Corruption scheme at Ukrenergo. Restoring energy after shelling

Officials of PJSC Ukrenergo are being checked on suspicion of possible embezzlement of funds during the restoration of energy after shelling in the Odessa region.

The editors of 368.media learned about this from the materials of criminal proceedings under Part 4 of Art. 191 CC.

We are talking about the appropriation of budget funds allocated for the restoration of the critical infrastructure of the electric power industry, which was destroyed during missile attacks from Russia.

The SBU established that Ukrenergo officials, in order to eliminate the consequences of rocket attacks on the 330 kV Usatovo substation, entered into an agreement with the company to transport a 330 kV transformer from the 330 kV Artsyz substation. This included dismantling, transportation and installation of equipment.

The tender was held only with the participation of the Chernomorenergospetsmontazh company. According to the terms of the contract, transportation was carried out by rail to the Zastava-I station. 1.63 million hryvnia were spent on this.

At the same time, as justification for its price, the contractor provided a certificate of provision of services, where the latter billed the specified amount for transportation, in which one of the components was reimbursement of the cost of international transportation services in the amount of 1.2 million hryvnia.

Also, the cost of transporting cargo across the territory of Ukraine is set at 309 thousand hryvnia. However, copies of documentary materials under the above agreement indicate that there were no international shipments; the transformer was delivered by message across the Zatotsky railway bridge. In addition, it was established that the entire procedure for transportation by rail actually cost 88 thousand hryvnia.

Suspicion has not yet been announced to anyone. According to Opendatabot, the director of the company is Anatoly Kilimenchuk, and the beneficiaries are Yulia Adamovskaya (instead of Valentin Kobylyansky), Vladimir Glyantsev, Alexander Zozulinsky and Alexander Bilozor.
