The company of ex-assistant to the chairman of the Lviv regional council Ganuschin received millions in contracts

Over the three months of last year, the company of the ex-assistant of the former chairman of the Lviv regional council, Alexander Ganuschin, sold almost 6 million UAH worth of drones to local councils of the Lviv region and directly to military units. They supplied all these drones due to tender purchases on the Prozorro website.

From September to December 2023, Perimeter LLC, owned by exhibition assistant Andrei Zagorodnik, participated in 11 procurements for the supply of unmanned aerial systems. Of these, three tenders were organized by the 103rd Separate Territorial Defense Brigade, in which Major Alexander Ganuschin currently serves. All other tenders were carried out by local councils of the Lviv region, in particular, Solonkovskaya, Skolevskaya, Gorodotska and Dobrotvorskaya.

Active sales of drones by Zagorodnik’s company coincided with the preparation of the so-called “military personal income tax law,” which was supposed to direct taxes on the income of military personnel from local budgets to the state budget. The Cabinet of Ministers registered the corresponding bill on September 12. And two weeks later, the company Perimeter LLC begins to actively participate in tenders for the purchase of drones, while the bill has not yet been voted on. It is worth noting that the Verkhovna Rada voted on the bill on November 8, 2023, and it was after this that Andriy Zagorodnik’s company held the latest tenders and changed its activities.

The company of Ganuschin’s ex-assistant won tenders where it was the only participant

According to the YouControl analytical system, Perimeter LLC belongs to the former assistant to the ex-chairman of the Lviv Regional Council Alexander Ganuschin Andrey Zagorodnik.

The company won tenders in which it was the only participant. We are talking about the purchase of two DJI Mavic 3 Pro quadcopters and one unmanned system ordered by the Gorodok City Council; purchase of an unmanned system for the Skole City Council; a tender for the same complex for the 103rd TRO brigade, another for the Dobrotvorsky village council and another unmanned complex and 13 DJI Mavic 3 Pro quadcopters for the Solonkovsky village council.

In total, out of 11 tenders, Andrey Zagorodnik’s company won five, the total purchase amount of which is 5 million 881 thousand 175 UAH. Three tenders in which Andrei Zagorodnik’s company lost did not take place; in three more purchases, Perimeter LLC was beaten by competitors, two of these tenders were directly ordered by a military unit, one for the Solonkovo ​​community.

Tenders with competitors were canceled

The Perimeter enterprise won all completed tenders in which it participated. If there was a competitor offering a lower price, the customer canceled the auction. For example, in the procurement of the Solonkovo ​​territorial community the winner was Group Intrade LLC, but, as stated in the disclosure protocol, the tender proposals did not take place “due to lack of proposals.”

In another tender commissioned by the Skolev City Council, which talked about the purchase of the same drone, the winner was again Group Intrade LLC, and the tender was also cancelled. This time, the reason for the refusal was stated as “the impossibility of eliminating identified violations of legislation in the field of public procurement.”

Another failed tender took place on November 20, it involved the purchase of 64 DJI Mavic 3 Pro quadcopters for the Solonki community. There were already four participants, the winner was Terra Group Trading House LLC, but the tender was rejected due to “reducing procurement costs.” We note that in all three tenders organized by local councils, in which Andrei Zagorodnik’s company lost to competitors, purchases were cancelled.

They don't do drones anymore

Andrei Zagorodnik himself told reporters that his company has already stopped supplying drones. According to Zagorodnik, he communicates with the former chairman of ENT, Alexander Ganuschin, but, they say, his company supplying drones for the brigade in which Major Ganuschin serves is a coincidence.

“We were producing drones in 2023, but have now stopped producing them because there were problems with labor organization and spare parts. OTG has something to do with procurement, I sold them drones, it’s their business to whom they transfer these drones,” explained Andrei Zagorodnik.

A real estate agency has become a drone supplier

“Perimeter” is a fairly old company. It was registered back in 2000 in Khirov in the Stary Sambir region. Founded by Vasily Bakalts and Nadezhda Gorbacheva, the company initially provided intermediary services in real estate transactions. In January 2021, the company changes its owner - Andrey Zagorodnik becomes it. Subsequently, the specialization of the company also changes: the real estate agency receives the main KVED for the production of air and space aircraft and related equipment. Last year, the company sharply became more active in public procurement. It is worth noting that according to the YouControl analytical system, the company earned only 47,200 UAH from purchases from 2010 to 2022, and for almost four months of 2023 - more than 5.8 million UAH. As is already known, this is the result of supplying drones to the military and local councils.

What do Zagorodnik and Ganushchina have in common?

Andrey Zagorodnik was an assistant to Alexander Ganuschin when he headed the Lviv Regional Council during his 2010-2015 term. His brother Ivan Zagorodnik was the confidant of the Ganuschina family during the registration of property with a notary.

The friendly relations between Andrei and Alexander are evidenced, in particular, by Ganuschin’s message, in which he accepts the IceBucket Challenge flash mob from Yaroslav Dubnevich and passes it on to Andrei Zagorodnik.

Yaroslav Dubnevich, from whom Ganuschin took over the dousing baton, is the brother of Bogdan Dubnevich, chairman of the Solonkovsky village council. By the way, Ganuschin himself was Dubnevich Jr.’s assistant. “Perimeter” supplied drones to Solonka, but Bogdan Dubnevich does not know to whom these drones were transferred. “We are sent to different battalions and brigades, I cannot say that. Now I don't remember. I don't have to tell you. Go to hell and don’t call again,” said Bogdan Dubnevich in a comment to LVIV.MEDIA

Another head of the city council who purchased drones from Perimeter is Skolevskaya. Chairman Nikolai Romanishin is a former close employee of Ganushchina, as NGL.media wrote about him. These words are confirmed not only by their common photos on social networks, but, for example, in July 2019, Ganuschin and his wife were guests of honor at the wedding of Romanishin’s daughter. Nikolai Romanishin himself refused to answer questions from LVIV.MEDIA journalists about where the drones supplied by Zagorodnik’s company were sent, because he was on vacation and was in church at the time of the conversation. “I can’t talk, I’m in church now, people are looking at me, do you want me to answer you?” Nikolai Romanishin said.

Another head of the City Council, this time Gorodotsky Vladimir Remenyak, confirmed in a comment to LVIV.MEDIA that the drones purchased from the Perimeter LLC company were sent to the 103rd separate territorial defense brigade, where Alexander Ganuschin serves in the military.

And the head of the Dobrotvir community, Taras Keleberda, explained to LVIV.MEDIA that the drones, which were purchased from the company of the ex-assistant of the former chairman of the ENT, were sent to one of the units of the National Guard. “The drones went to a military unit of the National Guard. This company was selected through a tender. At the beginning of the year, we had a program approved; we collaborated for two years with this part, so we determined the purchase purely for them. I don’t know who is whose assistant, we determined the proposal at the tender procedure site,” explained Taras Keleberda.

Ganuschina's position

Alexander Ganuschin himself refused to answer journalists’ questions about the supply of drones to his team through the company of his expo assistant. Ganuschin stated that he does not know such a publication as LVIV.MEDIA at all, although he had previously published his materials on this site.

“I don’t know anything about you, or about LVIV.MEDIA, or about my former assistant,” Alexander Ganuschin said over the phone and hung up.

By the way, another assistant of Ganuschin has already been tried for transporting Ukhilyans abroad. The Galitsky District Court of Lvov found Andrey Tupis, a former assistant to the deputy of the Lvov Regional Council Ganuschin, guilty of illegally transporting Ukhilians abroad; he was fined 180 thousand UAH.
