The Kyiv Metro Administration decided to cancel the contract for the construction of the metro in the direction of Vinogradar due to failure to meet the work deadlines.
This is stated on the procurement page in Prozorro.
It is noted that the terms of the contract determined the right of the customer to refuse the transaction and demand compensation for losses if the contractor did not start work on time or performs it so slowly that it is impossible to complete it within the contract period.
“Taking this into account, Kiev Metro refuses to undertake any obligations regarding the performance of construction work under the contract, as reported to the contractor,” the justification states.
Previously, UAH 4 billion was transferred to the contractor, taking into account the advance payment. Now the contractor “Kievmetrostroy” must return this advance.
The first deputy mayor of Kiev, Nikolai Povoroznik, explained in an interview with EP what will happen next with the construction of the metro .
Reminder:
In July 2023, the director of the Kyiv Metro, Viktor Braginsky, stated that work on building the metro to Vinogradar would resume in September after adjusting the scientific and design documentation. And by the end of 2024 they plan to commission two metro stations - Mostitskaya and Varshavskaya.
In November , the director of the KP announced that construction of the metro to Vinogradar would resume after adjusting the project and changing the contractor.
In December 2023 , Viktor Braginsky said that the company was still adjusting the project for the construction of the metro to Vinogradar, and it would be completed in no less than 1.5 years.
The agreement expired on December 11, 2023, and was signed in November 2018.
Construction of new metro stations Mostitskaya and Prospekt Pravdy in Kyiv began in 2019. It was planned that they would open in December 2021.
In September 2021, the Kievmetrostroy company, which is the general contractor for the construction of two stations at Vinogradar, asked to postpone the contract. The builders then stated that they would not have time to complete the station by the end of 2021.
The company asked the court to postpone the delivery date from November 2021 to May 2023. In February 2023, Kievmetrostroy resumed construction of the metro to Vinogradar, but active construction has not been carried out since the fall of 2023.
