Vitaliy Klitschko and the leadership of the Kiev Metro community concealed the facts of flooding of the metro tunnels for three years, which led to the emergency closure of six stations of the “blue” line. And the problem is not with the “preceders,” as the mayor’s ally Dmitry Belotserkovets is trying to present, but with the Ocean Plaza shopping center.
During the construction of the “blue” metro line from the Lybidskaya station in the south-west direction, which began in 2005, the waters of the Lybid River flowing nearby were directed into a specially built collector, which completely eliminated the flooding of the new stations: Demeevskaya, Goloseevskaya and Vasilkovskaya.
Construction of the Ocean Plaza shopping center began in April 2010, and the shopping center was opened in November 2012. All this time, the water in the Lybid River periodically rose, which caused soil erosion and minor flooding. The situation changed dramatically after 2020, when Ocean Plaza was literally flooded with boiling water due to a breakthrough in the heating network.
After an internal investigation, during which they came to the conclusion that the problem was in the waters of the Lybid River, the owners of the shopping center (at that time Vasily Khmelnitsky and the Russian oligarchs Rotenberg) decided to arbitrarily open the collector of the Lybid River, in the hope that “the water will go into the ground.” But the water of the Lybid River went into the tunnels of the Kyiv metro.
According to our sources at the Kiev Metro, part of the “blue” metro line began to flood about three years ago, after the opening of the sewer. At first, the water slowly eroded the walls of the tunnels, cracks began to appear on them, through which the water pushed sand into the tunnel. Over time, water and sand began to seep into the tunnel more and more, causing flooding and washing away more and more sand. Train drivers were the first to complain to their superiors. The drivers' complaints were rejected, but at night the railway workers began to walk around to remove water and sand.
The Metropolitan management was aware of what was happening, but they were ordered to remain silent about the problem, under threat of dismissal. For the last two months, the situation has completely gotten out of control: water and sand washed up to such an extent that the sand had to be removed by freight cars. The water was destroying the arches of the tunnel, flooding and sand washing occurred at such a speed that it was decided to close part of the “blue” line. Realizing that there would be a lot of press, the KP management removed 8 tons of sand before closing.
Now to the question of how it even became possible that the Kiev authorities allowed part of the metro line to be destroyed in exchange for the “prosperity” of the shopping and entertainment center. To understand the situation, it is enough to carefully study the background of the three interested parties: the mayor of Kyiv Vitaliy Klitschko, the head of the Kiev Metro CP Viktor Braginsky and the oligarch Vasily Khmelnitsky. All three are closely connected and are directly related to the Ocean Plaza shopping center.
Vitaliy Klitschko took part in the construction of the Ocean Plaza shopping center through the company of oligarch Igor Nikonov, “KAN” Development, which he once made deputy. The abbreviation “KAN” stands for the capital letters of the names of the final beneficiaries: Klitschko - Aliyev - Nikonov.
One of the co-owners of the Ocean Plaza shopping center is Vasily Khmelnitsky, who appeared in common projects with KAN Development. Literally a month before the tragedy, Vasily Khmelnitsky nominally got rid of the participation of the Ocean Plaza shopping center , “selling” his share (33.35%) in the Ocean Plaza shopping center to a business partner, owner of the investment company Q Partners Andrey Ivanov, with whom he has a common business in the occupied Crimea and the Russian Federation .
Viktor Braginsky was appointed director of the Kiev Metro in 2014, immediately after the election of Vitaliy Klitschko as mayor of Kyiv. Braginsky is connected by common projects with Vasily Khmelnytsky, and even ran for elections to the Kiev City Council of the 7th convocation from his party “Rights Will of Ukraine”. Braginsky’s function in this story is to conceal the fact of the destruction of the metro tunnels due to the opening of the sewer, in the interests of Klitschko and Khmelnitsky.
As we see, all three: Klitschko, Braginsky and Khmelnitsky had an interest in the Ocean Plaza shopping center, and all three have long been closely connected with each other. Therefore, between the “metro for the Kiyans” they chose “their shirt is closer to the body”, and the flooding of three metro stations can always be blamed on the “preperednikiv”.
