Luxury housing in Pechersk - as a “gift”: ex-official of the National Police Tishlek can be fined... 3400 UAH

The dismissed Deputy Head of the National Police Tishlek can get away with a fine of 3,400 UAH for “presents” worth 842 thousand UAH?

He received as a “gift” free accommodation in an apartment in elite Pechersk and other “goodies” worth almost a million hryvnia, got into a loud scandal with his wife’s possible Russian citizenship, and appeared in a story with possible connections with a Russian crime boss. And, despite the resonance, almost got away with it? The court may fine the former deputy chairman of the National Police Dmytro Tyshlek only... 3,400 UAH.

What did Dmitry Tyshlek become famous for? What details of his declarations attracted the attention of the NAPC? And what is known about the production that the SBI is investigating?

3,400 hryvnia - this is exactly the meager fine that can be awarded to former high-ranking official of the National Police Dmitry Tishlek, who allegedly received a gift worth 842 thousand hryvnia.

Last year, journalists from the Bihus.info project established that Tishlek’s wife and mother-in-law probably have Russian passports, and he and his family may have connections with a crime boss from a hostile country. These facts are being investigated by the State Bureau of Investigation.

The editors of StopCor sent a request to the State Bureau of Investigation, to which they received a short and clear answer: “the pre-trial investigation continues.”

It is noteworthy that Tyshlek claimed that he himself initiated the inspection. Among the official's loud statements is also the fact that he himself submitted a report for dismissal from the post of deputy head of the National Police.

“I decided to write a letter of resignation due to the fact that a lot of information is being spread about me online and because because of this a shadow falls on the entire system. Therefore, I decided not to expose management, quit and resolve all my issues legally in order to refute many facts about me,” Tyshlek said.

But a week after this statement, information appeared in the media that Tyshlek now holds the position of adviser to the Department for Supporting the Activities of the Chairman of the National Police. And in the submitted declaration, Tyshlek himself recorded a position in another Department - this time for strategic investigations.

And the honest employee seems to be waiting so long for the NACP inspection that he never even showed up to receive a protocol on the violation and give an explanation.

“Despite repeated invitations, Dmitry Petrovich Tyshlek did not arrive at the National Agency,” says the administrative offense protocol drawn up against Tyshlek for committing administrative offenses in the Pechersky District Court.

The document also states that he received gifts from friends in the form of rental housing at prices below the minimum market value. The NAPC managed to find out this by checking the information published in the journalistic investigation.

“Yes, our legislation provides for these types of gifts. NAPC explains this as follows: a gift, among other things, is property that is transferred for paid use at a price below the minimum market price. But Tyshlek did not pay for this property at all,” notes Maria Vinnychenko.

What final responsibility will the official bear for free accommodation in a luxury apartment in Pechersk and in a huge house in the Kyiv region: 3,400 hryvnia or less? The court must decide on May 1 of this year. So StopCor continues to monitor the progress of the process.

Let us recall that in October 2023, the media published information that the newly appointed deputy head of the National Police was living with a partner of a Russian crime boss and had a wife with a Russian passport.

On October 27, it became known that Dmitry Tyshlek turned to the State Bureau of Investigation (SBI) with a request to check the information published on the Bihus.Info portal. This information concerns accusations that he uses the property and car of the family of the partner of the head of a criminal group in Rostov, and also contains references to his wife having a Russian passport.
