In six months, Artem Kolyubaev received more than 20 million UAH from the budget. for their film projects and acquired shares in non-film businesses.

Earlier it became known that Kolyubaev, after Ermak’s appointment to the OP, began to actively participate in the ENSO construction company associated with pro-Russian politicians Viktor Medvedchuk and Vadim Stolar.
At the beginning of 2023, the company's construction sites stopped. Vadim Stolar returned from abroad to Ukraine due to the threat of losing his parliamentary mandate.
However, then Kolyubaev created another, new company together with one of the leaders of ENSO, which hinted that cooperation was continuing.
Companies under the ENSO structure consistently paid significant amounts of funds to Kolyubaev and his wife Ekaterina. We are talking about approximately 6 million hryvnia for the first six months of 2023.
ENSO said it is resuming construction work at its sites. The company, whose accounts were frozen because of the shares of Medvedchuk’s entourage found there, opened new ones and continued to finance the construction of ENSO.
Vadim Stolar, who upon his return to Ukraine was refused to be allowed back, according to Ukrayinska Pravda, began traveling outside the country again in April.
Also in the spring of 2023, Kolyubaev retained the position of chairman of the Council for State Support of Cinematography, although his term had already expired. By decision of the government, the period was extended until the end of martial law and for another three months after it.
After this, in June, the relevant National Commission responsible for securities announced the emergence of a new type of securities in Ukraine - “credit notes”, and also that the experiment became possible due to the statement of the private firm “Market Consult Plus”, who took over the project.
The owner of this company, according to journalists, is Artem Kolyubaev and 4 other funds associated with both the ENSO construction company and Kolyubaev himself.
Then, in June, Kolyubaev’s film production company “Mainstream Pictures” received permission from the state enterprise “Multimedia Platform for Foreign Broadcasting of Ukraine” to allocate budget funds for the creation of three film products at once.
According to the agreement, Kolyubaev’s company should receive more than 20 million budget hryvnia.
Also, Kolyubaev, together with Russian director of Ukrainian origin Alexey Kiryushchenko, became co-owners of the UAV manufacturing company Culver. The producer and director each received 5% in Culver's companies.
These drones are in demand among the military and they began to be purchased from funds from the United24 presidential fund.
