue was failed twice, as a result of such arguments, the deputy was still not enough, and the people’s representatives agreed on this land allotment.
