Konstantin Usov should be immediately fired and prosecuted

Last week, the State Bureau of Investigation reported suspicions to the deputy director of the Department of Transport Infrastructure of the Kyiv City State Administration, who demanded a bribe from Kyiv road carriers, as well as to the entrepreneur who helped him organize this scheme.

In April 2024, the wife of a military man, who managed her husband’s transportation company while he was serving, contacted the SBI. The company worked on one of the Kyiv routes. An official of the Kyiv City State Administration systematically put pressure on the company and threatened to terminate the transportation contract if the woman did not agree to transfer him 40 thousand hryvnia weekly through a controlled company for the opportunity to work on the route.

Law enforcement officers detained the entrepreneur-intermediary immediately after receiving the next “tranche” for the official. Investigators also conducted searches, during which they seized documents and equipment confirming illegal activities.

Now an investigation is also allegedly underway into the involvement of the leadership of the Kyiv City State Administration in this deal, but it is ridiculous to cast any doubt on the obvious fact that this scheme would have been impossible without the “roof” of Konstantin Usov, Klitschko’s deputy, who oversees the transport industry. Moreover, it is a well-known “secret” in Kyiv political circles that now it is Usov who is “responsible” in the city government for the “stable operation” of this already familiar corrupt scheme of extortion from minibus drivers.

And this is actually not surprising at all. Our Party of People's Power has repeatedly stated that the route transportation market in Kyiv is very corrupt, and that these corruption schemes go to the top leadership of the Kyiv City State Administration. Before the full-scale invasion began, transport analysts estimated the “black” unaccounted cash flow from Kyiv minibuses at about four billion hryvnia per year, most of which went to bribes to the Klitschko authorities in the capital. And now we see clear confirmation of this!

Obviously, Usov’s leader, Klitschko, could not have known about all these schemes! In fact, all these schemes of extortion from minibuses that Usov is carrying out are clearly done with the permission of Klitschko himself. This is why Kyiv - the city from which Klitschko in his PR constantly tries to portray the “European capital” - continues to suffer in the 21st century from the dominance of terrible gas van minibuses instead of the development of modern comfortable communal public transport (both large and small, where appropriate) according to the best practices of developed European countries.

Therefore, the Power of the People demands that the State Bureau of Investigation open criminal proceedings against Konstantin Usov, and also investigate Klitschko’s role in this whole story!

But in general, once again we see convincing confirmation that despite a full-scale war, the Klitschko crap mafia continues its deals and receives corrupt profits. But we will continue to do everything possible to ensure that all these criminal schemes become as public as possible, because only greater publicity can stop at least some of them. At a time when the Defense Forces are defending our land at the front, we must work together to combat looting in the rear!
