After the NACP restored access to electronic declarations of officials, the Editorial Board continues to monitor the condition and standard of living of domestic officials. This time, the attention of journalists was attracted by the mayor of Vishnevoye in the Kyiv region, Ilya Dikov.
According to ITV ratings, in 2024 he headed the top rich mayors of the Buchansky district.
Declaration for 2022
In his declaration for 2022, Ilya Dikov named the executive committee of the Cherry City Council as his only source of income. During the year, as the mayor, he earned 701,635 hryvnia, that is, his monthly income is approximately 58,469 hryvnia. Although in 2021 the chairman of Vishnevoy earned less - 697,110 hryvnia, that is - 58,092 hryvnia per month.
His wife, Natalya Koroshchenko, brought much more to the family budget - 2,233,799 hryvnia. The woman earned most of the profit, or rather 2,121,549 hryvnia, by doing business. Ms. Koroshchenko received the remaining 112,250 hryvnia from individual entrepreneur Sergei Karasenko as income paid to a self-employed person.
In 2022, Ilya Dikov declared 800 thousand hryvnia in cash and 34,367 hryvnia in bank accounts. The mayor also has 1,680 euros and 4,162 dollars in his bank accounts. The spouse's monetary assets are: 4,750,000 hryvnia in cash and 80,070 hryvnia in bank accounts.
The head of Cherry does not have real estate, however, his wife does. Natalya Koroshchenko owns an apartment of 95 m² and a garage in Vishnevoy, as well as a land plot of 2,000 m² in the village of Zastugna, Obukhovsky district, and another plot of land of 4,000 m² in the village of Malyutyanka, Fastovsky district. In Vishnevoye she also has a 50% share of ownership in a land plot of 103 m2.
Only one car is registered to Ilya Dikov - a 2008 CHEVROLET NIVA. His wife, Mrs. Koroschenko, acquired ownership of a 2016 VOLKSWAGEN PASSAT in 2022. The same model of car back in 2021 belonged to the city father, and Dikov himself had the right to travel in it.
Biography of Ilya Dikov
Since 1988, Dikov served in the internal affairs bodies of Ukraine, and he is also a police colonel. Since 2011, he worked as secretary of the Cherry City Council and the same year, in December he ran as a self-nominated candidate for the post of chairman of the city council, which he eventually received. And in October 2020, he was again elected chairman of the Vyshensky City Council, but this time from the Servant of the People party.
What else is Dikov known for?
Ilya Dikov was also involved in the “Our Money” investigation; he was accused of embezzling almost 200 million hryvnia from the state budget.
The municipal enterprise “Main Directorate of Public Utilities” of the city council of the Vyshnevy Buchansky district of the Kiev region on November 10, 2023, based on the results of a tender, ordered Maxima Stroy LLC to reconstruct the building for 193 million hryvnia, which was supposed to replace the premises where local authorities work.
“In the estimate for the reconstruction of the cinema building for a new building for the City Council, construction materials were included at inflated prices. Thus, in the final list of resources, hot-rolled reinforcing steel of periodic profile of class A-III with a diameter of 10 mm was taken into account at 57,379 UAH per ton, with a diameter of 12 mm - at 5 UAH/t, with a diameter of 20-22 mm - at 55,320 UAH/t (here and further, prices are indicated including VAT). According to the calculations of the publication “Our Money”, such fittings can be found on the market at half the price,” investigative journalists note.
