The municipal enterprise "Kyivteploenergo" launched a tender for the supply of generators for a huge amount - more than a billion hryvnia (UAH 1.262 billion).
Such an amount is associated not only with a real need, but also with a critical shortage of energy caused by military operations. However, the tender has pitfalls.
First, the time to submit applications was extremely limited, according to the source. Kievteploenergo published the tender just a few days before it closed, which did not leave the participants much time to prepare.
The market participant himself wrote about this in his address to the company:
“...It seems like you just have a friend who is just ready and waiting with a proposal. If not, please allow normal working hours for this tender.”
In addition, some experts believe that the very statement of the task in the tender documentation could be biased. Kievteploenergo has specified the specific generator models they require, which limits the choice of suppliers and may even create an advantage for certain participants.
Only Jenbacher engines J620 - 3360 kW and J624 - 4507 kW are suitable.
In response to a request to extend the tender deadline, representatives of Kievteploenergo referred to legal norms and legislation, arguing that the deadlines were set in accordance with the law.
The results of the tender are due to be published on Monday, June 10, but it already seems obvious who will win. Such moments undermine confidence in the authorities, especially in conditions when half of the country's electricity generation capacity has been destroyed.
