The procurement story of the State Logistics Operator has reached a new scandalous level. The signing of contracts for 17 billion hryvnia with seven companies for the supply of food products ended in a break with two enterprises, United Food Group and Grandpri LTD. In addition, StopCor analysts also inquired about the cooperation of DOT with Trade Granit Invest LLC, behind which are scandalous businessmen Vladislav Yakubovsky and Dmitry Adamovsky. And at the same time, we checked what was remarkable about other companies on the list of food suppliers for the military.
About how the State Logistics Operator conducts procurement, it is already possible to write a script not only for a film, but for an entire series. And the further you go, the more interesting the plot becomes. So let's start with the fact that on June 10, 2024, the State Logistics Operator named seven companies that will supply products to the military over the next six months.

Let's look at what's wrong with bunker procurement
Let's start with the fact that StopCor has already written about United Food Group. To date, DOT has already terminated the contract with United Food Group LLC because they were unable to provide the necessary logistics. And it is not surprising, because this company was registered just three weeks before the tender, in May of this year. That is, without experience, she wins the tender for more than 1.583 billion hryvnia.

However, the “Busky Cannery” became disgraced not only in 2017. In April 2019, he got into a scandal due to the mass poisoning of military personnel in Lviv. Then the company supplied the military unit with expired canned food that had been produced back in 2015. According to the Commander-in-Chief, 57 National Guard soldiers were poisoned at that time.
The court decision clearly stated that the canned fish and meat products purchased by the military unit were purchased by contractors from Bussky Cannery LLC (EDRPOU 00376403) under the names of other trademarks, and the expert opinions on the delivered consignments of goods did not correspond to the delivered products, which indicates its inadequate quality, quantity (weight) of ingredients and non-compliance with the actual shelf life.
But for the bunker this is not an argument; it is probably necessary to continue to solve the delay somewhere. After all, the main thing is that the plant has powerful warehouses.
The next company that did not last long was Grandpri LTD LLC. The DOT noted that Granpri LTD LLC was suspended from fulfilling orders until the comments were eliminated. However, when the company announced that it had corrected the deficiencies, the DOT team re-checked its capacity and found that Granpri LTD was only able to provide power to two of the three regions assigned to it - Kirovograd and Odessa. Warehouse facilities for supplies to the Donetsk region do not meet the stated requirements, as reported by DOT on its official page. An almost similar situation occurred with United Food Group LLC, as DOT itself reported in an official letter to the editor of StopCora.

But on the Prozorro site there is not a word that the contract has been terminated. Today there is only information about the conclusion.
In addition, in the same Prozorro system we see two more concluded agreements between United Food Group LLC and the State Logistics Operator.
And now let’s return again to “Grandpri Ltd.” It is also interesting that this company rented equipment from Valery Druzenko’s wife. The information source “Echo of News” speaks about this. And Druzenko’s own company, Asics Group LLC, must supply food products to military units in the Nikolaev, Kherson, and Dnepropetrovsk regions. By the way, the company has an authorized capital of only 1 thousand hryvnia.
Moreover, even before April 2024, all accounts of this company were frozen.
LLC "Trading House Marintal Group" Vadim Alperin against the Ministry of Defense and the Specialized Prosecutor's Office
And if we talk about procurement as an exciting series, then it’s also worth remembering the brawl between the bunkers from the Marintal Group Trading House LLC. According to Dana Yarovaya, this company is affiliated with the structures of Vadim Alperin. It is he who is suspected of involvement in corruption at customs and smuggling, the damage from which amounted to 77.7 million hryvnia. The Specialized Anti-Corruption Prosecutor's Office (SAP) reported this on its Facebook page.
But according to the scenario already familiar to Ukraine, in 2020 Alperin was released from the pre-trial detention center, because a bail of 70 million UAH was paid for him. However, by decree of President Vladimir Zelensky, the decision of the National Security and Defense Council to impose sanctions on a number of individuals and legal entities, including Vadim Alperin, was put into effect. Then, also by Presidential Decree No. 161/2021 of April 14, 2021, Alperin was deprived of citizenship.
So, already in 2023, Trading House Marintal Group LLC entered the auction for the supply of products to military units. However, they were rejected. According to Dana Yarovaya, “The value proposition was normal, but the documents did not meet a huge number of qualification requirements. Starting from the trivial - electronic documents were signed in the wrong way, confirmation of an authorized person to sign the contract was not provided, to more serious ones - the catalog was not correctly assessed, which means immediate failure, the number of employees does not meet the qualification requirements, a bank guarantee was not provided. Of course we reject them.”
But it didn’t happen here. LLC “Trading House Marintal Group” went to court. And a long period of judicial race begins.
By the decision of the Sixth Administrative Court of Appeal dated June 27, 2023 (case 320/21224/23), the Plaintiff’s appeal was partially satisfied and the Ministry of Defense of Ukraine is obliged to: re-consider the tender offer of MARINTAL GROUP TRADING HOUSE LLC.
In pursuance of the decision of the Sixth Administrative Court of Appeal of the Ministry of Defense, protocol dated July 10, 2023 No. 2/9/11, the proposal of TD Marintal LLC was revised and a decision was made to cancel the purchase since it was impossible to eliminate the violations that arose due to identified violations of the law on public procurement issues , namely, it is impossible to fulfill the requirements of the decision of the Sixth Administrative Court of Appeal in case No. 320/21224/23 of June 27, 2023 on the re-examination of the proposal of MARINTAL GROUP TRADING HOUSE LLC, since there is no technical possibility in the electronic procurement system to return for qualification.
By the decision of the Kyiv District Administrative Court dated July 19, 2023 (case 320/24405/23), the administrative claim of MARINTAL GROUP TRADING HOUSE LLC was upheld and the decision of the Ministry of Defense to cancel the simplified procurement, documented in Protocol 1/2, was canceled. , which by the decision of the Sixth Administrative Court of Appeal dated July 24, 2023 was left as before.
In order to implement the decision of the Sixth Administrative Court of Appeal dated 06.27.2023 (case 320/21224/23) and taking into account the conclusions of the decision of the Sixth Administrative Court of Appeal dated 07.19.2023 on 320/24405/23 and the conclusions made in decisions 700.2023 on dishes 320 /26423/23 (chairman judge Parinov A.B.), 320/26429/23 (chairman judge Kuzmishina A.M.), and dated 08/02/2023 in case 320/25821/23 (V.V.) based on the protocol dated 08/11/2023 No. 2/9/13, the proposal of MARINTAL GROUP TRADING HOUSE LLC was re-examined and, based on the results of the review, it was established that the proposal does not meet the conditions specified in the announcement of the simplified procurement and the requirements for the subject of procurement.
After lawsuits to the Ministry of Defense, Trading House Marintal Group LLC did not give up, but filed a lawsuit against the inaction of authorized persons of the Office of the Prosecutor General. The first time the company's request was not granted.
But that’s not all. A new application is received and now, by the decision of the Pechersky District Court of Kiev, the competent person of the Specialized Prosecutor's Office in the field of defense of the Office of the Prosecutor General for Criminal Proceedings No. 42023000000001294 dated August 4, 2023, was obliged to enter into the case of Economic /23 as a third party with independent demands for termination of contract No. 286/2/23/24 dated June 23, 2023, concluded between Trade Lines Retail LLC and the Ministry of Defense of Ukraine based on the results of the purchase with identifier UA-2023-05-25 -013818-a and declaring it invalid with the use its invalidity.
And finally, only in 2024, the matter reached its logical conclusion. LLC “Trading House Marintal Group” withdrew its statement of claim.
It is noteworthy that the third party in this court decision was Trade Granite Invest LLC.
Trade Granit Invest LLC and scandalous purchases
Finally, a series about the famous company “Trade Granite Invest”. Here it seems that the bunker is not only stepping on the same rake, but is also looking for that rake. And this is not because Trade Granite Invest must supply food products to military units in the Ternopil and Vinnytsia regions, having previously traded in petroleum products. The problem is that this company has already worked with DOT, won the tender and not only got into a scandal with low-quality products, but also sued DOT, as StopCor has already written about. court and a court fee of 582,890 UAH was paid from the state treasury.
The next turn in the relationship between Trade Granit Invest LLC and DOT was a scandal with food quality. When the military began to complain, a commission headed by Deputy Minister Vitaly Polovenko discovered that it was Trade Granit Invest LLC that supplied the low-quality products. It was a tender worth 666 million hryvnia, which Trade Granit Invest LLC won in September 2023.
And although Polovenko did not name the company at the time, an adviser to Deputy Defense Minister Bogdan Yarov spoke about it on her Facebook page.
And here again Trade Granit Invest LLC is among the product suppliers. Isn't it a strange situation?
Who is behind Trade Granit Invest LLC?
The Trade Granit Invest company, by its main type of activity, is engaged in the wholesale trade of drinks, but it is better known on the Internet for other types of activities - the production of petroleum products, the production of other chemical products, n.v.d.g., the production of lifting and cargo -unloading equipment, etc. Its leader is Yulia Vladimirovna Pavlichenko. However, everything is not so simple here. The media associate this company with the former Trade Commodity group of Andrei Adamovsky and ex-government official of Viktor Yanukovych Vladislav Yakubovsky.
And indeed, if in YouControl you look at who Pavlichenko herself is connected with, then a historical connection arises with Ukrainian Locomotive Company LLC.
Even today, its director is Vladislav Yakubovsky, but one of the beneficiaries is a certain Eurasia Investment Company LLC.
Why did she interest us? It is here that among the founders we see Vladislav Yakubovsky and Dmitry Adamovsky.
So, from 2016 to 2019, Dmitry Adamovsky was the founder of Crimea-Aromat LLC, registered in the “subject of the Russian Federation, the Republic of Crimea.” An information source suggests that Antikor has reassigned Adamovsky’s company to dummies. After all, Vyacheslav Ivanovich Lukashenko, rewritten by Crimea-Aromat LLC, has another company - Krymstroy-2012, which builds houses in Yalta. And so she earned only 1.2 million rubles in a year. And “Crimea-Aromat” earned 24 million rubles last year. Then there are two possible answers - either Lukashenko managed to buy such a successful project, or the owner changed only formally, which is more truthful. Another owner is Mikhail Anatolyevich Andreev, to whom Adamovsky’s share in Crimea-Aromat LLC was initially transferred to 81.21%. By the way, Mr. Andreev was also never a distinguished entrepreneur; he sells vegetables in the Bakhchisarai region.
If you look even more closely, then, judging by the identification code indicated opposite Adamovsky, he is a citizen of the Russian Federation.
Vladislav Yakubovsky is remembered as a scandalous politician during the Yanukovych era and the owner of the Trade Commodity company, which disrupted tender contracts and supplied low-quality fuel at inflated prices.
As we see, there are many questions for DOT, because almost every company with which the agency has entered into an agreement has an unpleasant trail of scandals or litigation. In addition, after the possible termination of contracts with companies, new tenders must be held, and this may threaten interruptions in the supply of products to the military.
