Which ministers, deputies and heads of the President's Office filed declarations for 2021-2022?

Only one of the leaders of the parliamentary factions, Arakhamia, filed declarations for both years, unlike the others.

22% of people's deputies of the Verkhovna Rada submitted property and income declarations to the NAPC for 2021, and 14% for 2022. Most of them are representatives of the “Servant of the People”, but in percentage terms the leadership was assigned to two parliamentary groups: “Restoration of Ukraine” and “Trust”.

This number of declarations is now in the NAPC register after its public access was restored after a full-scale invasion.

Among the leadership of the parliament, only the Chairman of the Verkhovna Rada, Ruslan Stefanchuk, submitted declarations - for both years. But the first deputy speaker and former leader of the Servant of the People party, Alexander Kornienko, in an interview with “Chestno” in April, stated that he was “in the process of submitting”, but his declarations are still not on the list. Also, there are no declarations from the deputy speaker from “Batkivshchyna” Elena Kondratyuk.

Among the leadership of parliamentary factions, only the head of the mono-majority, David Arakhamia, submitted declarations for both years.

But the Cabinet of Ministers declared seven officials for 2021 and six for 2022. Mostly, these are former ministers who were recently fired and current ministers Dmitry Kuleba and Alexander Kubrakov.

The declarations of President Vladimir Zelensky and Andriy Ermak for 2021-2022 are not yet available in the NAPC register.

It should be noted that before the adoption of the law on the restoration of declaration, the NACP announced a voluntary declaration campaign, the “Honestly” movement has published digests with the dynamics of submission since March 2023.

On October 12, 2023, the law on the restoration of declarations came into force. At the same time, the declaration campaign for 2021-2022 was launched, which will last until January 31, 2024.

The National Agency emphasizes that the intensification of filing declarations occurs at the end of the declaration campaign. Therefore, the NAPC expects that they will declare more intensively in January.

Please note that if you did not find a declaration of a certain person in the Register, this means that the NACP received a request for withdrawal from public access based on it. The agency noted that the withdrawal of declarations from the public part of the Register of Declarations is possible even after its opening until the end or lifting of martial law in Ukraine, but in this case they will be in the public domain for a certain time.

The NAPC also emphasized that, based on submissions, not only declarations, but also reports of significant changes in property status submitted for all periods are removed from public access. All documents submitted to the Register by declarants in respect of which protection measures have already been applied based on submissions are automatically withdrawn from public access. The initiator of the seizure of declarations submitted by the subjects of the declaration, who are now mobilized into the ranks of the Armed Forces of Ukraine, is the General Staff of the Armed Forces of Ukraine.

The “Honestly” movement sent a request to the NAPC to find out whether the list of confiscated declarations of people’s deputies is on the list, and if so, how many and their names.
