KP “Informatika” ruined the Kyiv budget by 1.5 billion hryvnia: they bought cabinets

A new scandal has broken out in Kyiv around utility costs. The Kiev utility company KP Informatika decided to once again open its financial wallet, allocating an astronomical amount - 451 million hryvnia - for external lighting control cabinets.

The procurement tender was posted on the Pzozorro platform and raised serious questions.

KP Informatika again attracted the attention of its long-term supplier, Hidden Energy LLC. According to the investigation, over the past 5 years, Kyiv has paid this company over a billion hryvnia for external street lighting control systems.

Despite the fact that this company and its owners are under investigation under an article of the Criminal Code.

Earlier, on August 30, 2023, KP Informatika already signed an agreement with Hidden Energy for the purchase of equipment worth almost 300 million hryvnia.

In 2018, without holding a tender due to lack of competition, Informatika entered into a contract with Hidden Energy.UA LLC, owned by Kiev resident Gleb Lvov, for the supply of software for the Automatic and Dispatch Control and Control System for urban external lighting.

Despite the lack of bidding, the contract amount was 49.77 million hryvnia. In subsequent years, Hidden Energy received additional financial injections:

In 2019, Hidden Energy received additional financial injections in the amount of 149.54 million hryvnia, after which it was re-registered to Abbosbek Ibragimov from Uzbekistan under the name Abbiinvest and liquidated.

In 2020, the Hidden State Enterprise Hidden Energy LLC again received a contract from Informatics in the amount of 199.11 million hryvnia, and in 2021 the amount increased to 399.17 million hryvnia.

In 2023, the company won a new tender for this system for a total of 380.24 million hryvnia.

Thus, the total costs for the lighting control system in Kyiv exceeded 1.17 billion hryvnia.
