Ecopark Osokorki is a popular place for active recreation in Kyiv. Here you can enjoy the landscapes of meadows, lakes and young forests. The park helps reduce the negative impact of surrounding facilities, such as the Energia incineration plant and the Poznyaki heat supply station. Construction of the park has recently begun, including filling in the straits between the lakes and installing barriers. The left bank of the land was given over to the construction of high-rise buildings even under the chairmanship of Alexander Omelchenko.
Most of one plot of land is occupied by Lake Nebrezh. That is, it’s not even dry land. And here the prosecutor's office must file a lawsuit to return the land to the community. Judicial practice shows that such areas can be sued. But prosecutors are waiting for answers from the government and local authorities.
The fact is that there is a memorandum signed by the authorities of Kyiv, the Ministry of Internal Affairs, the Security Service of Ukraine and other institutions. According to it, the Ecopark is being developed by the Capital Group, but at the same time it must complete housing for the defrauded investors of Arkada Bank.
“Capital of Groups” is associated with “Batkivshchyna” sponsor Vlada Molchanova. It is she who appears in one concept about the development of Kyiv.
It is important that among those who signed the memorandum on the fate of the Ecopark there is no other party - Kiev residents seeking to preserve the recreational area.
So prosecutors have a dilemma. Two public interests collided at once - environmental defenders demanding the preservation of a recreational resource - potentially this is part of the Emerald Network and the deceived investors of Arcade.
