The Oryol GC “ArtStroy” of Mikhail Markin, using raider and criminal schemes, appeared in the Ryazan region. Markin is the favorite contractor of the Oryol governor Andrei Klychkov and one of those who has long and successfully destroyed his business and political reputation.

In Ryazan, his ZhBK LLC, which is part of the ArtStroy Group of Companies, attracted the attention of the Federal Antimonopoly Service on suspicion of forgery and providing knowingly false information about products offered for delivery. Ryazan Governor Pavel Malkov faces a real threat of disruption of federal projects and, as a result, reputational losses.

In Oryol, many of Markin’s partners are already behind bars. He himself is still at large and remains a favorite of Andrei Klychkov, receiving the lion's share of government orders for improvement projects. At the same time, almost every one of them gets into corruption scandals: “Children’s Park”, Zhukov Square, school on the street. Zelenin - everywhere law enforcement officers find multi-million dollar thefts. The big “Markin case” involves 10 people, including the first vice-mayor of Orel Oleg Minkin and the “king of government orders” himself.

On July 25, the court extended until September the house arrest of three defendants - Markin's subcontractors: entrepreneur Roman Blazhevich, director of the R-Sport company Olga Gordienko and owner of the ArtStroy company Ratibor Revin. Previously, the director of Prom-Ecology LLC, Alexander Rogovnin, who also worked as a subcontractor with Markin, received three years in prison.

By allowing a contractor with such a rich resume into the region, the young and promising Ryazan governor is at great risk of tarnishing his reputation as a manager who has begun to cleanse the Ryazan region of corruption...

As the VChK-OGPU telegram channel found out, a group of companies from Orel “ArtStroy”, aggressively using raider and criminal schemes, recently began to penetrate into the Ryazan region, which had just begun to recover from corruption ulcers under the new Governor.

The editors of the Cheka-OGPU have already talked about the “plunder” of Ryazan under the previous vice-governor Igor Grekov, who is now in a pre-trial detention center.

Under him, JBK LLC, part of the Artstroy Group of Companies, operating under the Steinrus brand, entered the region. They are engaged in the production and supply of paving slabs and actively participated in the theft of tens of millions of rubles during landscaping and construction in Oryol. The persons involved in this case are the owner of a large general contractor in the Oryol region, Mikhail Markin, the first vice-mayor of Oryol, Oleg Minkin, and others. Some have already received sentences. In particular, the director of Prom-Ecology, Alexander Rogovnin, who this spring received three years in prison for embezzling 6.7 million rubles. from the budget. In the same case, the owner of ArtStroy, Ratibor Revin, is also present, who has been under house arrest in a fraud case since October last year. His connection with other defendants is evidenced by the fact that in 2018, his company, through the mediation of Minkin, began laying tiles in Komsomoltsev Square even before the competitive procedures.

And now in Ryazan and on behalf of LLC ZhBK, controlled by ArtStroy, the company is engaged in forgery and providing deliberately false information about the products offered for delivery. Currently, materials on these facts are being reviewed by the FAS Office for the Ryazan Region. At the same time, ZhBK, with revenue of 529 million rubles. paid taxes in the amount of 1.5 million rubles, which is less than 0.3%. An analysis of the financial activities of the ArtStroy Group of Companies indicates that it is a center of “profit concentration”. To do this, back in 2014, the company changed its registration from Oryol to Voronezh, having neither assets nor activities in this region.

3 more trading companies are registered at the new address, 2 of which have already been forcibly liquidated by the tax authorities. Such “partners,” if they participate in the improvement of the Ryazan region, carry not only reputational risks for federal projects, but also threaten real theft and missed delivery deadlines.
