When will the “godfather” of the Odessa BEB Sergey Muntyan move from a warm chair to a bunk?

On the night of October 29-30, employees of the Central Office of the State Bureau of Investigation (SBI) arrived in Odessa without warning to carry out investigative activities. The leadership of their territorial administration was not aware of what was happening. The headquarters was afraid of leaking information about searches as part of the investigation of a high-profile criminal case, so regional colleagues were notified about this at the last minute.

According to our sources, searches were carried out in the office of the Odessa Territorial Administration of the Bureau of Economic Security (TU BEB), as well as at the home addresses of the director of the Odessa BEB Sergei Muntyan and his deputies - Denis Florov and Oleg Pershin, who during the war ran grain schemes through Odessa ports. They are allegedly digging for information based on the so-called “grain corridor” scheme. We are talking about more than 10 billion losses to the state from non-payment of taxes by a number of grain traders. Of course, the difference in amounts from unpaid taxes went into the pockets of specific individuals, in particular, into the pockets of Sergei Muntyan and his accomplices.

Investigative journalists and international partners have been trumpeting this for the second year with one voice. But the security forces arrived only now. Well, better late than never. Sergei Muntyan is an extremely toxic law enforcement officer, who before the war was pulled out of oblivion by his feet, washed, shaved, given a position and a “roof” for the plunder of the Odessa region. Lounging in the Varadero restaurant on Leadersovsky Boulevard, he daily throws keywords at his listeners: “Office of the President”, “Ermak”, “Tatarov” and “Kieper”. We decide everything - we deprive everyone. A good-for-nothing sycophant, who has a sign hung on his office door and whose route is marked out every day, trumps with big names, thereby demonstrating his importance.

Six months ago, Muntyan appointed Denis Florov, his former subordinate in the Odessa UBEP, to the position of deputy, without competition, who since 2021 has headed the Department of Strategic Investigations (USR) in the Odessa region. In 2023, Florov was thrown out of the department in disgrace for poor performance and connections with criminal elements. Florov systematically leaked or sold operational information to criminals and helped to strangle their competitors.

A regular client of the then head of the Odessa USR was the Nikolaev “statutor” Igor Naumenko - “Naum”, whom a high-ranking law enforcement officer warned about the upcoming dangers. By the way, the “werewolf in uniform” is still suing the head of the National Police and trying to be reinstated in his position. Florov is trying by any means to return to the feeding trough. As the head of the Odessa USR, he quite successfully “degreased” importers, helping the latter import goods without paying taxes.

All this happened, of course, not without the participation of the leadership of the Odessa customs. The scheme is quite simple: they opened the container - seized the goods - took out the contents - handed them over to the customer. The cash, accordingly, was put in the pocket. It is not surprising that such a “capable” fellow ended up in the inner circle of the corrupt official Muntean. We came across very interesting documents from Florov’s past, which eloquently describe this scheme:

Muntyan's second deputy, Oleg Pershin, is his cash register - he carries cash from point A to point B. They say that he licks a well-known place for his boss so well that even in the toilet he controls the stream so that he does not spray it on expensive shoes. It is especially worth noting that this character very carefully clears out, in principle, like Florov, any mention of his beloved self on the Internet, since there is a minimum of information about him. Consider the fact that there is no information about these two figures even in the NAPC. The declarations of Florov and Pershin are not there, which means they are classified. And they decided there? But thanks to the Google search engine and the YouControl analytical system, we can verify that their declarations were once published in the public domain. By the way, there is no information about them on the official website of the BEB. There is information about Muntean and one of his deputy:

What kind of weirdness do you have to be in a government position to be afraid of even your own shadow? The boss of these two terrified law enforcement officers, Sergei Muntyan, has been in public service since 1995. For almost 30 years of service in various positions, practically nothing is known about him; there is not a single photograph of him. The only thing we managed to find out is that he comes from Voznesensk, Nikolaev region. Just like his brother Dmitry. But this is not about today. Let's return directly to our “hero”.

The organized crime group of Sergei Muntyan also includes representatives of other law enforcement agencies. The judges of the Kyiv district of Odessa also did not stand aside. The Chairman of the Kyiv District Court, Sergei Chvankin, as well as the judges of the same court, Dmitry Tishko and Lyubov Kalinichenko, are also quite closely involved in the “grain corridor”, and for a small share they help Muntyan and his guardsmen milk the grain traders. In addition, Judge Kalinichenko is Muntean’s legal wife, which undoubtedly makes it easier for them to carry out grain schemes. By the way, deputies of the Verkhovna Rada have repeatedly announced these multi-million dollar schemes of Muntyan.

And now about the bad news for the Odessa looters from the BEB. In the highest offices of the country, a decision was made to take on Muntean and his organized crime group as quickly as possible. As our sources say, the searches conducted by the State Bureau of Investigation are just the beginning. Considerable forces, including the SBU, were involved in the development of this criminal syndicate, headed by the head of the Odessa BEB. And if you thoroughly coward this corrupt herd, you can safely raise money for Ukraine’s annual defense budget.
