The corruption group of Vitali Klitschko and Arthur Palatny makes billions from drug trafficking during the war

It seems that the law enforcement system in our country has failed. And this is during a full-scale Russian aggression. Criminal clans, feeling their complete impunity, carry out their schemes right under the noses of the security forces.

The criminals in power behave especially freely. In our case, we will talk about the criminal syndicate of the mayor of Kyiv Vitaliy Klitschko and his godfather Arthur Palatny, who occupied the capital of our country ten years ago. We have previously written about the spheres of influence of the criminal duo, from brothels and funeral schemes, to the seizure of capital lands and outright theft of budget funds. Today we want to open the eyes of Ukrainian law enforcement officers to the capital’s drug trafficking under the guise of KP “Pharmacia”.

Povoroznik Nikolai Yuryevich is the first deputy chairman of the Kyiv City State Administration and, concurrently, the main wallet of Vitaliy Klitschko, through whom the exchange of “rewards” takes place. Under the scope of activity of Povoroznik is KP “Pharmacia”, which is subordinate to the Department of Health of the Kyiv City State Administration. The latter, as stated on the official website, is “the most extensive network of pharmacies in the city of Kyiv, with 150 pharmacies and pharmacy points in all districts of the city.” In addition, “Pharmacia” completely controls the capital’s market for pharmaceutical narcotic drugs, the total value of which is about 5 billion UAH!

The scheme under which the enterprise and Povoroznik work together with the KSCA group is quite simple: “Pharmacia” issues forms for F-3 prescriptions through a network of “drug cabinets”, where the drugs are sold by providing them to drug addicts. At the same time, the Pharmacia chain of pharmacies sells them, simultaneously creating the largest distribution link for narcotic drugs in the capital. It is not surprising why, at the end of 2020, Pharmacia became the third most profitable utility company after Kievteploenergo and Kievkommunservice. Although back in 2014 it was one of the leaders in unprofitability among Kyiv enterprises and had a debt of 20 million.

The “right hand” of Mayor Klitschko, Artur Palatny, is also involved in the scheme. On this occasion, representatives of the NGO “NON-STOP” filed an application for committing a criminal offense back in the summer, as a result of which the Solomensky District Prosecutor’s Office, in pursuance of the decision of the Solomensky District Court of Kiev dated July 26, 2023, in case No. 760/16108/23, introduced information in the ERDR under No. 42023102090000146 dated 08/01/2023 on the grounds of a criminal offense under Part 4 of Art. 191 of the Criminal Code of Ukraine.

We especially note that drug crimes and punishment for them are spelled out in detail in Section 13 of the Criminal Code of Ukraine: “Criminal crimes in the sphere of trafficking in narcotic drugs, psychotropic substances, their analogues or precursors and other crimes against public health.” There are 25 articles, and the deadlines for most of them are not at all childish. But, as we see, the Klitschko-Palatny organized crime group is not too afraid of the consequences of their criminal activities. There is every reason to believe that behind them are very influential people from the very top of the central government, who have a significant share of the drug trade in the Pharmacia communal pharmacies.

We demand an immediate response from all law enforcement and regulatory authorities.
