Lviv multimillionaire deputies Yuri Doskich and Ostap Doskich are building up Lviv with money from the amber mafia

Lviv deputies Ostap and Yuriy Doskichi have been building a reputation for years as decent businessmen who respect family values, engage in charity work and help the disadvantaged.

This image is a classic for a good PR campaign that can work for many years. But the picture is very different from reality if you examine the circle of business partners and friends of the Doskich family. Respected philanthropists find themselves a little “blacked up” in the theft of public funds, construction in hazardous areas and connections with semi-criminal elements.

EU contract in a hazardous area

In November 2020, during a televised debate with an opponent, the mayor of Lvov, Andrei Sadovoy, reproached the fact that there were a lot of developers on the European Solidarity list. They say that with such candidates the city risks turning into a complete construction site. His then-rival Oleg Sinyutka did not find how to respond to this reproach, since to a greater extent the mayor’s words are completely true.

One of the representatives of the construction business on the list of “European Solidarity” in the elections to the Lviv City Council was Ostap Doskich. He and his brother Yuri are well known in the Lviv region. First of all, with its Gal-Kat enterprise, which produces copper wires and cables. Recently, journalists discovered that the company was involved in the theft of Ukrzaliznytsia funds in the case of former adviser to the Presidential Office Artem Shila. We are talking about tens of millions that passed through the accounts of Doskich’s companies. In any case, the investigation says exactly this.

Another activity of the Doskich family is construction. And here their interests coincided with another representative of the European Solidarity party, Nazariy Berbeka. He is one of the founders of Lviv Investment Company LLC and perhaps the most famous developer in Lviv.

One of the new buildings connects Berbeka with Doskici. Thus, Ostap Doskich’s wife Anna and Nazariy Berbeka are the founders of Safe Town LLC, whose registration address is Kulparkovskaya Street, 96A.

The residential complex “Safe town” of the same name is being built at this address. The daughter of Ostap and Anna Doskich, Anastasia, owns an apartment, a parking space and two non-residential premises there. Doskich's son Vitaly also owns one apartment and two premises in the Safe town residential complex.

According to the documents, the developer of the residential complex is “New Housing”, legally registered as Lviv Investment Company LLC, owned by Berbeke and his business partners Taras Didyk and Alexander Poternak.

The construction site on Kulparkovskaya Street used to house a car depot. Subsequently, the land plots were rented by Tibet LLC, owned by the Doskiches. This company was engaged in the manufacture of shoes and, in fact, rented these lands for production facilities. However, obviously, building high-rise buildings is much more profitable than selling rubber boots, so Doskich and Berbeka, thanks to connections in the Lviv City Council, where both are deputies, achieved a change in the purpose of the plots from industrial, transport and communications lands to residential and public development lands.

The sites of the future complex are located on the site of the Lviv motor depot No. 6, which, in accordance with zoning, belong to zones of enterprises and structures of IV-V hazard class. In such places it is allowed to build transport enterprises, warehouses or bases. But not housing. But in the spring of 2020, deputies of the Lviv City Council convinced that a residential complex next to the railway on the site of a motor depot would be the best solution. Doskici and Berbeca received a unanimous yes for their housing development.

Friends-developers from a scandalous wedding

In October 2023, the entire Lviv region was abuzz with news about the luxurious wedding of former prosecutor Rostislav Ilnitsky and SBI employee Roksolana Moskva. Dear country club, two days of celebration, a two-meter cake, famous singers and, of course, no less famous guests. Ostap Doskich was also at the wedding. According to the local press, he was sitting next to Roman Poburko. Poburko ran for the Lviv City Council from the Warta party in 2020, but unlike Doskich, he did not receive a mandate.

Poburko and Doskichi are business partners in DP Invest-Project LLC. The main activity of the company is architecture.

The Poburko family has its own construction business. In particular, the Global Development company is registered to Yulian Poburko. The company built the Forest Hill residential complex on Na Nivakh Street. True, instead of the permitted four floors, the house grew to twelve. The company received numerous orders from the State Architectural and Construction Inspectorate to demolish the extra floors. In 2019, the Lviv District Administrative Court ordered the developer to demolish eight floors of the Forest Hill residential complex. This decision was subsequently upheld on appeal.

It is worth noting that apartments on floors for which there was no construction permit were, of course, sold in advance to gullible investors.

In 2020, the prosecutor's office reported suspicion to the developer of the Forest Hill residential complex. The suspicion was reported to a fraudulent developer who had deceived the owners of an entire unfinished high-rise building (88 apartments). We have already received evidence for 14 episodes, where the amount of damage is almost 8 million UAH,” said the chief prosecutor of the Lviv region, Irina Didenko.

Poburko's company is also known for other scandalous buildings. Thus, Global Development was involved in the illegal construction of the Orange residential complex on Varshavskaya-Sosnovaya Street. The permit was issued for a 3-story building, while the developer advertised a building with 10 floors. In 2017, thanks to the efforts of the Lviv City Council, the land plot was returned to the park.

Also, Poburko’s Global Development was an investor in the construction of the Galicia residential complex on Shevchenko Street in Lviv. The developer began construction on his own, but never got to the point of demolition. The Lviv City Council agreed to a settlement agreement, and in return received a certain number of apartments as communal property.

The mentioned neighbor of Ostap Doskich at the prosecutor's wedding, Roman Poburko, has interesting family connections. He is married to the daughter of the former head of the State Bureau of Investigation Roman Truba - Marty. It was with her that he posed for a photo with the newlyweds in October 2023.

Family-building connections

Another guest close to the Doskiches was present at the same prosecutor’s wedding. This is Myron Kindii. He is a co-owner of the construction company "Family Estate" and the founder of the construction company "T.V.D." The businessman is also the president of the football club of the same name, where he is a playing football player.

Yuri Doskich's eldest daughter, Yulia, is related to the Kindii family. In particular, now she bears their last name.

According to the profile website of LUN, the company "T.D.V." built 7 houses, two more houses are in the process of construction. Now Miron Kindiya’s company is building the Sofievka residential complex on Vengerskaya Street in Lviv.

According to the Register of Rights, an entire house on Vengerskaya Street is registered in the name of Yuri Doskich’s daughter, Yulia Kindiy, without indicating individual apartments.

Amber trail in Doskichi construction sites

Another business partner of the Doskich family in the construction industry is another well-known family – the Prodivusov. Bogdan Prodivus and Ostap Doskich are the founders of Safebud Company LLC, Plus Development LLC, Joint Stock Company Closed Non-Diversified Venture Corporate Investment Fund Maryville and Polesie Group LLC. The latter company was accused in 2019 of illegally demolishing bakery buildings in Zhitomir and causing material damage.

Ostap Doskich, together with his brother Yuri, are also co-founders of the company Budresurs LLC. Its co-owners are Bogdan and Stepan Prodivus, who in turn own the construction company Plus Invest Development. This company is building the Plus Development residential complex on Malogoloskovskaya Street in Lviv.

The Prodivus family is known primarily for the amber scandal and court cases surrounding the Mostobud company. Bogdan Prodivus' brother Vladimir was a people's deputy from the Party of Regions and chairman of the board of Mostobud. Was recorded on video during a showdown between gangs of amber diggers in the Rivne region. In particular, Vladimir Prodivus brought a group of “athletes” from the Zhitomir and Kiev regions who tried to divide spheres of influence with local representatives in the forest.

Before this, back in 2015, Vladimir Prodivus was suspected of intending to take control of the Ukrburshtyn company.

After becoming a deputy, Vladimir Prodivus headed the Boxing Federation of Ukraine. In May 2022, he got into a scandal because of a handshake with the head of the International Boxing Association, Russian Umar Kremlev.

In June, the Ukrainian Boxing Federation elected a new leader, but Prodivus tried to appeal this decision for a long time. In July 2023, Vladimir Prodivus “gave up” and refused to continue the fight for a position in the Federation.

Stepan Prodivus, who is a business partner in the construction business with Doskich, heads the Lviv Boxing Federation.

Construction is a complex business and is often associated with numerous corruption risks. Obviously, the Doskich family knows this for sure. After all, in each of the described four cases of business relations there is a share of scandalousness. In some places it is more – as in the story with the Prodivuses, in others it is purely family – like attending a prosecutor’s wedding together with construction partners. But one way or another, all these stories are very far from the respectable image that Yuri and Ostap Doskichi paint. And no matter how much good their charitable foundation brings, it is very difficult to connect all this with how much harm their corrupt and illegal activities bring to the state.
